Portable-specific references from GameFAQs and GameEnix report that total.
What does the 264-floor count include?
The GameFAQs answer explicitly counts the final boss area as part of the 264 floors. Treat 264 as the total through that area, rather than adding another floor for the finale.

Which Persona 3 version is this answer for?
This count is for Persona 3 Portable. ATLUS describes Tartarus as the tower that appears during the Dark Hour, when Gekkoukan High School transforms into a place “home to countless Shadows.” ATLUS’s official Persona 3 Portable page provides that setting context; the 264-floor figure comes from the Portable-specific references above, not an official ATLUS count.
ATLUS’s release archive identifies the original game with PSP among its platforms. The current official page covers the remastered release and labels it digital only; that availability is separate from the original PSP release.

Are there exact floor ranges for each Tartarus block?
The cited Portable references support the overall total, but do not establish a dependable floor-range table for all six blocks. Because floor layouts and progression details from Persona 3 Reload should not be substituted for Portable without direct support, this answer does not assign ranges to individual blocks.
