You can teach Flamethrower to a level-10 Ninetales in Pokémon Sword or Pokémon Shield without leveling it up: use the Move Reminder at any Pokémon Center. If you still need Vulpix, its listed locations differ by version.
How to teach Flamethrower to a level-10 Ninetales
- Visit any Pokémon Center and speak to the attendant at the left-hand counter.
- Choose the Move Reminder service, select Ninetales, then choose Flamethrower from the eligible moves.
The service is free. Ninetales has Flamethrower as a level-1 move in the Sword and Shield learnset, and the Move Reminder offers eligible level-up moves through the Pokémon’s current level. A level-10 Ninetales can therefore relearn it. Move Reminder details · Ninetales Generation VIII learnset
If Flamethrower is not offered
Check that your Pokémon is the regular Kantonian Ninetales and that you are playing Pokémon Sword or Pokémon Shield. The cited learnset is specific to these games and does not establish the same availability for Alolan forms or other titles.
Alternative: teach Flamethrower with TR02
TR02 also teaches Flamethrower. In Sword and Shield, it is listed as a Max Raid Battle reward. It is an in-game Technical Record, not a physical product. TR02 details

When Vulpix learns Flamethrower
Vulpix learns Flamethrower by level-up at level 32 in Sword and Shield. That is different from Ninetales, which lists the move at level 1; if you already have Ninetales, use the Move Reminder instead of training Vulpix to level 32 first. Vulpix Generation VIII learnset

Vulpix appears in different listed areas depending on which version you own. Encounter method and weather can vary by area, so consult the location table for conditions at a specific spot.

Where to find Ninetales instead
