After that, check the mod’s Info.json, package location, activation settings, launch arguments, managed deployment files, prerequisites, and—only when required—UE4SS. Working through those checks in order separates an unsupported setup from a discoverable package, an inactive package, and a loader-specific failure.

Pocketpair’s official server guide states: “At this time, server-side mods work only on the dedicated server with Windows edition.” The guide is displayed as version 1.0.4; that is the documentation version, not a gameplay version or a failure-rate statistic.

Use this diagnostic order
Do not start by reinstalling a mod manager or replacing files at random. Each check depends on the previous one. A package cannot be activated if the server cannot discover it, and a client-only package will not become a server mod merely because its files are present.

1. Confirm that the server platform is supported
Check the machine and server edition before editing any configuration. The official instructions are for the Windows edition of the Palworld dedicated server. They do not provide an equivalent, officially documented procedure for a Linux server or another hosting arrangement.

Windows dedicated server
If the executable you launch is the Windows dedicated-server edition, continue with the file and setting checks below. The server must be started at least once before you expect its generated mod settings file to exist.
Linux or another unsupported arrangement
If the server runs on Linux, a compatibility layer, or a host that presents a different server build, the Windows procedure is not proof that server mods will work there. You can inspect the mod author’s current documentation for an explicitly supported setup, but do not treat copying the Windows folders and settings as an officially supported fix. This platform fork is important: changing ActiveModList cannot solve a server that is outside the documented edition.

Open the package’s Info.json in a text editor. Find the InstallRule section and check for the Boolean value shown below:

}The exact surrounding fields can differ between packages, but IsServer must be present in that section and set to true. If it is absent or set to false, Pocketpair’s guide does not identify that package as designed to run on a server. A client-only mod may still be valid for players’ game installations; it simply is not a server package for this workflow.
Check the package’s own requirements
Read the mod’s current documentation for dependencies, required versions, and any special loader. A server flag only establishes intended server use; it does not install prerequisite mods or guarantee that a package can run without another component. Record every prerequisite before testing activation so that a missing dependency is not mistaken for a path problem.
3. Make the package discoverable
Discovery is separate from activation. First make sure the server can see a correctly structured package.

Default location
Place each Workshop package in a folder directly under Mods/Workshop, with that directory beside the dedicated-server executable. The package’s Info.json must be directly inside its own package folder, not one level deeper.

Using a different Workshop directory
If the files must remain elsewhere, choose one of Pocketpair’s two supported configuration methods. In Mods/PalModSettings.ini, under the [PalModSettings] section, set an absolute path:

Use the real absolute path on the server; do not leave the example path in place. If both a custom setting and a launch argument are present, keep the configuration intentional and verify which location actually contains the package you are activating.

Check for a misplaced metadata file
A common structural error is an extra extraction directory, such as Workshop/ModArchive/ModArchive/Info.json. The server expects Info.json directly under the package folder it scans. Move the file and its related package content so the folder selected by the Workshop root contains the metadata at its first level.
4. Activate the package by its metadata identity
After discovery, open Mods/PalModSettings.ini. The server generates this file automatically after it has been launched once. Confirm the global switch and the active list:

ActiveModList=PackageNameFromInfoJsonUse PackageName, not the folder name
Open the same package’s Info.json and copy its PackageName value exactly into an ActiveModList entry. The directory name under Workshop may be different, so guessing from the visible folder name can leave the package undiscovered for activation even though its files are in the right place.
For multiple packages, add one ActiveModList entry for each intended package, using each package’s own metadata value. Preserve the spelling and punctuation from Info.json.

Look for a global disable argument
Inspect the command, shortcut, service definition, or host panel that starts the server. Remove -NoMods if it is present. This argument forcibly disables all mods, so it overrides otherwise correct package paths and activation entries. Do not diagnose an individual package until you have confirmed the server is not being launched with that switch.
5. Restart and verify managed deployment
Changing the file is not enough. Restart the dedicated server after enabling or changing a package. Pocketpair’s workflow applies enabled mods during startup and creates managed deployment data according to each package’s install rules.
Inspect the managed package directory
After the restart, check:
Mods/ManagedMods/<PackageName>/InstallManifest.jsonReplace <PackageName> with the value from the package’s Info.json. The presence of this managed directory and its InstallManifest.json is evidence that the server recognized the package and recorded its deployment. The manifest also identifies destinations determined by the mod’s install rules, so use it to check where the package was placed instead of assuming every mod installs to the same location.
Interpret a missing deployment
- If the managed package directory is absent, return to the platform, Workshop-root, metadata, and activation checks. The server may never have discovered or enabled the package.
- If the package directory exists but expected files are not at their destinations, read the package’s install rules and inspect the manifest. The install destination is package-defined.
- If deployment stops because a dependency is missing, install every prerequisite required by the mod and enable those packages as directed by the mod documentation.
Do not edit the generated manifest to force a result. Correct the source package, settings, or prerequisite and let a fresh restart rebuild managed deployment.

6. Update or remove a stale package cleanly
Package versions are read from Info.json. When that Version value changes, restarting the server automatically removes the old version and deploys the new one. This gives updates a predictable sequence: replace the Workshop package with the intended version, confirm its metadata and prerequisites, then restart.
Disable one mod
Remove that package’s PackageName from ActiveModList and restart. If the old Workshop files must also be removed, delete that package folder from the configured Workshop directory and restart again. Keep the package identity in your notes while editing; removing a similarly named folder is not equivalent to removing the metadata value from the active list.
When a previous install still appears
Check that you edited the Workshop directory the server actually uses. A stale package in a custom directory can remain active if WorkshopRootDir or -workshopdir points somewhere other than the folder you cleaned. Verify the active path, remove the intended package there, and restart so managed deployment is reconciled with the current package state.

UE4SS is an additional loader layer, not a universal prerequisite for every Palworld server package. First confirm in the mod’s current documentation that UE4SS is required. If the package uses the standard install rules without UE4SS, changing UE4SS files can introduce a new problem rather than fix the original one.
Check the loader log
When UE4SS is required, look for UE4SS.log and use its messages to determine whether the loader started and whether the mod was recognized. A missing or unchanged log points to the loader setup; a log that shows the loader running shifts attention back to the mod’s own requirements and server deployment.
Be cautious with managers and old setups
The community UE4SS guidance warns that certain mod managers may install UE4SS incorrectly for Palworld and that obsolete UE4SS builds or signatures can cause failures. Treat those warnings as loader-specific community guidance, not as a requirement to replace every installation. Check the mod author’s current instructions and compatibility with your Palworld version before changing the loader, and avoid mixing an old UE4SS setup with a package that expects a newer one.

Keep the two troubleshooting layers separate
Use the standard checks for platform, Info.json, Workshop discovery, PalModSettings.ini, launch arguments, and managed deployment first. Only after those are correct should you troubleshoot UE4SS. This prevents a loader warning from obscuring a simpler issue such as a wrong PackageName or an inactive global switch.
Symptom-based branches
The mod does not appear to be detected
- Confirm the server is the Windows dedicated-server edition.
- Confirm
Info.jsonis directly inside the package folder under the configured Workshop root. - Verify the custom path, if any, in
WorkshopRootDiror-workshopdir. - Check that the package’s
InstallRulecontains"IsServer": true. - Restart and look for
Mods/ManagedMods/<PackageName>/InstallManifest.json.
Do these in order; an activation edit cannot compensate for a package the server cannot discover.
The package is present but has no effect
- Copy
PackageNamefromInfo.jsonintoActiveModList; do not use the folder name. - Set
bGlobalEnableMod=true. - Remove
-NoModsfrom the startup command. - Restart the server and inspect the managed deployment record.
- Check the mod documentation for required prerequisite packages or a UE4SS dependency.
The new version is not replacing the old one
Compare the package’s Version value and confirm that the server is scanning the directory you updated. Restart after the metadata change. If the old package remains, remove the intended package folder from the actual configured Workshop root, then restart and inspect the managed directory again.
The mod depends on UE4SS and still fails
Confirm that UE4SS is explicitly required, inspect UE4SS.log, and compare the loader build and signatures with the mod’s current documentation and Palworld compatibility notes. Do not assume a generic mod manager or an older UE4SS installation is suitable.
A complete clean-room checklist
Use this condensed pass when several settings have been changed and you no longer know which state is authoritative:
- Stop the server and record the exact Windows dedicated-server edition you are launching.
- Choose the Workshop root: the default
Mods/Workshopbeside the executable, or one absolute custom path. - Place one test package in that root with
Info.jsondirectly inside its package folder. - Verify
InstallRuleincludes"IsServer": trueand note the exactPackageName. - Launch the server once if
Mods/PalModSettings.inihas not been generated. - Set
bGlobalEnableMod=trueand add the metadataPackageNametoActiveModList. - Remove
-NoModsand confirm any-workshopdirargument points to the same root you selected. - Restart the server.
- Inspect
Mods/ManagedMods/<PackageName>/InstallManifest.jsonand the destinations specified by the install rules. - Add documented prerequisites, one at a time, and repeat the restart-and-check cycle.
- If and only if the package requires UE4SS, inspect
UE4SS.logand follow the loader’s current compatibility instructions.
When changing hosting platforms is the real fix
If your current server cannot run the Windows dedicated-server edition, configuration changes inside PalModSettings.ini will not establish support that Pocketpair’s instructions do not document. The practical decision is whether to move the server to an environment that can run the supported Windows edition or to use a mod and platform combination explicitly supported by its author. Verify the host’s actual Windows Palworld dedicated-server support before moving any world or configuration; no provider-specific compatibility is established here.
What this troubleshooting method can and cannot identify
Without the server platform, Palworld version, mod name, configuration, logs, host, and exact symptom, no single cause can be assigned to every “mods not working” report. The sequence above narrows the problem to a supported platform, eligible package, discoverable path, active identity, successful restart deployment, prerequisite set, or conditional UE4SS loader. Once those facts are known, the mod’s own documentation is the authority for package-specific requirements that the general server guide does not define.
