Yes—but this is not a worldwide PayPal ban on Steam. Steam says PayPal purchases are currently affected in every store currency except the euro (EUR), Canadian dollar (CAD), British pound (GBP), Japanese yen (JPY), Australian dollar (AUD), and U.S. dollar (USD). Valve has not provided a date for restoring PayPal in the other currencies.
Which Steam currencies still support PayPal?

Steam’s official support notice describes the restriction by currency rather than publishing a definitive country-by-country list. If the currency shown at checkout is not one of these six, assume PayPal may not be available.

The six-currency list does not guarantee that PayPal will work for every account or country using one of those currencies. Store country, account configuration, PayPal verification, billing details, and local payment availability can still affect a transaction.
What changed, and when?
Valve says PayPal notified it in early July 2025 that PayPal’s acquiring bank would immediately stop processing Steam-related transactions in certain currencies. Users began reporting the problem around that period, while Valve’s explanation received wider attention in August 2025.

The wording matters. Steam has not said that PayPal accounts stopped working generally, nor has it announced that every payment method in affected countries was removed. The immediate issue is the PayPal checkout route for Steam purchases made in unsupported currencies.
Steam says it hopes to restore PayPal support for the affected currencies, but it has not supplied a timetable. That means the restriction should not be treated as permanent, but there is also no announced short-term fix.
Is this a country ban?
Not exactly. The most reliable way to determine whether you are affected is to look at the currency displayed by Steam at checkout, not simply your country or PayPal balance.
A country using a local currency outside the six listed by Steam may be affected. EU membership does not automatically preserve PayPal access: Poland, for example, uses the złoty rather than the euro and was cited in coverage as an affected market. Conversely, a country or account using one of the six listed currencies may still encounter a separate verification or payment failure.

Changing the currency of your PayPal balance does not necessarily make an unsupported Steam checkout currency eligible. PayPal account currency and Steam’s store currency are different parts of the transaction.
Why did PayPal stop working?
Valve’s formal explanation is that PayPal’s acquiring bank stopped processing Steam transactions in certain currencies. Steam has not publicly detailed the bank’s internal rationale.
Some reports, including coverage from Tom’s Hardware and PC Gamer, connected the issue with concerns previously raised about Steam content and pressure involving payment networks. That is useful context, but it should not be presented as a settled explanation for this specific currency restriction. Steam’s public support notice formally identifies the acquiring-bank processing decision, not a particular game, content category, or policy dispute.
How to check whether your purchase is affected
- Open Steam checkout for the game, downloadable content, or other purchase you want.
- Check the store currency shown on the order page.
- Compare it with EUR, CAD, GBP, JPY, AUD, and USD.
- If your currency is not listed, expect PayPal to be unavailable.
- Use the payment methods Steam displays for your account and region.
PayPal may also appear and fail for reasons unrelated to this restriction, such as account verification, incorrect billing information, funding-source problems, issuer declines, or a temporary risk check. A PayPal-linked debit or credit card may follow a different payment route from selecting PayPal directly and is not guaranteed to solve the problem.

How to buy Steam games without PayPal
Use another checkout method
Steam may offer a credit or debit card, local bank method, or regional e-wallet. This is usually the quickest replacement when the option is available. However, your bank may charge foreign-exchange fees or independently block gaming and digital-goods transactions.
Add funds with a Steam Wallet code
Steam specifically recommends adding funds with a Steam Wallet code when available payment methods are unsuitable. Buy codes through official or reputable local retail channels, and confirm that the code matches your account’s region and currency. Steam’s digital gift-card page is the safest starting point for official options.
Wallet codes are not a universal workaround. Region and currency restrictions can apply, and wallet funds may not be refundable in the same way as a direct purchase. Avoid unofficial marketplaces where codes may be stolen, invalid, region-locked, revoked, or sold with inflated fees.
Receive an official digital gift card
A friend or family member may be able to send an official Steam digital gift card, subject to Steam’s regional and account rules. This is more useful when someone else is funding the account than when you need an immediate self-funded purchase.

What happens if a payment fails or remains pending?
If PayPal is missing entirely from checkout, the store currency or region may be unsupported. If PayPal appears but the transaction fails, investigate the error as a normal payment failure before assuming the currency restriction is the cause.
A failed Steam purchase can still create a temporary authorization or reserved amount at your bank. Steam says it does not collect reserved funds when the transaction fails, but the bank or card issuer controls when the authorization disappears. In some cases, Steam says that can take up to 30 days. Contact the financial institution if the amount remains reserved beyond its stated release period.
For persistent failures, save the exact error message and contact Steam Support. Disable VPN or proxy software while troubleshooting: Steam warns that anonymous proxy transactions may be rejected.
Do not change your region to bypass the restriction
Changing Steam’s store country or forcing a different currency is not a normal payment workaround. Do not use a VPN, proxy, false billing address, or inaccurate residence information to make Steam display USD or EUR. Steam’s store-country guidance applies when a user has genuinely moved or is making a legitimate purchase from another location.

Steam Wallet codes and payment accounts can also be targeted by scams. Steam’s scam guidance is preferable to relying on sellers who promise to bypass regional payment rules.
Payment-method trade-offs
A local card or payment method is often the most convenient alternative, but foreign-exchange charges, issuer declines, and refund routing can vary. Steam notes on its refund-method page that some payment methods cannot receive refunds back to the original method, so the payment option can affect how a refund is delivered.
A Steam Wallet code is closer to Valve’s own recommendation and can help when direct checkout fails, but compatibility and redemption restrictions matter. Official channels are safer than gray-market code sites, even if they are less convenient or offer fewer denominations.
The bottom line on Steam and PayPal
Steam has not removed PayPal everywhere. Based on Valve’s support notice, direct PayPal purchases remain identified as supported in USD, EUR, CAD, GBP, JPY, and AUD, while transactions in other Steam currencies are affected after PayPal’s acquiring bank stopped processing them. Valve hopes to restore support but has announced no timetable. Check the live checkout currency, use an available local payment method or an official Steam Wallet option, and do not risk your account by falsifying your store region.
