“This application failed to start because popc.dll was not found.” The popc.dll error usually points to an old MSN application, not to a missing Windows 10 or Windows 11 system file.
popc.dll is a historically documented Microsoft DLL associated with the Microsoft MSN Communications System and old MSN Messenger software. Its recorded internal description is “MSN IA Poptimization.” The safest fix is to identify the program requesting it, then repair, reinstall, or remove that parent program.
Which fix applies to you
Use the situation that matches what you see:
- The error appears when opening an old MSN program: repair or reinstall that MSN installation.
- The error appears at every Windows startup, but no program opens: remove the orphaned MSN startup entry or scheduled task.
- The file disappeared after an antivirus alert: inspect Windows Security Protection history before restoring anything.
- The error began after disk cleanup, backup restoration, or an interrupted installation: reinstall the affected application.
- The message says “specified module could not be found” even though
popc.dllexists: check for a missing dependency. - Several Windows components are also failing: run DISM and SFC after checking Windows Update.
- You no longer need MSN Messenger: uninstall the obsolete software rather than replacing one DLL.
Do not begin by downloading popc.dll and copying it into a Windows folder. That approach can install malware, use the wrong historical build, mismatch the application’s architecture, and leave the original installation problem unresolved.

That location matters. The file was associated with the parent MSN installation rather than established as a normal Windows component in C:WindowsSystem32 or C:WindowsSysWOW64.
Historical inventories do not agree on one universal file version. Different records identify different MSN-era builds, so a version number or file size found on a download page should not be treated as the correct replacement for every computer.
MSN Messenger is also retired. Microsoft records the service as officially discontinued, and its historical installer is no longer offered as a current Microsoft download. That means modern Windows troubleshooting should focus on the old application that requests the file, not on finding a current Windows package for it.
First, identify the program requesting the file
Before repairing anything, determine what launches popc.dll.
Check the error window
Read the title bar and the text around the missing-file message. It may identify an MSN component, an old shortcut, or another program that still expects the MSN libraries.
If the error appears only after double-clicking one program, that program is the first repair target.
Check installed applications
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Search for MSN, Messenger, or the name shown in the error.
- Open the application’s three-dot menu.
- Select Advanced options if available.
On older Control Panel installations:
- Press Windows + R.
- Type
appwiz.cpl. - Press Enter.
- Look for an MSN or Messenger entry.
If no related application is installed, the error may come from a leftover startup command or scheduled task.
Check startup programs
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for MSN, Messenger, or an entry whose publisher and file path point to a removed program.
- Select the entry and choose Disable.
- Restart Windows.
Disabling an orphaned startup entry should stop the boot-time message. It does not restore MSN, but it removes a launcher that points to a program no longer present.
Check scheduled tasks
- Press the Windows key and search for Task Scheduler.
- Open Task Scheduler.
- Select Task Scheduler Library.
- Review tasks that launch MSN, Messenger, or an old executable.
- Double-click a suspicious task and inspect the Actions tab.
- Confirm that its program path points to a removed or obsolete MSN installation.
- Right-click the task and choose Disable.
Do not disable unrelated Microsoft tasks merely because their names are unfamiliar. Check the action path before changing anything.
Fix 1: Repair the parent application
Repair is the safest first step when the MSN-related program is still installed.
Try Windows app repair
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Find the MSN-related program.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Restart Windows.
- Open the original program again.
Windows does not provide an Advanced options repair button for every traditional desktop application. Microsoft describes the available repair paths in its app repair instructions.

If the repair completes but the same error returns, use the program’s own installer or Control Panel maintenance option.

- Press Windows + R.
- Type
appwiz.cpl. - Press Enter.
- Select the MSN-related program.
- Look for Repair, Change, or Modify.
- Follow the installer prompts.
- Restart the computer.
- Test the program again.
A successful repair should either restore the application’s private files or remove the broken component reference. The original program should start without the popc.dll message.
If there is no repair option, continue with a clean uninstall and reinstall.
Fix 2: Reinstall the old MSN software or remove it
A damaged or partially removed MSN installation is the most direct explanation when the file is missing from the program’s own directory.
Uninstall the remaining program
- Open Settings with Windows + I.
- Select Apps.
- Select Installed apps.
- Find the MSN or Messenger entry.
- Open the three-dot menu.
- Select Uninstall.
- Complete the removal.
- Restart Windows.
You can also open Control Panel > Programs > Programs and Features, select the application, and choose Uninstall. Microsoft documents both current removal paths in its Windows uninstall guidance.

After restarting, check whether the error has disappeared. If it still appears, remove the orphaned startup entry or scheduled task described earlier.
Reinstall only when the software is genuinely needed
The historical MSN Messenger installer was known as Install_MSN_Messenger.exe, but it is not a current Microsoft-supported download. Use only an original installer you already trust, known-good installation media, or a verified source controlled by the software provider. Scan the installer before running it.
Do not download a loose popc.dll file from a random DLL website. The file must match the parent application’s build, architecture, dependencies, and expected path. A replacement that merely has the same filename is not a reliable repair.
After reinstalling:
- Restart Windows.
- Open the MSN-related program from its installed shortcut.
- Confirm that the error no longer appears.
- Check that the file is inside the application’s own installation directory.
- Do not move it to
System32orSysWOW64.
If the obsolete software cannot be obtained from a trustworthy source, removal is safer than forcing it to run with an isolated DLL.
Fix 3: Check Windows Security quarantine
Antivirus software may have removed a file because it was modified, suspicious, or part of an obsolete application. A quarantine event does not prove that popc.dll was safe.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections related to
popc.dll, MSN, or Messenger. - Open the detection details.
- Check the original path, publisher, detection name, and date shown by Windows.
- Run a full scan if the file appears suspicious.
Restore the file only if you can validate that it came from the legitimate MSN installation, the path is expected, and the detection is a false positive. Microsoft explains the risks and review process in its Protection history guidance.

If the file was quarantined from an unexpected folder, a temporary directory, a download location, or a user profile folder, leave it quarantined and investigate for malware. Reinstall the complete parent application from a trusted source instead of restoring an isolated file.
Fix 4: Look for a missing dependency
The message “Error loading popc.dll. The specified module could not be found” can be misleading. Windows may be unable to find popc.dll itself, or it may be unable to find another DLL that popc.dll needs.
Check the following:
- Confirm whether
popc.dllexists in the old MSN installation directory. - Note the exact path shown by the error, Event Viewer, or application log.
- Confirm that the parent program and its files are on the same drive and still accessible.
- Check whether antivirus software removed another file from that directory.
- Repair or reinstall the complete application.
- If the error continues, use the parent program’s documentation or support channel to identify its required dependency.
Microsoft explains that DLL loading can fail when a dependent DLL has been removed, replaced, upgraded, or made incompatible in its dynamic-link library troubleshooting guidance.
Do not assume that installing Visual C++, DirectX, or .NET will restore popc.dll. No current Microsoft runtime package has been verified as the source of this historical MSN file.
Fix 5: Handle 32-bit and 64-bit paths correctly
Historical metadata identifies popc.dll as a Win32, 32-bit DLL. A 32-bit application can run on 64-bit Windows, but it still needs compatible 32-bit application files and dependencies.
That does not mean you should copy the file into SysWOW64. Windows folder names are confusing:

System32is normally used for 64-bit system files on 64-bit Windows.SysWOW64is normally used for 32-bit system files on 64-bit Windows.- An application’s own directory is often the correct location for its private DLLs.
For this file, the historically reported location is an MSN application directory such as:
%ProgramFiles(x86)%MSNMSNCoreFilespopc.dll
Do not copy popc.dll into both system folders. Do not replace a 32-bit file with a 64-bit file. Do not use the filename alone to decide where it belongs.
Fix 6: Do not use regsvr32 as a generic repair
regsvr32 is not a general DLL installation command. It is intended for DLLs that provide registration entry points such as DllRegisterServer.
Running this command against an arbitrary application DLL:

may produce an entry-point, module, or architecture error. That result does not prove that the file is corrupt. It may simply mean that the DLL is not designed for self-registration.

Use regsvr32 only when the parent application’s vendor instructions specifically require registration and identify the correct 32-bit or 64-bit command. Microsoft documents the command’s behavior in its regsvr32 reference.
For a historical MSN component, repairing or reinstalling the complete parent application is the appropriate path.
Fix 7: Install Windows updates and check optional components
Windows Update will not normally provide a private MSN application DLL, but keeping Windows current can resolve broader compatibility and servicing problems.

- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Check for the error again.
You can also review Advanced options > Optional updates, but do not install an unrelated driver or feature solely because popc.dll is missing.
Windows Features are generally not relevant to this file. To inspect them without changing anything:
- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- Review enabled features.
- Cancel unless a separate application explicitly requires a particular Windows feature.
Do not enable legacy components as a guess. An obsolete MSN DLL is not evidence that a Windows feature is missing.

DISM and SFC are useful when Windows itself is damaged, but they are unlikely to restore a private MSN application DLL.
Use them when you also see problems such as damaged Windows components, broken built-in apps, update failures, or multiple system-file errors.
- Open the Start menu.
- Search for Command Prompt.
- Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the application again.
Microsoft says DISM repairs the Windows component store and SFC checks protected Windows system files in its System File Checker guidance.
If SFC reports that it repaired files, restart and test again. If both commands complete without resolving the MSN error, return to repairing or removing the parent application. Do not repeatedly run SFC expecting it to recreate an application-private DLL.

Fix 9: Check drivers only when the evidence points there
A graphics or chipset driver is not the normal source of popc.dll. Consider driver work only if the error began with a broader hardware or display problem, or if Device Manager shows a related device failure.

- Right-click the Start button.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Network adapters, or Sound, video and game controllers.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Check the provider and driver status.
- Use Update Driver only with a driver from Windows Update or the hardware manufacturer.
- Restart Windows.
Do not install a driver solely to replace popc.dll. If the device works normally and the error names an old MSN component, application repair is the correct priority.

Fix 10: Use System Restore for a recent change
System Restore can help if the error began immediately after an installation, cleanup operation, update, or partial software removal and a suitable restore point exists.

- Press Enter.
- Select a restore point created before the error began.
- Select Scan for affected programs.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, settings, and installed programs but normally does not affect personal files. Microsoft describes the process in its System Restore instructions.
If no suitable restore point exists, repair or uninstall the old MSN software instead.
What success looks like
The fix worked when:
- The original application opens without a
popc.dllmessage. - The startup warning no longer appears after restarting.
- The parent application’s installation directory contains its complete files.
- Windows Security no longer reports an unresolved detection.
- No new DLL errors appear immediately after the repair.
If the same error persists after reinstalling, check the exact path in Event Viewer and inspect whether the application is loading a dependency from another location. Replacing popc.dll repeatedly will not solve a missing dependency or an orphaned launcher.
Frequently asked questions
Is popc.dll a real Microsoft file?
Yes. Historical records associate it with Microsoft’s MSN Communications System and identify the description as “MSN IA Poptimization.” That makes it a real historical Microsoft application DLL, not proof that it is a current Windows system file.
Is `popc.dll part of Windows 11 or Windows 10?
There is no reliable evidence establishing it as a normal Windows 10 or Windows 11 component in System32 or SysWOW64. It is more appropriately treated as an old MSN application file.
Should I download popc.dll from the internet?
No. Random DLL downloads can contain malware, provide the wrong build or architecture, and fail because the real problem is a missing dependency or incomplete application installation. Use a trustworthy original installer or remove the obsolete application.
Should I copy it to System32 or SysWOW64?
No. Its historically reported location is inside the MSN installation directory. Copying it into Windows system folders is unsupported for this file and can create additional loading or compatibility problems.
Should I run regsvr32 popc.dll?
Not by default. regsvr32 applies to self-registering DLLs, and there is no established reason to treat popc.dll as one. Repair or reinstall the parent program instead.

Usually not. SFC repairs protected Windows system files, while popc.dll is associated with a private historical MSN installation. Run SFC when there is wider evidence of Windows corruption.
Why does Windows say the specified module cannot be found when the file exists?
The message can refer to a dependency required by popc.dll, not only to popc.dll itself. Repair the complete parent application and investigate its dependency chain if the file is present.
Can I still install MSN Messenger?
Microsoft’s old MSN Messenger service and supported distribution are retired. If you do not have a trustworthy original installer and do not specifically need the legacy program, uninstalling it and removing its startup entries is the safer resolution.
