If Windows says phx.dll is missing, corrupted, or could not be loaded, repair the application that originally installed phx.dll rather than downloading a replacement. The filename is associated with an older America Online component, but a separate copy is also used by Visual Studio 2010, so check the file path and metadata before choosing a repair.
What this file actually does
The AOL-associated phx.dll is described as Restart Daemon and was published by America Online, Inc. It is an application DLL, not a standard Windows component. An AOL program may call it during startup or while managing its own processes.

The same filename also appears in Microsoft Visual Studio 2010 as Microsoft Visual Studio Code Analysis Infrastructure. These are different files for different products. Their version, size, location, and supporting files can differ substantially.
That distinction matters because reinstalling AOL will not repair a Visual Studio copy, and copying a Visual Studio DLL into an AOL folder can create new loading or entry-point errors.

A file named phx.dll should normally be stored beside the executable that needs it or inside that product’s installation directory. It should not be treated as a file that belongs in C:WindowsSystem32 or C:WindowsSysWOW64.
Causes of the error by symptom
| Symptom or circumstance | Most likely cause | Correct response |
|---|---|---|
| The error appears when starting an old AOL program | AOL was partially removed, damaged, or moved | Repair or reinstall that AOL application |
| The message appears while opening Visual Studio tools | The Visual Studio 2010 installation is damaged or incomplete | Repair or reinstall the matching Visual Studio installation |
| The error began after antivirus activity | phx.dll was quarantined or deleted |
Review Protection history, then prefer a clean application reinstall |
| The file is in a temporary or unrelated folder | The DLL may be an impostor or malware | Scan the file and system; do not restore it blindly |
| The program was copied to another drive | The application may have lost dependencies or registry and permission settings | Reinstall it to establish a complete installation |
| A 32-bit program reports that the DLL cannot load | The application may require a 32-bit build | Reinstall the complete 32-bit application; do not substitute a differently built DLL |
| Several Windows programs also fail | Windows component corruption may be involved | Run Windows Update, DISM, and SFC after checking the application first |
Common wording includes:
- “This application failed to start because phx.dll was not found.”
- “The file phx.dll is missing or corrupted.”
- “A required component is missing: phx.dll.”
The wording can vary between programs and Windows versions. The executable that displays the message is more useful than the exact sentence.
Before fixing phx.dll, identify its owner
Do this first. It prevents the most common mistake: repairing the wrong product.
1. Find the program that fails
Write down the exact application name and executable path shown in the error or shortcut properties.
To inspect a shortcut:
- Right-click the program shortcut.
- Select Properties.
- On the Shortcut tab, read the Target field.
- Note the folder containing the executable.
You can also search for the file:
- Open File Explorer.
- Select This PC.
- Search for
phx.dll. - Record every matching path instead of assuming the first result is correct.
A path inside an old AOL installation points toward the AOL identity. A path inside a Visual Studio installation points toward the Microsoft identity. A copy under Downloads, a temporary directory, an unrelated game folder, or a random user-profile subfolder deserves additional scrutiny.
2. Inspect Properties and metadata
For each matching file:
- Right-click
phx.dll. - Select Properties.
- Open the Details tab.
- Check File description, Product name, Company, and File version.
- Open Digital Signatures, if that tab exists.
- Select a signature and click Details.
Metadata that refers to America Online or Restart Daemon supports the AOL association. Metadata referring to Microsoft Corporation, Visual Studio, or Code Analysis Infrastructure supports the Visual Studio identity.
A missing signature does not automatically prove that the file is malicious, especially for an old application. It does mean you should rely on the parent application’s trusted installer rather than copying the file from elsewhere.
3. Check the application architecture
The documented AOL copy is 32-bit. A 32-bit application can require a 32-bit DLL even when Windows itself is 64-bit. A 64-bit replacement is not interchangeable.
Do not use the folder name alone as proof of architecture, but note whether the program is installed under locations commonly used for 32-bit applications. The decisive evidence is the executable and the complete installer supplied for that product.
Fix 1: Repair or reinstall the AOL application
This is the primary repair when the file is inside an AOL installation and its metadata identifies America Online or Restart Daemon.
Try Windows’ installed-app repair option
Some AOL installations expose a repair action:
- Press Windows + I to open Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for the AOL program.
- Select the three-dot menu beside it, or select the program and choose Advanced options.
- Choose Repair, if available.
- Start the AOL program again.
If the repair option is unavailable or does not restore the file, use the application’s official installer.
Reinstall current AOL Desktop software
For current AOL Desktop Gold, use AOL’s official account or subscription download process rather than a third-party installer:
- Sign in through the AOL benefits or subscription page associated with the product.
- Download the AOL Desktop installer.
- Run the downloaded installer.
- If Windows displays a User Account Control prompt, select Yes only if the installer came from AOL’s official process.
- Run
Install_AOL_Desktopwhen prompted. - Select Install Now.
- Restart Windows.
- Start AOL and test the action that previously produced the error.
Current AOL Desktop Gold requires Windows 10 or newer. An older AOL program may not be distributed through the current installer. If the affected application is a discontinued legacy product, use its original trusted installer or contact AOL support rather than substituting phx.dll from a download page.
If uninstalling first is necessary
Use the normal uninstall process:
- Open Settings.
- Select Apps.
- Open Installed apps or Apps & features.
- Select the AOL application.
- Choose Uninstall and follow the prompts.
- Restart Windows.
- Run the trusted AOL installer again.
Do not manually delete the AOL folder before uninstalling unless the application’s documented support procedure tells you to. Manual deletion can leave an incomplete installation and make troubleshooting harder.
How to tell whether this worked
The repair succeeded if the AOL executable starts without the phx.dll message and the affected AOL feature works normally. If the same message returns, check the path again. The program may be loading a second copy from another installation, or another dependency may now be missing.

Use this fix only when the file is located inside Visual Studio or its code-analysis tools and the metadata identifies Microsoft or Visual Studio.
Visual Studio 2010 is legacy software and reached end of support in July 2020. Its installer may not behave correctly on a current Windows installation, particularly if the original media, updates, or supporting components are unavailable.
Run the original Visual Studio maintenance option
- Close Visual Studio and related tools.
- Open Control Panel.
- Select Programs and then Programs and Features.
- Select the relevant Visual Studio 2010 entry.
- Choose Change.
- Select the repair or maintenance option offered by the installer.
- Follow the prompts.
- Restart Windows.
- Test the code-analysis or development tool that produced the error.
If the maintenance screen cannot find the installation source, provide the original Visual Studio installation media or trusted installation files. Do not point the installer at a random DLL archive.
If repair is unavailable, reinstall the exact Visual Studio edition and components required by the affected project. Keep the installer matched to the original architecture and product edition as closely as possible.

Confirm that Visual Studio is actually the owner
Do not choose Visual Studio merely because the error appears while working on code. Search for the specific phx.dll, then inspect its Company, Product name, and installation path. If the file belongs to an AOL directory, use the AOL repair path instead.
Fix 3: Check antivirus quarantine
Security software may remove or quarantine an old application DLL. This is especially important if the file disappeared after a scan.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review detections around the time the error began.
- Expand any detection associated with the affected application.
- Check the original file path and detection details.
Microsoft warns that restoring a quarantined file should be done only when the source and safety of that file are trusted. If the file came from a complete installer supplied by AOL or Microsoft, reinstalling the parent application is safer than restoring an isolated DLL.
If you recognize a genuine false positive and have verified the installer, follow Windows Security’s documented action for that detection. Do not create an exclusion merely to make the error disappear. Scan the installer and the system first.

Fix 4: Reinstall the complete application, not just the DLL
A missing DLL often indicates a damaged installation rather than a missing file in isolation. The application may also depend on configuration files, services, registry entries, permissions, or other libraries.
Use this sequence:
- Back up any application data the program stores locally.
- Uninstall the affected application from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Download or obtain the complete installer from the application’s official source.
- Right-click the installer and select Run as administrator when appropriate.
- Install to the default location unless the product documentation requires another path.
- Restart Windows again.
- Launch the program from its installed shortcut.
If the program was simply copied from another computer or drive, reinstalling is particularly important. Copying an executable and DLL together does not recreate all of the original installation’s dependencies.

Fix 5: Check Windows component health
Windows repair tools are useful when other protected Windows components are also failing. They are not a normal source for an AOL or Visual Studio DLL, and SFC will not restore a third-party phx.dll.
Free tools Windows power users keep installed
One-click scans. No signup required.
First install pending Windows updates:
- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart if required.
Then run DISM followed by SFC:
- Open Start and type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application again.
Microsoft’s supported order is DISM first and SFC second. DISM repairs the Windows component store that SFC uses. If both commands report that Windows is healthy but phx.dll remains missing, return to the parent application’s installer.
Repeating SFC and DISM without knowing what changed can waste time while leaving the application installation untouched. Outbyte PC Repair can scan for repair issues and show what it identifies, while the repair action is handled by the full version; it is optional, and reinstalling the application remains the definitive fix when that application owns phx.dll.
Fix 6: Address legacy compatibility and permissions
An older AOL program or Visual Studio component may fail on a current Windows installation even after the DLL is restored.
Try compatibility settings only after reinstalling the complete application:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Right-click the affected program’s executable or shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an appropriate older Windows version.
- Select Apply, then OK.
- Start the program and test it.
Do not enable compatibility settings indiscriminately for every DLL. Apply them to the executable that launches the application.
If the error changes to an access-denied message:
- Right-click the application’s shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program as an administrator.
- Select Apply, then OK.
- Test the application.
Administrator mode may expose a permissions problem, but it does not repair a missing file. Avoid permanently granting broad permissions to application folders unless the vendor’s instructions require it.
Fix 7: Check drivers only when the symptoms point to a driver problem
A missing phx.dll is not normally fixed by updating a graphics, sound, chipset, or network driver. Device Manager is relevant only when the application also reports hardware initialization errors, crashes after opening a device, or shows a related device problem.
To inspect devices:
- Right-click the Start button.
- Select Device Manager.
- Expand the category related to the failing feature.
- Look for a warning icon.
- Right-click the affected device and select Properties.
- Review the General and Driver tabs.
- Use Update driver only with a driver from the hardware manufacturer or Windows Update.
- Restart Windows and retest.
Do not remove a working device driver just because phx.dll is missing. Outbyte Driver Updater can scan and identify stale drivers, while installation of the driver is handled by the full version; this is optional and does not replace repairing the AOL or Visual Studio installation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhy downloading phx.dll is usually the wrong fix
Random DLL download pages create several risks:
- The file may belong to a different product.
- It may have the wrong architecture.
- It may be a different build with incompatible entry points.
- It may be modified or bundled with unwanted software.
- It may not include the other files the application needs.
- It may hide the real cause, such as a damaged installer or antivirus removal.
Even when the downloaded file has the right name, Windows may then report that the DLL is not designed to run on Windows, that an entry point is missing, or that another dependency cannot be found.
Never copy phx.dll into System32 or SysWOW64 as a general repair. The correct copy normally belongs in the calling application’s directory. Obtain it by repairing or reinstalling the application that owns it.
Why regsvr32 normally does not apply
regsvr32 is intended for DLLs that expose the COM or ActiveX registration entry point used by Windows components. It is not a universal DLL repair command.
An application helper DLL such as an AOL restart component or an internal Visual Studio library generally has nothing to register. Running a command such as:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
regsvr32 phx.dll
often produces an error involving DllRegisterServer. That result does not mean the file is missing or that another copy should be downloaded.
Use regsvr32 only when the application’s official documentation specifically says that the particular DLL is a self-registering COM or ActiveX component.
When System Restore is appropriate
System Restore can help if the problem began immediately after an installation, update, or configuration change and a suitable restore point exists.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the failure.
- Select Scan for affected programs.
- Review the applications and drivers that may be removed.
- Select Finish to begin the restore.
System Restore changes system files and settings but does not guarantee that a third-party application installation will be repaired. It may also remove applications installed after the selected restore point. If the failure began after antivirus quarantine, reinstalling the trusted parent application is usually the safer first choice.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If the error continues
Capture these details before trying another repair:
- The complete error text
- The name and path of the affected executable
- Every path where
phx.dllwas found - File Properties details and signature status
- Windows version
- Application version
- Whether the program is 32-bit
- Any additional missing DLL or entry-point message
- The action that immediately preceded the failure
If reinstalling the identified parent program does not help, the issue may involve another dependency, an obsolete installer, permissions, or incompatibility with the current Windows environment. Do not replace multiple DLLs at random.
FAQ
Is phx.dll a Windows system file?
No. The AOL-associated phx.dll is an application file. A separate file with the same name is associated with Visual Studio 2010. Neither identity should be assumed to be a standard Windows component.
Should I put phx.dll in System32?
No. Place files only where the owning application’s installer puts them. A 32-bit application may require a 32-bit DLL in its own directory even on 64-bit Windows.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Is phx.dll always from AOL?
No. America Online’s Restart Daemon is one documented identity, but Visual Studio 2010 also has a separate phx.dll. Verify the path and Properties metadata.
Can I register phx.dll with regsvr32?
Usually not. regsvr32 applies to DLLs designed for COM or ActiveX registration. It is not a general-purpose missing-DLL repair command.
Will SFC restore phx.dll?
No, not when the file belongs to AOL or Visual Studio. SFC repairs protected Windows components. Use the owning application’s repair or installer instead.
What if antivirus quarantined the file?
Review Windows Security > Virus & threat protection > Protection history. Do not restore it solely because its filename matches. Reinstall the parent application from a trusted source and scan it before use.
Recommended Free Tools
Could phx.dll be malware?
A filename alone cannot establish authenticity. Treat a copy in a temporary, download, user-profile, or unrelated startup folder as suspicious. Scan it and the system, and do not whitelist it merely because an application reports that the name is missing.
What is the safest fix?
Identify the owner from the file’s location and metadata, then repair or reinstall that complete application. Use Windows repair commands only when there is separate evidence of Windows component corruption.
