It is not a Visual C++ Redistributable, DirectX, .NET, game runtime, or ordinary ActiveX component. Do not download a replacement DLL from a random website and do not start with regsvr32.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe safest repair order is:
- Install pending Windows updates and restart.
- Run DISM from an elevated Command Prompt.
- Run System File Checker.
- Check Windows Security quarantine.
- Separate a real missing-file error from a
Perflibperformance-counter registration problem. - On Windows Server, verify the Remote Access role and its role services.
Microsoft’s recommended sequence is DISM first, followed by SFC, because DISM repairs the component store that SFC uses as a repair source. The official procedure is documented in Microsoft’s System File Checker guidance.

What causes rasctrs.dll errors
The same filename can appear in several different situations.
Windows system-file corruption
If the file is missing, damaged, has the wrong contents, or produces a “not designed to run on Windows” message, Windows component or system-file corruption is the most likely explanation.
An incomplete Windows update
An interrupted update can leave the component store or protected system files inconsistent. Update Windows before trying application reinstalls.
Antivirus quarantine
Windows Security or another antivirus product may have removed a file after detecting suspicious activity. That does not prove the detection was incorrect. Check the detection details, file path, and Microsoft signature before restoring anything.
RAS performance-counter registration failure
If the file exists but Event Viewer reports Perflib, RemoteAccess, or a message such as:
The Open Procedure for service ‘RemoteAccess’ in DLL ‘C:WindowsSystem32rasctrs.dll’ failed.
the issue may involve performance-counter registration or the RAS service rather than a missing DLL.

A Windows Server installation used for VPN or Remote Access may have a damaged, removed, or incomplete role installation. Repairing the general Windows image comes first, followed by checking the role configuration.
A third-party program incorrectly trying to load a Windows DLL
The application named in the popup may not own rasctrs.dll. Some software scans or loads performance counters incorrectly and can expose a Windows component problem when it starts.
Fix 1: Install Windows updates and restart
- Open Start and select Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected program again.
If the error returns, continue with DISM and SFC. Reinstalling the application before repairing Windows is unlikely to restore a protected system DLL.
Fix 2: Repair Windows with DISM and SFC
Save your work, then close applications before running these commands.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the program or service again.
A successful SFC result may say that Windows Resource Protection found corrupt files and successfully repaired them. If the error is gone, no DLL download or manual copying is needed.
If DISM reports that source files could not be found, use matching Windows installation media or another installation running the same Windows version as a repair source. For example:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:\serverc$windows /LimitAccess
The source must match the running Windows version closely enough for the image repair process. Microsoft explains this process in Repair a Windows Image.
Running SFC repeatedly without knowing whether the component store changed is not a useful repair strategy. Outbyte PC Repair can scan for the Windows issues involved here and show what needs attention, while its repair functions require the full version; it is optional, and DISM/SFC remain the built-in path.
Fix 3: Verify the installed file
Do not judge authenticity by the filename alone.
Check the location
- Press Windows key + E.
- Click the address bar.
- Enter:
%SystemRoot%System32
- Look for
rasctrs.dll. - Right-click it and select Properties.
- Check the General and Details tabs.
A copy in an application folder, Downloads folder, temporary directory, or user profile is not automatically genuine. On 64-bit Windows, System32 contains native system-architecture files. Do not copy a downloaded file into both System32 and SysWOW64.
Check the signature
- Open the file’s Properties.
- Select Digital Signatures.
- Select the available signature and click Details.
- Confirm that Windows reports the signature as valid and identifies Microsoft as the signer where applicable.
The precise file version and size vary by Windows release, architecture, language, servicing level, and build. A different version number from another computer does not by itself prove that your file is wrong.
Verify the file with SFC
From an elevated Command Prompt, run:
sfc /verifyfile=C:WindowsSystem32rasctrs.dll
If the file is absent, this command cannot repair it. Return to the DISM and SFC procedure, then use Windows Update or matching installation media if the repair source is unavailable.
Fix 4: Check Windows Security Protection History
If the file disappeared suddenly after a security scan, investigate quarantine before restoring it.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Select Protection history.
- Review detections involving
rasctrs.dll. - Expand the detection and inspect the path, detection name, and action taken.
Restore a quarantined file only when the path, Microsoft signature, and detection details establish that it is a false positive. Do not disable antivirus protection just to make the application start. Microsoft documents these actions in Protection History in Windows Security.
If the file was genuinely removed, repairing Windows with DISM and SFC is safer than copying a replacement from the internet.

Fix 5: Determine whether this is a Perflib problem
A loader popup and a performance-counter event require different troubleshooting.
A missing-file or loader error
Messages containing “missing,” “not found,” “specified module could not be found,” or “not designed to run on Windows” indicate that a program or service could not load the DLL or one of its dependencies. Repair Windows first.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
“Specified module could not be found” can also mean that a dependency of rasctrs.dll is missing, not necessarily that the named file itself is absent.
A performance-counter error
If Event Viewer mentions Perflib, RemoteAccess, Event ID 1008, or the Open Procedure, check whether the file exists and is signed before changing anything.
- Right-click Start and select Event Viewer.
- Expand Windows Logs and select Application.
- Use Filter Current Log to search for
PerflibandRemoteAccess. - Record the event text, timestamp, and affected service.
- Open Performance Monitor by pressing Windows key + R, entering
perfmon, and pressing Enter. - Check whether Remote Access counters fail when queried.
The presence of Event ID 1008 does not prove that the DLL is missing. It can indicate a locked-down system, broken counter registration, an unavailable service, or another configuration issue. Repair Windows first, then use documentation for the exact Windows version before rebuilding counters. Do not run lodctr or unlodctr commands from a generic internet checklist without a backup and version-specific instructions.
Fix 6: Check the Windows Server Remote Access role
This step applies to Windows Server installations that use Remote Access, VPN, DirectAccess, or RAS.
- Open Server Manager.
- Select Manage.
- Select Add Roles and Features.
- Review the Server Roles page for Remote Access.
- Confirm that the required role services are installed.
- Complete any pending role-management operation.
- Restart the server if requested.
- Test the RAS service and counters again.
PowerShell can verify or install the base role:
Install-WindowsFeature RemoteAccess
The Remote Access PowerShell management tools can be installed with:
Install-WindowsFeature RSAT-RemoteAccess-PowerShell
For a DirectAccess or VPN deployment, Microsoft also documents:
Install-WindowsFeature DirectAccess-VPN -IncludeManagementTools
Use the procedure for the server version and deployment type. Reinstalling the role is not a substitute for repairing a damaged Windows component store. Start with Microsoft’s Remote Access overview.
Fix 7: Do not register or download the DLL
Do not run:
regsvr32 rasctrs.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. rasctrs.dll supplies performance-counter callbacks, so ordinary COM registration is not its repair mechanism.
Recommended Free Tools
Do not download rasctrs.dll from a DLL archive or copy another computer’s file into Windows folders. That can introduce the wrong Windows build, architecture, permissions, or malicious code, and it may leave the damaged component store untouched.
Use Windows Update, DISM/SFC, matching Microsoft installation media, System Restore, or an in-place Windows repair installation instead.
Fix 8: Check drivers only when the evidence points there
A driver is not the primary cause of a missing Windows RAS counter DLL. Check drivers only if the problem began with a VPN, network adapter, or Remote Access change.
- Right-click Start and select Device Manager.
- Expand Network adapters.
- Look for warning icons or recently changed VPN and network devices.
- Right-click the relevant device and select Properties.
- Review the Driver tab and the device status.
- Use Update Driver with a driver supplied by the hardware or VPN vendor.
- Restart Windows and test again.
Do not remove unrelated drivers merely because rasctrs.dll appears in an error. Outbyte Driver Updater can scan for outdated drivers and show which versions need attention, while driver installation through the full version is optional; use it only when the evidence points to a network or VPN driver issue.
If DISM and SFC do not fix it
Work through these recovery options in order:
- Check disk and filesystem health.
- Run a trusted malware scan.
- If corruption is suspected, open an elevated Command Prompt and run:
chkdsk /f C:
- If the issue began immediately after an update, driver, or application installation, press Windows key + R, enter
rstrui.exe, and press Enter. - Choose a restore point from before the problem.
- Back up important files and consider an in-place Windows repair installation.
- Review
%windir%LogsCBSCBS.logfor SFC repair details. - Test from a new administrator profile if the error appears only in one user account.
System Restore changes system files, settings, and installed programs but does not remove personal files. Microsoft’s explanation is available in System Restore.
FAQ
Is rasctrs.dll safe?
A correctly located and validly signed Microsoft copy is a Windows component. A file with the same name in a download, temporary, or application folder needs separate verification.
Is rasctrs.dll part of Windows 10 and Windows 11?
It is associated with the Windows Remote Access performance-counter subsystem. The exact file version, architecture, and metadata depend on the Windows build and servicing state.
Should I reinstall Visual C++, DirectX, or .NET?
No. Those runtimes are not the normal repair source for this Windows performance-counter DLL.
Free tools Windows power users keep installed
One-click scans. No signup required.
Should I reinstall the program that shows the error?
Only after Windows repair and only when evidence shows that the application is making the incorrect load request or has its own damaged files. The popup does not prove that the application owns rasctrs.dll.
Does a driver reinstall fix it?
Usually not. Consider a driver only when the issue coincides with a VPN, network adapter, or Remote Access driver problem.
What if the file exists but Event Viewer still reports an error?
Treat it as a RAS or performance-counter issue. Check the event details, service state, file signature, and Performance Monitor results instead of replacing the DLL.
