- You manage or still run Windows Server 2003: Repair or reinstall Windows Media Services from matching installation media.
- The error appeared after antivirus activity: Check Windows Security quarantine and restore the file only if it belongs to the legitimate server installation.
- The error appears on Windows 10 or Windows 11: Identify the executable requesting the DLL. The file may belong to an old management console, virtual machine, backup image or third-party application.
- The file exists but will not load: Check architecture, language, dependencies and the full path in the error.
- The failure began after an update or software change: Try System Restore, then repair Windows system files.
- You downloaded the DLL from a random site: Remove it and repair the owning component instead.
Do not begin with regsvr32, Visual C++ Redistributables, DirectX or a driver updater. This DLL is associated with the Windows Media Services 9 Series Playlist Transform Plugin Property Page, an administrative component for legacy Windows Server 2003 systems.

Fix 1: Repair Windows Media Services
This is the most direct fix when the error comes from the Windows Media Services MMC snap-in or a legacy server management tool.
Windows Media Services 9 was intended for Windows Server 2003. It was included with the 32-bit Standard, Enterprise and Datacenter editions, but not the Web Edition or 64-bit editions. That means a 32-bit copy of the DLL is not a suitable replacement for a native 64-bit component.
On Windows Server 2003
- Sign in with an administrator account.
- Open Control Panel.
- Select Add or Remove Programs.
- Click Add/Remove Windows Components.
- Select Windows Media Services.
- If it is already selected, clear the checkbox, continue through the wizard, restart if prompted, then repeat the process and select it again.
- Insert matching Windows Server 2003 installation media when requested.
- Finish the component installation and restart the server.
Use installation media matching the server’s edition, service-pack level, architecture and language. Do not copy playlisttransformproppage.dll from a different Windows release or from another server with a different configuration.

After restarting, open the Windows Media Services management console and repeat the action that produced the error. If the property page opens, the component registration and its related administrative files were restored together.
A historical installation path places the file under a Windows Media Services administrative directory resembling:
%windir%System32Windows MediaServerAdminMMC
Treat that path as a historical clue, not a guaranteed location on every installation. The requesting program’s full error path is more useful than searching every Windows folder.
On Windows 10 or Windows 11
Windows 10 and Windows 11 do not provide Windows Media Services 9 as a normal optional Windows feature. Do not expect Turn Windows features on or off to install it.
If a current PC displays this error, determine what is requesting it:
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Details.
- Identify the program that was starting when the message appeared.
- Right-click the program and select Open file location, if available.
- Check whether it is an old server-management tool, virtual machine, backup image, installer or third-party application.
- Repair or remove that parent application rather than placing the DLL in
System32.
If the application is required, run it in an appropriate legacy environment, such as a properly isolated Windows Server 2003 virtual machine, and restore the complete Windows Media Services installation there. Windows Server 2003 is obsolete and unsupported, so exposing it directly to modern networks is unsafe.
Fix 2: Check Windows Security quarantine
Antivirus software can remove a legacy DLL because old server components may have unusual files, outdated signatures or behavior that resembles unwanted software. A quarantine event is more useful evidence than a generic “DLL missing” message.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Click Protection history.
- Look for an event involving
playlisttransformproppage.dll. - Expand the event and review its detected path and detection name.
- Restore the file only if the path belongs to the legitimate Windows Media Services installation and the server software is trusted.
- If available, choose Allow on device only after confirming the detection is a false positive.
- Restart the affected application or server.
Microsoft documents additional quarantine recovery methods, including Defender’s command-line utility, in its guidance for restoring quarantined files.
If Defender repeatedly removes the file, do not keep restoring it blindly. Repair Windows Media Services from known-good matching media and investigate why the file is being detected. Never disable antivirus protection simply to force an unknown DLL into place.
Fix 3: Check for a mismatched installation
A file can exist and still fail with messages such as:
- “The specified module could not be found.”
- “The procedure entry point could not be located.”
- “Cannot register playlisttransformproppage.dll.”
These messages do not always mean the DLL itself is absent. They can indicate a missing dependency, an incompatible version or a component installed in the wrong language or architecture.
Check the following:
- Is the operating system actually Windows Server 2003?
- Is it a supported 32-bit Server 2003 edition?
- Was Windows Media Services installed from matching media?
- Did the problem begin after a service pack, update or component removal?
- Is the application loading the file from the Windows Media Services administrative directory?
- Was the file copied from another machine?
- Does the DLL have a valid Microsoft digital signature?
To inspect the file:
- Right-click the DLL.
- Select Properties.
- Open the Digital Signatures tab, if present.
- Select the signature and click Details.
- Confirm that Windows reports the signature as valid.
- Review the Details tab for file information.
Third-party inventories commonly report this file as a 32-bit x86 Microsoft component with version 9.0.0.3372 and a size of about 48,640 bytes. Those details are historical metadata, not a current Microsoft file catalog, so use them only as clues. A matching file still cannot replace the complete component installation.
Do not place one copy in both System32 and SysWOW64. Those folders serve different architecture paths on 64-bit Windows, and duplicating an old component can create additional loading conflicts.
Fix 4: Repair Windows system files
System repair commands can correct damaged Windows components and protected files. They may not restore an optional Windows Media Services file that is absent from the current Windows image, but they are reasonable when the failure followed system corruption.

Run DISM first
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows.
Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart and test the affected application.
Microsoft explains the relationship between these commands in its Windows image repair guidance. DISM repairs the component store that SFC uses as a source; SFC checks protected system files.

If playlisttransformproppage.dll worked until an update, driver installation or software change, System Restore may return the related registration and files to an earlier state.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the failure began.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Allow Windows to restart.
System Restore does not remove personal documents, but it can remove recently installed applications, drivers and updates. Microsoft’s System Restore instructions explain how to select and use a restore point.
Fix 6: Update or reinstall related drivers only when evidence points there
A driver is not the normal owner of playlisttransformproppage.dll. Update drivers only if the failing program is a capture, audio, video or server-management application and Event Viewer shows a related device or driver failure.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers or Network adapters.
- Right-click the affected device.
- Select Properties and inspect the General and Driver tabs.
- Use Update driver and choose Search automatically for drivers, or install a package from the hardware manufacturer.
- Restart Windows and test again.
Avoid driver sites that offer a DLL as a supposed driver repair. If manually checking every device, version and vendor package is the problem, Outbyte Driver Updater can scan and identify outdated drivers; the driver installation requires the full version, and it is not a substitute for repairing the Windows Media Services component.
Should you use regsvr32?
Not as a first-line fix.
playlisttransformproppage.dll is a property-page plug-in from an old administrative component. The original installer may have registered it as part of Windows Media Services, but there is no authoritative public confirmation that this exact file exposes a standalone DllRegisterServer entry point.
If you run:
regsvr32 playlisttransformproppage.dll
and receive “DllRegisterServer was not found,” that is evidence the file is not meant to be registered independently. Reinstall the owning Windows Media Services component instead.
Do not force the 32-bit DLL through the 64-bit regsvr32 utility or alternate between System32 and SysWOW64 hoping one will work. Registration cannot repair a missing dependency or an incompatible server component.
What not to do
- Do not download the DLL from a random DLL site.
- Do not copy it into
System32just because the error names a DLL. - Do not install Visual C++ Redistributables, DirectX or .NET without evidence that the parent application requires them.
- Do not mix Windows Media Services files with Windows Media Player or Windows Media Encoder files.
- Do not use a file from another Windows release, language or architecture.
- Do not disable antivirus protection to restore an unverified file.
Random DLL downloads can contain malware, have the wrong architecture or version, and still leave the underlying component registration and dependencies broken. The safe sources are matching Windows Server 2003 installation media, a legitimate legacy Microsoft package for the correct edition, or the original application’s official installer.
If the error remains
Find the executable that requests the file and record the complete path shown in the error. Then check:
- Event Viewer: Open Event Viewer and review Windows Logs > Application.
- Application logs: Inspect logs created by the Windows Media Services MMC snap-in or the parent application.
- Architecture: Confirm that the application and DLL belong to the same supported architecture.
- Dependencies: Treat “specified module could not be found” as a possible missing dependency, not proof that this DLL is absent.
- Backup: Restore the whole legacy server or application from a known-good backup if component repair cannot reconstruct it.
- Migration: Move the workload away from Windows Server 2003 rather than building a new production dependency on an unsupported platform.
FAQ
Is playlisttransformproppage.dll a Windows 11 system file?
No. It is associated with Windows Media Services 9 Series, a legacy Windows Server 2003 component. Its appearance on Windows 10 or Windows 11 usually indicates an old application, management tool or migrated installation.
Can I download the missing DLL?
Avoid that approach. A standalone DLL does not restore the component that owns it and may be malicious, mismatched or incompatible. Reinstall Windows Media Services or the parent application from legitimate matching media.
Quick wins for a faster PC:

There is no evidence that it is a normal Windows Media Player file. Do not mix Windows Media Player files with Windows Media Services files.
Why does Windows say the module is missing when the DLL is present?
The message can mean that a dependency is missing, the architecture is wrong, the file is damaged or the requesting program is looking in another directory.
Should I run regsvr32?
Only if the original component documentation specifically requires it. If DllRegisterServer is not found, reinstall the owning component instead.
Will DISM or SFC restore it?
They can repair damaged Windows components, but they may not restore an obsolete optional Windows Media Services file that is not part of the current Windows image.
