Operation Rosny brought damaging public scrutiny to alleged political donations and Liberal Party membership activity in New South Wales. The inquiry put factional relationships and dealings involving party figures, businesspeople and councillors under a spotlight, but the material available as of 3 October 2026 does not establish that ICAC found the party corrupt or caused its organisational collapse. Here, “undid” describes political and reputational damage—not a formal verdict or the party’s dissolution.
What is Operation Rosny?
Operation Rosny is an investigation by the NSW Independent Commission Against Corruption (ICAC) into alleged donation arrangements connected to the Liberal Party of Australia (NSW Division), including claims that membership recruitment or renewals were involved. The public inquiry was announced to begin on 27 July 2026. ICAC said on 23 July that it expected the inquiry to run for eight weeks.
Australian Associated Press (AAP) later reported that the inquiry involved 38 sitting days and 20 witnesses. Those are reported hearing figures, not evidence of wrongdoing or findings against any witness.
What is ICAC investigating?
ICAC’s 1 July 2026 notice sets out allegations, not established facts. It says the commission is investigating whether, between 2019 and 2023, people solicited or accepted donations that were undeclared, above applicable caps or from prohibited donors. The alleged purposes include recruiting or renewing Liberal Party members. The notice says possible offences under sections 143, 144 and 145 of the Electoral Funding Act 2018 (NSW) may be involved.

The notice describes several strands to the investigation:
- Alleged payments by Catholic Schools NSW, whose chief executive is Dallas McInerney.
- Alleged donations made through a company on behalf of hotelier Michael O’Hara.
- A separate allegation concerning donations made by or on behalf of property developer Jean Nassif and Toplace Pty Ltd. ICAC identifies Nassif and Toplace as prohibited donors under the NSW Electoral Funding Act and says this strand concerns an approximate period from 2020 to 2023.
These descriptions state what ICAC is examining. They do not mean that a donation was proved unlawful, that an individual was charged or convicted, or that ICAC made a finding of corrupt conduct.

What are prohibited political donations in NSW?
In this investigation, “prohibited donors” refers specifically to the legal status ICAC says applies to Jean Nassif and Toplace Pty Ltd under the Electoral Funding Act 2018 (NSW). The commission’s notice also investigates alleged donations that were undeclared or exceeded applicable caps. It does not establish that any of the donations under investigation occurred as alleged or breached the law. The notice is the basis for describing the allegations here; it is not a finding about the legality of a particular payment.
How did the inquiry begin?
AAP reported that the inquiry was sparked after NSW Liberal MP Ray Williams used parliamentary privilege in 2022 to allege that party powerbrokers were involved in branch-stacking and improper dealings with local councils. The hearings also examined alleged collusion involving Nassif and party powerbrokers, including two brothers of former NSW premier Dominic Perrottet.

That account supplies political context and reports what the inquiry examined; it should not be confused with ICAC’s formal statement of scope or treated as proof that the alleged conduct occurred.
Did ICAC prove Liberal Party corruption?
The sources available as of 3 October 2026 do not establish final ICAC findings in Operation Rosny. ICAC’s public notice describes matters under investigation, while its public inquiry release gives the schedule and expected duration. Neither is a final report or a determination of guilt. No supported total for proven unlawful donations is established in these sources.

AAP reported evidence about alleged attempts to circumvent donation caps. It also reported that federal Liberal figure Angus Taylor was mentioned in hearing material but was not under investigation by ICAC; Taylor denied making pledges to the Reformers. Being mentioned in evidence is not the same as being investigated or found culpable.

The hearings created politically damaging exposure by drawing attention to alleged donation arrangements, membership recruitment and relationships between party figures and business interests. AAP described reputational damage as the Liberal Party approached a state election. That is a report of political impact, not a formal ICAC finding that the party as an institution was corrupt or had been undone.

Former ICAC assistant commissioner and retired Supreme Court judge Anthony Whealy called the inquiry “a very consequential inquiry”, saying it took “quite a broad swipe into the machinations of party politics” and relationships between developers and politicians. He also said the inquiry reinforced the idea that there are “rotten apples” but “doesn’t destroy trust altogether in the political system”. These are Whealy’s assessments, not official conclusions by ICAC.
The episode also exposed a debate about accountability and process. Former NSW premier Nick Greiner said ICAC served a public oversight role, while criticising the time taken in corruption matters: “There’s room for more common sense and discretion” and “Clearly the time frames are absolutely absurd”. Those comments express Greiner’s view; they do not provide an independent measure of how long the investigation should take.
What “undid” means—and what it does not
In the headline, “undid” is best understood as shorthand for the reputational and factional strain caused by prolonged public scrutiny. Operation Rosny made alleged party relationships and donation practices a prominent political issue. It did not, on the evidence established in the sources available here, formally dissolve the Liberal Party, prove that the party itself was corrupt, or establish the guilt of the people named in the allegations.
