One-Punch Man: A Hero Nobody Knows has publisher-confirmed fighters in its base game, four additional characters in DLC packs, and a custom hero avatar in story mode. A 2020 review gives a total of 28 available characters including the avatar, but the publisher’s announcements do not provide one exhaustive final roster or explain how that count treats variants.

The packs also include character-specific story content and additions for the custom avatar. The Character Pass description says it includes the four character packs, a three-title set, and a three-emote set (official product page).
Does the game have 28 characters?
A MeriStation review published April 1, 2020 reports 28 available characters, including the player avatar, and says most are unlocked through story mode (MeriStation review). Treat 28 as that review’s reported count, not as a consolidated official publisher total: the publisher materials do not give a final named roster in one place or specify whether alternate versions count separately.

How the custom hero fits into the roster
Story mode lets players create a hero avatar and choose powers and abilities. The avatar is the player-created character, distinct from the named fighters listed above; it is included in MeriStation’s reported total of 28 (Bandai Namco story-mode details; MeriStation review).

Bandai Namco describes One-Punch Man: A Hero Nobody Knows as a 3-vs-3 fighting game with online multiplayer and a story mode with RPG elements. In story mode, players can explore town, take Hero Association missions, complete citizen quests, earn experience, and advance through association ranks. The publisher lists PlayStation 4, Xbox One, and Steam/PC as platforms; its product page lists physical Standard and Deluxe Editions (Bandai Namco product page; Bandai Namco story-mode details).
