Cast on Minion Death stores energy when one of your persistent minions is killed, then triggers socketed spells once it reaches maximum energy. A minion disappearing because its duration ends or because you despawn it does not qualify: the trigger requires a kill, which the mechanics reference defines as reaching 0 life.
How Cast on Minion Death triggers spells
Cast on Minion Death is an energy-based meta skill. While active, it gains energy from qualifying persistent minion kills. When its energy reaches the maximum, it triggers the spells socketed in it. The gem cannot socket spells that create minions, according to the current description listed by PoE2DB.
That description also identifies the gem as a Tier 8 Intelligence meta skill and warns that very underlevelled minions incur an energy-generation penalty. Tier and attribute details are secondary-source information; check the gem in-game if you need its exact requirements.
What counts as a minion kill?
The key distinction is between a minion dying and a minion being killed. The mechanics reference says that a minion whose duration expires or that its summoner despawns is considered to have died, but effects requiring a minion to be “Killed” do not trigger in those cases. A minion is killed when it reaches 0 life, whether the summoner or an enemy causes it.

Persistent minions, area level, and the 0.2.0 change
In update 0.2.0, Grinding Gear Games changed the skill so it “now only gains energy when persistent minions are killed,” as stated in the official patch notes. The same update said minions created by a very underlevelled minion skill, relative to the current area level, grant less energy when killed. The notes specify that level 20 or higher minion skills incur no penalty in endgame content. These are the rules described in the 0.2.0 update, not a guarantee that no later balance change has altered them.
Spirit reservation
Update 0.4.0 reduced Cast on Minion Death’s reservation from 60 Spirit to 30 Spirit. That 30-Spirit figure is the value stated in Grinding Gear Games’ official 0.4.0 patch notes; check the live gem in-game for any subsequent change.

Last Grasp interaction
A player-submitted forum bug report alleges that Last Grasp delays a minion’s death and that the delayed event does not generate energy. That report is not a developer ruling or a confirmed resolution, so the interaction remains uncertain on the evidence available here.
