pepflashplayer.dll is the Windows Pepper/PPAPI version of Adobe Flash Player, not a Windows system DLL. If Windows says it is missing or cannot load, repair the old browser, game, installer, or application that originally bundled it rather than copying the file into System32.
Flash is obsolete. Adobe ended support on December 31, 2020, blocked Flash content on January 12, 2021, and Google Chrome removed Flash support in Chrome 88. Restoring the DLL will not make modern Chrome, Edge, or Firefox run Flash again.

What pepflashplayer.dll is
Pepper Flash was the PPAPI implementation of Flash Player used by Chromium-based browsers and applications that embedded Chromium. It differs from the older NPAPI Flash plug-in used by earlier browsers and from ActiveX Flash components used by Internet Explorer.

The file could also be inside an older Chromium browser, enterprise client, game, installer, or standalone application directory. The program that installed it is the owner you need to repair.
Historical file versions
The exact version, size, and architecture depend on the host application.

| 32-bit | 20.0.0.286 | 16.02 MB |
These are historical examples, not a recommendation to download a matching file. A 32-bit application needs a compatible 32-bit plug-in even when Windows itself is 64-bit.
First, identify the program that needs the file
The wording of the error usually identifies the stage at which loading failed, but not always the owner.
Common messages include:
- “The program can’t start because pepflashplayer.dll is missing from your computer.”
- “The code execution cannot proceed because pepflashplayer.dll was not found.”
- “Error loading pepflashplayer.dll. The specified module could not be found.”
- “pepflashplayer.dll is either not designed to run on Windows or it contains an error.”
- “Failed to load pepflashplayer.dll.”
Write down the program name shown in the error and where it appeared:
- When launching an old browser
- When starting a game or desktop application
- During an installer or updater
- After an antivirus detection
- Immediately after a browser or application update
Then find the executable responsible:
- Press
Ctrl+Shift+Escto open Task Manager. - Select Details.
- If the program is still open, right-click its process.
- Select Open file location.
- Note the application folder and executable name.
- Check whether
pepflashplayer.dllis expected in that folder or in a nearbyPepperFlashsubfolder.
You can also search File Explorer for pepflashplayer.dll. A copy beneath an old Chrome or Chromium installation may be legitimate. A copy in a temporary directory, a randomly named folder, a startup location, or an unrelated program directory needs additional checking.
The phrase “specified module could not be found” does not always mean the named file is absent. Windows may have found pepflashplayer.dll but failed to load one of its dependent DLLs, or the file may be incompatible with the application architecture.
Fix 1: Repair or reinstall the owning application
This is the safest and most likely fix.
Use Windows app repair
For a traditional desktop program:
- Press
Windows+R. - Type
appwiz.cpland press Enter. - Select the old browser or application.
- Look for Repair, Change, or Modify.
- Complete the repair wizard.
- Restart Windows.
- Launch the program again.
For an app listed in Windows Settings:
- Open Settings.
- Select Apps.
- Choose Installed apps.
- Find the application.
- Select the three-dot menu.
- Choose Advanced options, if available.
- Select Repair.
- Test the application after the repair completes.
If there is no repair function, uninstall the application, restart Windows, and reinstall it using the developer’s original installer or a current vendor-supported release. Use the application’s own launcher verification feature when it has one.
Do not start by downloading pepflashplayer.dll separately. The installer may need to restore several files together, set the expected directory, install the correct architecture, or provide other dependencies.
If the error comes from an old Chrome installation, reinstalling Chrome may restore the historical package files but will not restore usable Flash support in current Chrome. For a Flash-dependent application, look for an updated HTML5 release, a vendor-maintained offline package, or documented legacy support.

Run the application with administrative rights
Some old installers fail because they cannot write to their installation directory.
- Open the application’s installation folder.
- Right-click its main
.exefile. - Select Properties.
- Open the Compatibility tab.
- Select Run this program as an administrator.
- Select Apply, then OK.
- Start the program again.
Use this as a diagnostic step, not as a substitute for repairing a damaged installation. If it works only as administrator, the application may have a permissions or compatibility problem.
Fix 2: Check antivirus quarantine before restoring anything
An antivirus product may quarantine the file after an update, cleanup operation, or false detection. Do not restore it automatically because a malicious file can use the same name.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Find the detection involving
pepflashplayer.dll. - Expand the entry and inspect its path.
- Compare that path with the known installation directory of the application.
- Check the file’s publisher and digital signature if the file remains on disk.
- Restore or allow it only when the application source, path, and file identity are trustworthy.
- Reinstall the owning application instead when the path is unexpected or the signature cannot be verified.
To scan a surviving copy:
- Open File Explorer.
- Right-click
pepflashplayer.dll. - Select Scan with Microsoft Defender.
- Wait for the result before opening the application.
If Windows Security identifies the file as a threat, leave it quarantined and reinstall the host application from its official source. Restoring a real threat can expose the computer.

Fix 3: Check architecture and dependent DLLs
A 32-bit host cannot reliably use a 64-bit Pepper Flash file, and a 64-bit host may require the 64-bit build supplied with its application. Do not mix a copy from another browser or another installation.
Check the host program:
- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- Right-click the column headings.
- Select Select columns.
- Enable Platform, if available.
- Compare the process architecture with the application package.
You can also right-click the application executable, choose Properties, and inspect its details, though the Properties dialog does not always state the architecture clearly.
If the file exists but the loader still reports that the specified module cannot be found, reinstall the host application first. The missing item may be a runtime dependency rather than pepflashplayer.dll.
Install Microsoft Visual C++ Redistributable or DirectX only when the application separately identifies one of those components as missing. They do not repair Pepper Flash itself.

Fix 4: Repair broader Windows component corruption
SFC and DISM repair protected Windows components. They normally do not recreate a third-party file inside a Chrome or application directory, but they are appropriate when Windows has wider corruption symptoms.
First update Windows and restart it. Then:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the permission prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
If SFC reports that it repaired files, test again. If it reports that it could not repair some files, run DISM again after Windows Update has completed, then repeat SFC. If only this one application fails, return to the application repair rather than repeatedly running system scans.
When manually hunting through Windows components and repeating SFC or DISM leaves you unsure what changed, Outbyte PC Repair can show what its free scan identifies; repair is performed by the full version, and it is not required when reinstalling the owning application is the definitive fix.

A graphics or media driver is not normally the owner of pepflashplayer.dll, but an old Flash application may fail after a driver or Windows update.

Do not remove a working driver merely because pepflashplayer.dll is missing. Update it when the application also reports rendering, video, or graphics failures.
When identifying stale drivers across several devices is taking more time than checking each vendor’s release, Outbyte Driver Updater can show what its free scan finds; driver installation is handled by the full version, and it is not required for a file that belongs to a specific legacy application.
Try System Restore only for a recent change
System Restore may help if the error began immediately after an update, cleanup, or software removal and a suitable restore point exists.
- Press
Windows+R. - Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point dated before the failure.
- Select Scan for affected programs to review the impact.
- Select Next, then Finish.
- Let Windows restart and test the original application.
System Restore does not make modern browsers support Flash and cannot help if no suitable restore point exists.
What not to do
Do not download a random DLL
Third-party DLL download pages may provide malware, an altered file, the wrong architecture, or a version that does not match the host application. Even a genuine historical copy may fail because the application expects a precise bundled Flash version or additional files.
The safe sources are the original application’s official installer, its built-in repair or verification function, and a vendor-supported replacement or offline package. There is no current Adobe-supported Pepper Flash download that should be used to revive modern browser Flash.
Do not copy it to System32 or SysWOW64
System32 is not a universal DLL repair location. Pepper Flash is loaded from the browser or application package that owns it. Copying it into a Windows system directory can hide the real problem and create an unsafe version mismatch.
Do not use regsvr32
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. Pepper Flash is loaded by its browser or host application, not generally installed as a Windows COM component. Running this is not a valid repair:
regsvr32 pepflashplayer.dll
Do not assume Windows Features will restore it
Turning Windows Features on or off does not restore Pepper Flash. Internet Explorer-era components and Windows-installed Flash removal are separate from a Pepper/PPAPI file bundled by an application. A Windows Flash removal update cannot be reversed by reinstalling this DLL.
If the application still fails
Collect these details before contacting the application vendor:
- The exact error text
- The executable that displays it
- The application installation path
- Whether the host is 32-bit or 64-bit
- The path of any surviving
pepflashplayer.dll - The antivirus action and detection path
- Whether the failure began after an update, cleanup, quarantine, or disk problem
- Any event-log message naming a dependent module
If the application is a legitimate legacy Flash program, use its vendor-maintained replacement, offline package, or documented legacy environment. An emulator may also be appropriate for preserved content, but it must come from a trustworthy project and cannot repair a current browser.
FAQ
Is pepflashplayer.dll part of Windows?
No. It was distributed with browsers and applications that bundled Adobe Flash’s Pepper/PPAPI implementation.
Which program installed it?
Historically, Google Chrome and other Chromium-based software are common sources. Older standalone applications, enterprise clients, games, and installers could also bundle it. The directory containing the file and the executable producing the error identify the likely owner.
Can I reinstall Chrome to fix it?
Only if the error belongs to an old Chrome installation and the goal is to restore its package files. Current Chrome no longer supports Flash, so reinstalling Chrome will not provide a working modern Flash environment.
Should I restore the file from antivirus quarantine?
Only after checking the original path, application ownership, digital signature, and scan result. Reinstall the application instead when any of those checks fail.
Will SFC or DISM restore pepflashplayer.dll?
Usually not. They repair protected Windows components, while pepflashplayer.dll is an application file.
