There is no universal best PC-98 emulator. Choose DOSBox-X when you want a currently documented, configurable package that also handles ordinary DOS software; choose a Neko Project II-based core when you want a dedicated PC-98 emulator in a compatible frontend; consider T98-Next only when its older Windows-oriented workflow fits your target software and you can verify that a working build supports it. None of the available sources provides controlled compatibility or performance testing across all three, so the decisive test is the game or application you actually intend to run.
Which PC-98 emulator should I use?
Start with your target software, host platform, and disk-image format rather than with a speed or accuracy ranking. The documented choices have different strengths and different levels of current evidence.

| Emulator | What is established | Best starting use | Limits to keep in mind |
|---|---|---|---|
| DOSBox-X | Official PC-98 mode, enabled with machine=pc98 or -set machine=pc98. The project also supports DOS applications and Windows 3.x, 9x, and Me. |
A broad, actively documented package with PC-98 graphics, keyboard, sound, font, and image-mount controls. | Broad feature coverage does not prove that every PC-98 title will run. Per-game adjustment may be necessary. |
| Neko Project II | The Libretro documentation describes PC-98 disk-image extensions and selectable model, CPU-clock, memory, and sound-board settings. That page says the core has been superseded by Neko Project II Kai. | A dedicated PC-98 lineage when your host has a suitable Libretro frontend or another maintained build. | The cited documentation is for the older core, not a complete compatibility matrix for every Neko Project II or Kai build. |
| T98-Next | A community overview records historical goals including 486-class guest emulation, a graphical interface, external modules, and improved compatibility. | A possible legacy Windows-focused option when a particular title or existing setup calls for it. | Current official builds, host support, and present-day compatibility are not verified by the available primary documentation. |
If you want one practical first experiment, DOSBox-X is the most clearly documented starting point because its PC-98 mode, settings, and image workflow are described in current project material. That is a setup recommendation, not a claim that it is more compatible or faster than the other emulators.
What DOSBox-X establishes for PC-98 software
DOSBox-X treats PC-98 as an official machine mode inside a larger DOS emulation project. The project homepage lists release 2026.10.01, dated October 1, 2026. That date identifies the published release; it is not a benchmark, a compatibility percentage, or a guarantee that every title works.

PC-98 mode can be selected in two equivalent ways:
- Put
machine=pc98in the DOSBox-X configuration file. - Start the program with
dosbox-x -set machine=pc98.
The emulator can enter this mode without extra files. Japanese text is a separate concern: the guide recommends a PC-98-specific font and documents several choices, including FONT.ROM, the included FREECG98.BMP, TrueType-font output, and FONTX2 configuration. Some games may also need SOUND.ROM for music and sound effects.
PC-98 software does not always use the IMG files familiar from ordinary DOS tutorials. Disk images can be HDI or floppy formats. DOSBox-X provides both MOUNT for directories and IMGMOUNT for disk images, so identify the format before choosing a command.
How do I run PC-98 games in DOSBox-X?
1. Prepare software and image files
Use only game images, ROMs, and fonts that you are legally entitled to use. Put the game image and any required font or sound files in a location you can identify easily. A PC-98 title may be distributed as an HDI hard-disk image or as one or more floppy images; the extension alone is not a complete statement of what the game requires.
2. Enable the PC-98 machine
For a one-time test, launch DOSBox-X with:
dosbox-x -set machine=pc98
For a persistent setup, open the DOSBox-X configuration and set:
machine=pc98
Starting this way gives you the PC-98 environment before you mount the title. If DOSBox-X opens in a different machine mode, check that the setting is in the configuration file actually being used by your shortcut or frontend.
3. Configure Japanese text before diagnosing the game
If menus show garbled symbols, missing glyphs, or an unreadable character set, fix the font configuration first. The DOSBox-X PC-98 guidance covers FONT.ROM, FREECG98.BMP, TrueType output, and FONTX2 options. Select a font designed for PC-98 display rather than assuming a standard Western DOS font will render Japanese correctly.
4. Mount the image or directory
For a directory containing unpacked files, use DOSBox-X’s MOUNT command. For an HDI or floppy image, use IMGMOUNT and specify the image type required by that file. For example, an HDI file named game.hdi can be supplied to an image-mount command with the HDI type selected. The exact drive letter and image count depend on whether the title expects a hard disk, a boot floppy, or multiple disks.

After mounting, switch to the assigned drive and run the title’s documented executable. Do not assume that every PC-98 image boots from drive A or that every hard-disk image uses drive C; inspect the image’s instructions and change drives as needed.
5. Add sound support only when the title needs it
If the game runs but has no music or sound effects, check whether it expects SOUND.ROM. DOSBox-X also exposes FM-board choices; the guide says board86 should work fine in most cases. Treat that as a practical default from the DOSBox-X guide, not as a rule for every emulator or every game.
6. Leave the GDC clock at its default initially
DOSBox-X’s guide recommends the default 2.5 MHz GDC clock. It notes that some games require 2.5 MHz and very few require 5 MHz. Change to 5 MHz only when a specific title’s documentation or behavior indicates that it needs it. Do not carry this setting over as a universal recommendation for Neko Project II, Kai, or T98-Next; their controls and timing models are separate.
7. Select a keyboard layout
Readers outside Japan may need DOSBox-X’s PC-98 keyboard-layout options. The guide documents forcing an IBM/U.S. layout. This can resolve a situation in which the game launches normally but symbols, menu shortcuts, or text-entry keys do not match the physical keyboard.

8. Test the title before changing several variables
Launch the game with the basic machine, image, font, and sound settings. Record what works and change one setting at a time. If you alter the machine mode, GDC clock, font, sound board, and image mounting simultaneously, you will not know which change fixed—or caused—the problem.
What is the difference between Neko Project II and Neko Project II Kai?
Neko Project II and Neko Project II Kai should be treated as related but distinct choices, not as interchangeable names for one build. The Libretro page documents the older Neko Project II core and explicitly says that it has been superseded by Neko Project II Kai.
That older core’s documented controls include:
- PC-98 model selection.
- CPU-clock selection.
- Memory configuration.
- Sound-board selection.
- PC-98 disk-image extensions.
The practical consequence is that a guide written for the old Libretro core may not map one-for-one to Kai’s menus, defaults, or available options. First identify the exact core, standalone emulator, or frontend you installed. Then read settings for that build instead of copying labels from an older tutorial.

Kai is not established here as a universal compatibility upgrade, and the available documentation does not provide a controlled comparison between the older core and Kai. If a title behaves differently, compare the selected model, clock, memory, sound board, image type, and frontend before attributing the result to the name alone.

Does T98-Next still work with PC-98 games?
The available evidence is historical rather than a current compatibility certification. A community overview describes T98-Next’s goals as 486-class guest emulation, a graphical interface, support for external modules, and improved compatibility. Those descriptions explain what the project aimed to provide; they do not verify a maintained release, modern host support, or successful execution of a particular game today.
If T98-Next is your candidate, verify three things before investing time in a configuration:
- That you can obtain a build appropriate for your operating system.
- That the build accepts the disk-image format used by your title.
- That users or documentation confirm the specific game or application works with that build.
Without those checks, present-day claims about T98-Next should remain qualified. It may still be useful for a legacy Windows workflow, but the current evidence does not justify presenting it as a generally supported alternative to DOSBox-X or Neko Project II-based software.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose among the three
Match the host platform and frontend
DOSBox-X’s documented package is a natural fit when you want a standalone DOS-oriented application with a configuration file and command-line controls. Neko Project II-based options depend more heavily on the specific core and frontend available for your host. T98-Next requires the most caution because current supported builds are not established here.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Match the disk-image format
Confirm whether your title uses HDI, floppy images, or another PC-98-specific format. DOSBox-X explicitly documents image mounting through IMGMOUNT; the Neko Project II documentation also identifies PC-98 image extensions. A format mismatch can look like an emulator failure when the real problem is that the image was attached to the wrong device type.
Match the emulated hardware
Some applications depend on a particular PC-98 model, memory size, CPU clock, GDC timing, or sound board. Neko Project II documentation exposes model, clock, memory, and sound-board choices. DOSBox-X documents FM-board selection and GDC timing. Choose the hardware profile indicated by the game’s manual or known configuration, then adjust only when the title demands it.

Match the setup effort you can support
DOSBox-X offers a broad set of documented controls, which can make it flexible but also gives you more settings to understand. A dedicated Neko Project II frontend may feel simpler once the correct core is installed, but the exact controls vary by build. T98-Next may be attractive only if you already have a reliable legacy setup.
Common DOSBox-X problems and targeted fixes
The game starts, but Japanese text is unreadable
Install or select a PC-98-specific font and review the documented FONT.ROM, FREECG98.BMP, TrueType, or FONTX2 method. Changing CPU or graphics settings will not repair a missing character font.
The game has no music or effects
Check whether the title requires SOUND.ROM, then verify the selected FM board. The guide’s board86 setting is a reasonable first choice, but a title may expect another board configuration.
The image will not boot or files are missing
Confirm the image type and mount it with the corresponding IMGMOUNT mode. HDI and floppy images are not interchangeable, and a multi-disk title may require each disk to be attached or swapped as its instructions specify.
Timing or graphics are wrong
Return the GDC clock to 2.5 MHz, the documented default, and retest. Try 5 MHz only for a title that specifically needs it. Keep this diagnosis within DOSBox-X; another emulator’s clock control may represent different hardware behavior.
Keys do not match the game menu
Use the PC-98 keyboard-layout options and, for a non-Japanese keyboard, test the documented IBM/U.S. layout. Verify the layout before remapping individual keys.

- Write down the title, release version, image type, and host operating system.
- Try DOSBox-X in PC-98 mode with default timing and the correct image mount.
- Add a PC-98 font if text is incorrect.
- Add
SOUND.ROMor adjust the FM board only if audio is missing. - Change GDC timing, model, memory, or clock one variable at a time when the title’s documentation calls for it.
- If DOSBox-X is unsuitable, test a clearly identified Neko Project II or Kai build with the matching model, memory, clock, sound, and image settings.
- Consider T98-Next only after confirming a current-enough build and title-specific support.
This process produces a useful result even when an emulator fails: you learn whether the blocker is the image, font, sound, keyboard, hardware profile, or the emulator build itself.
Bottom line
DOSBox-X is the clearest documented first stop for PC-98 emulation in 2026, especially if you also need broader DOS support and want explicit controls for fonts, sound, keyboard layout, GDC timing, and HDI or floppy images. Neko Project II remains an important dedicated lineage, but distinguish its older core from the superseding Neko Project II Kai and match the instructions to the exact build. T98-Next has documented historical goals, yet its current support is not established well enough for a confident general recommendation. Test the software you care about on the host and build you can actually use; the evidence does not support naming one emulator a universal winner.
