packagestateroaming.dll is a genuine Microsoft Windows system component, not a game file or Visual C++ redistributable. If Windows says it is missing or cannot be loaded, repair the Windows component store with Windows Update, DISM, and SFC instead of downloading a loose DLL.
What this file actually does
packagestateroaming.dll is associated with Package State Roaming, a Windows facility that supported roaming application data for UWP applications. Microsoft lists Package State Roaming as deprecated and planned for removal in a future Windows update, but that does not make an existing missing-file error safe to ignore.

C:WindowsSystem32
32-bit processes on 64-bit Windows use WOW64 redirection and may access the 32-bit system location:
C:WindowsSysWOW64
The names can be confusing: on 64-bit Windows, System32 contains 64-bit system files, while SysWOW64 contains 32-bit files. Do not swap copies between these folders. Windows chooses the correct architecture through its system-loading rules. See Microsoft’s file-system redirector documentation.
Historical Windows releases contain different builds of this file. A file version that matches one Windows installation may be wrong for another. The correct copy depends on your Windows build, architecture, language, and servicing state.

Causes by symptom
| Symptom | Most likely explanation | First action |
|---|---|---|
| The file is missing after Windows Update | Incomplete servicing or component-store corruption | Restart, install pending updates, then run DISM and SFC |
| The error appeared after cleanup software ran | A protected Windows file may have been deleted or damaged | Undo the cleanup if possible, then repair Windows |
| Windows Security quarantined the file | A false positive or a suspicious replacement may be involved | Check Protection history, path, and signature before restoring anything |
| “The specified module could not be found” appears even though the file exists | A dependency of the DLL may be missing, or the file may be invalid | Repair Windows and inspect the loading application |
| Only one Store app or user account is affected | The application or user profile may be damaged | Repair or reset the affected app and test another profile |
| The file exists outside the Windows directory | It may be a private copy, an incorrect replacement, or malware | Do not trust it by filename alone; verify its origin and signature |
| The problem began during a major upgrade | Windows servicing or a driver-related upgrade failure may have interrupted system repair | Repair the component store, then retry Windows Update |
Windows loader messages are generic. “The specified module could not be found” can mean that the named DLL is absent, but it can also mean that a dependency required by that DLL cannot be loaded. Microsoft documents this behavior in its DLL search-order documentation.
Fix 1: Install Windows updates and restart
Start with Windows servicing. A pending update or interrupted restart can leave protected system files in an incomplete state.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install everything offered.
- Restart when prompted.
- Return to Windows Update and check again until no further updates are offered.
- Start the application that produced the error.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Click Check for updates.
- Install the available updates and restart.
- Check again after restarting.
If the error remains, continue with DISM and SFC. Do not copy a replacement DLL into the application folder at this stage.
Fix 2: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then uses that repaired store to check and replace protected system files. Run DISM first.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window because progress may pause for a while.
- Then run:
sfc /scannow
- Restart Windows.
- Retry the affected program.
Microsoft recommends this DISM-then-SFC order in its system file repair guidance.
A successful repair may report that corrupted files were found and repaired. If SFC reports that it could not fix some files, restart and run the same sequence again. If DISM reports that source files could not be found, use a matching Windows installation source as described below.
For a targeted check, run:
sfc /verifyfile=C:WindowsSystem32packagestateroaming.dll
Use the path that matches the architecture and location being checked. The normal full sfc /scannow repair is preferable when the file is missing or when other Windows files may also be damaged.

Repeating SFC without understanding whether the component store is healthy can make troubleshooting unnecessarily slow. Outbyte PC Repair can scan for system problems and show what it finds; its repair function is provided by the full version, but Windows Update, DISM, and SFC remain the official repair path.

Fix 3: Give DISM a matching repair source
If DISM cannot obtain repair files through Windows Update, use installation media that matches the installed Windows edition and build as closely as possible.
First identify the drive letter assigned to the mounted ISO or USB media. Assume it is X:. Then open an elevated Command Prompt and run:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:X:sourcesinstall.wim /LimitAccess
Replace X: with the correct drive letter.
Do not use an arbitrary ISO or a DLL copied from another computer. A mismatched source can fail to repair the component store or leave Windows with incompatible files. Microsoft documents repair sources in Repair a Windows image.
After DISM completes, run:
sfc /scannow
Restart and test again.
Fix 4: Check antivirus quarantine safely
If the error began after an antivirus detection, inspect the event before restoring anything.
- Open Start > Windows Security.
- Select Virus & threat protection.
- Click Protection history.
- Open the detection associated with the file.
- Check the complete path and the action taken.
- Do not restore the item merely because its filename is
packagestateroaming.dll.
A genuine Windows copy should be in the expected Windows component locations, not a random download folder, temporary directory, game folder, or user profile directory. Verify the file’s Microsoft signature and path before considering restoration.
If the file was restored and confirmed as genuine:
- Run a full malware scan.
- Restart Windows.
- Run DISM.
- Run
sfc /scannow. - Check whether the error returns.
If Windows Security found the file outside the Windows directory, treat it as suspicious until proven otherwise. Microsoft explains how to review detections in Protection history.
Fix 5: Repair the affected app or test another profile
If only one Microsoft Store app or one Windows user account triggers the message, the system file may not be the only problem.
For Windows 11:
- Open Start > Settings > Apps > Installed apps.
- Find the affected app.
- Click the three-dot menu.
- Select Advanced options.
- Click Repair.
- Test the app.
- If it still fails, return to the same screen and click Reset.
For Windows 10:
- Open Start > Settings > Apps > Apps & features.
- Select the affected app.
- Click Advanced options.
- Choose Repair, then Reset if necessary.
Repair preserves app data where supported. Reset may remove the app’s local data and settings.

Fix 6: Do not use regsvr32 for this file
regsvr32 is not a general DLL repair command. It is used for DLLs that provide registration entry points such as DllRegisterServer.

Running this command is not a normal fix:
regsvr32 packagestateroaming.dll
A Windows system DLL can produce an entry-point error or another misleading message when forced through regsvr32. It does not restore a missing component-store file, repair dependencies, or fix Windows servicing. Use DISM and SFC instead. Microsoft describes the command’s actual scope in its regsvr32 documentation.
Fix 7: Check architecture and dependencies
Do not select a replacement based on filename, file size, or a version listed for another Windows release.

A 32-bit program may use the 32-bit Windows copy through WOW64, while a 64-bit program uses the 64-bit copy. A 32-bit and 64-bit DLL are not interchangeable. Windows servicing is the safest way to restore the correct file.
If the file visibly exists but Windows still reports “module not found,” the problem may be a missing dependency. Reinstalling Visual C++, DirectX, or .NET is not a file-specific solution for packagestateroaming.dll, and no authoritative evidence identifies those runtimes as its owner.
Do not copy the DLL into a game or application directory. That can make Windows load the wrong copy and hide the actual servicing problem.
Fix 8: Consider drivers only when an upgrade also failed
A driver reinstall is not a first-line fix for this filename. Consider it only when the error began during a broader Windows upgrade involving a device, failed driver installation, or hardware change.
To inspect drivers:
- Right-click Start.
- Select Device Manager.
- Expand categories related to the recently changed hardware.
- Right-click a device.
- Select Properties > Driver.
- Review the driver provider, date, and status.
- Use Update driver or uninstall and restart only when the device itself is malfunctioning.
- Obtain replacement drivers from the hardware manufacturer or Windows Update.
Do not remove random devices because a system DLL is missing. Outbyte Driver Updater can scan for outdated drivers and identify what needs attention; installation through the full version is optional, and a driver update is not expected to restore this Windows component by itself.

If DISM and SFC cannot repair the file, inspect the logs and check disk health before moving to recovery.
Useful logs include:
%windir%LogsCBSCBS.log
%windir%LogsDISMdism.log
System Restore is appropriate when the problem began recently and a restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Choose a restore point from before the error began.
- Review the affected programs.
- Start the restore.
System Restore normally rolls back system files, settings, and installed programs without changing personal files. Microsoft provides additional guidance for System Restore.
If no restore point works and the file is absent system-wide, perform an in-place Windows repair using matching installation media, or use the recovery options appropriate to your Windows installation. Back up important data first. Microsoft lists available approaches in Recovery options in Windows.

Why DLL download sites are the wrong fix
Do not download packagestateroaming.dll from a random DLL archive and place it in System32, SysWOW64, or the application directory.
A loose file may be:
- The wrong Windows build
- The wrong architecture
- Intended for a different language or servicing state
- Tampered with
- Missing its own dependencies
- Unable to repair the damaged component store
The safe sources are Windows Update, DISM, SFC, matching Microsoft installation media, System Restore, or a Windows repair installation. A filename alone does not prove that a file is genuine.
What to collect if the error continues
Before requesting technical help, record:
- Windows 10 or Windows 11 edition and build
- The complete error text
- The executable or app that triggers it
- Whether the file exists and its full path
- Whether the error affects every user or only one
- Antivirus Protection history entries
- The output from DISM and SFC
- Relevant sections of
CBS.loganddism.log - Whether the problem began after an update, cleanup, restore, or failed upgrade
This information distinguishes a missing Windows component from a dependency failure, a damaged application, an antivirus action, or a fake file with the same name.
FAQ
Is packagestateroaming.dll a legitimate Microsoft file?
Yes. It is a Windows system DLL associated with Package State Roaming. Its expected location and signature matter more than the filename alone.
Is it part of Visual C++, DirectX, or .NET?
No verified evidence identifies it as part of those redistributables. Repair Windows rather than installing unrelated runtimes.
Should I register it with regsvr32?
No. regsvr32 is not a normal repair method for this protected Windows component.
Why does “specified module could not be found” appear when the file exists?
The named file may be present while a dependency cannot be loaded. Windows loader errors do not always identify the missing dependency directly.

Avoid doing so. The other computer may have a different Windows build, architecture, language, or servicing state. DISM and SFC restore the version appropriate to your installation.
Is a file outside C:Windows automatically malware?
Not automatically, but it is not automatically legitimate either. Verify the path, Microsoft signature, origin, and antivirus history before trusting it.
What is the most likely successful fix?
Install pending Windows updates, restart, then run DISM followed by sfc /scannow from an administrator Command Prompt.
