You may see: “The program can’t start because poconetssl.dll is missing from your computer. Try reinstalling the program to fix this problem.” Another common message is: “The code execution cannot proceed because poconetssl.dll was not found.”
Windows may also report: “Error loading poconetssl.dll. The specified module could not be found,” or say that poconetssl.dll “is either not designed to run on Windows or it contains an error.”
The 60-second answer
poconetssl.dll is a third-party application library from the POCO C++ Libraries, associated with Applied Informatics Software Engineering GmbH. It provides SSL/TLS networking functions for the application that installed it. It is not a Windows system file.

Do not download a random replacement, copy it into System32, or register it with regsvr32. The safest fix is to identify the program showing the error, then use its repair, file-verification, update, or reinstall function.

What causes poconetssl.dll errors
The file normally sits beside the executable of the application that needs it. A missing error does not identify one universal program because different applications can bundle their own POCO build.

The most likely causes are:
- The application was installed incompletely.
- An update removed or failed to replace the DLL.
- A cleanup utility deleted the application’s runtime files.
- Antivirus software quarantined the file.
- A dependent OpenSSL, POCO, or Visual C++ runtime is missing.
- The application and DLL have different architectures.
- The application directory was damaged or modified.
- An obsolete program is incompatible with its current Windows environment.
The wording “The specified module could not be found” is especially misleading. poconetssl.dll may be present while one of its dependencies is missing. POCO SSL builds can rely on related POCO libraries, OpenSSL runtime files, and Microsoft runtime components.
Fix 1: Repair or verify the application
Start with the program named in the error, shortcut, launcher, or event log. Do not begin by searching for the DLL itself.
For a Windows-managed application
- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
Repair normally preserves the application’s data. If it does not work and the same page offers Reset, use it only if you accept that local settings or app data may be removed.

- Select the program.
- Choose Uninstall.
- Restart Windows.
- Download the installer from the application developer, Microsoft Store, or the original trusted launcher.
- Install it again and test the program before adding back custom files.
For a game or launcher-managed application
Open the launcher and locate the game’s management menu. Select Verify integrity, Verify files, Repair, or the equivalent command. The launcher should restore the exact DLL set expected by that game.
Do not copy poconetssl.dll from another game or application. Even if the filenames match, POCO builds can differ in architecture, compiler settings, exports, OpenSSL dependencies, and configuration.
If verification reports damaged files, let it complete, restart the launcher, and try the application again. If verification repeatedly fails, uninstall the affected application and reinstall it from the same official source.
Fix 2: Check whether antivirus quarantined the file
Windows Security or another antivirus product may have removed a DLL from an application folder. This can happen after a signature update, a file change, or an incomplete installation.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Open Protection history.
- Look for an item mentioning the affected application or
poconetssl.dll. - Expand the entry and review its original path and detection details.
Do not restore or allow the file merely because the filename looks familiar. First confirm that:
- The path belongs to the application you installed.
- The file is not in
Downloads, a temporary folder, or an unexpected user-profile directory. - The application came from an official source.
- The file’s publisher and digital signature are consistent with the application.
Reinstalling the application is generally safer than restoring an unverified quarantined file. If the file is restored, update the application and run another security scan. Never disable antivirus protection just to force a DLL into place.
If the file appeared in an unexpected directory, run Windows Security > Virus & threat protection > Scan options > Full scan. Do not add that directory to exclusions until you understand why the file is there.

Fix 3: Repair the correct Visual C++ Redistributable
A POCO DLL can load other runtime components. Therefore, Windows may name poconetssl.dll even when the actual missing file is a Visual C++ or OpenSSL dependency.
Use Microsoft’s official Latest Supported Visual C++ Redistributable Downloads page. Microsoft provides these packages:

A 32-bit application needs the x86 package even when Windows itself is 64-bit. Installing x64 alone does not provide the 32-bit runtime.
To identify the application architecture, check the vendor’s system requirements or installer documentation. You can also inspect the application executable with a trusted file-inspection utility, or ask the vendor. The Windows version does not determine the application’s architecture.
Install the package that matches the application:
- Close the affected program.
- Run the Microsoft installer.
- Accept the license terms.
- Choose Repair if it is already installed, or install it if it is missing.
- Restart Windows.
- Try the application again.
It can be correct to have both x86 and x64 packages installed when the computer runs applications of both types. Older software may also require an older Visual C++ package, so do not remove existing redistributables simply because a newer package is present.
Manually hunting through several runtime versions can be tedious, especially when repeated repairs do not show which component changed. Fix 4: Update the application and related drivers
An outdated application may include an incompatible POCO or OpenSSL build. Check the application’s Help, About, or update menu, or download its current installer from the official vendor.
Graphics, chipset, storage, and security software drivers do not normally install poconetssl.dll, but outdated drivers can cause separate application startup failures that appear alongside a DLL problem.

- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not use Device Manager to replace poconetssl.dll; it cannot repair an application’s bundled library.
Finding the correct driver versions across many devices is slow and often involves guessing which component is stale. Fix 5: Check the DLL location, signature, and architecture
If the application still fails, locate the file and examine its relationship to the program.
- Right-click the application shortcut.
- Select Properties.
- On the Shortcut tab, choose Open File Location.
- Check whether
poconetssl.dllis in the same application directory as the program executable. - Right-click the DLL and select Properties.
- Review the Details and Digital Signatures tabs, when present.
A legitimate copy should normally be supplied by the application’s installer and located in that application’s directory. An unexpected copy in C:WindowsSystem32, C:WindowsSysWOW64, a temporary folder, or a random user folder should not be treated as a valid replacement.
System32 is commonly associated with 64-bit system components on 64-bit Windows, while SysWOW64 contains many 32-bit compatibility components. That naming is confusing, but neither folder is the normal destination for an application-specific POCO DLL.
If the application is 32-bit, restore its x86-compatible DLL from its installer. If it is 64-bit, restore the matching x64 build. A DLL with the same name from a different POCO release may have incompatible exports or dependencies.
Why regsvr32 is not the fix
regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer, usually COM or ActiveX components. poconetssl.dll is a runtime networking library, not normally a COM server.
Do not run:
regsvr32 poconetssl.dll
It commonly produces an error stating that the module was loaded but the DllRegisterServer entry point was not found. It does not restore a deleted file and cannot repair missing OpenSSL or Visual C++ dependencies.

Use them when multiple Windows features or unrelated applications are also failing:
- Open Start and search for Command Prompt.
- Right-click it and choose Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Run:
sfc /scannow
- Restart Windows and test the application.
Microsoft recommends running DISM before SFC. If both commands complete without resolving the error, return to repairing or reinstalling the affected application.
Repeating SFC and DISM without knowing what changed can make diagnosis harder. Outbyte PC Repair can scan and report Windows issues before its full-version repair functions are used, but it cannot replace the verified POCO files supplied by the owning application.
Fix 7: Try System Restore as a fallback
Use System Restore only when the problem began immediately after an application installation, update, cleanup operation, or driver change.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Choose a restore point dated before the problem began.
- Select Scan for affected programs if available.
- Review the changes.
- Start the restore and restart Windows.
System Restore does not replace a proper application repair, and it may remove recently installed software or drivers. Back up important files first.
Should you download poconetssl.dll separately
No. Random DLL download sites can provide malware, the wrong architecture, an incompatible POCO build, or a file that still lacks its dependencies. Copying a downloaded DLL into System32, SysWOW64, or the application folder can create a second error and obscure the original cause.
The safe sources are:
- The affected application’s official repair or reinstall process.
- The official game launcher’s file-verification feature.
- The vendor’s official installer or support package.
- Microsoft’s official Visual C++ Redistributable downloads for runtime dependencies.
The POCO project distributes source code and build instructions rather than one universal Windows binary suitable for every application. The copy required by your program must match that program’s build.

If reinstalling still fails
Record the following before contacting the application vendor:
- Application name and version.
- Windows 10 or Windows 11 version.
- The complete error text and any code, including
0xc000012f. - The full path where the application is installed.
- Whether the application is 32-bit, 64-bit, or ARM64.
- Whether antivirus quarantined a file.
- The names of neighboring DLLs in the application directory.
- Whether repair, file verification, Visual C++ repair, and reinstalling changed the error.
Send this information through the vendor’s official support channel. The vendor can provide the matching application build instead of having you mix DLLs from unrelated POCO releases.
