rtcres.dll is a real Microsoft DLL, and errors naming rtcres.dll usually point to an old application or legacy Microsoft RTC component. On Windows 10 or Windows 11, the safest fix is normally to repair the program that needs it rather than copy a random DLL into a Windows folder.
Start with this diagnostic checklist
Before changing Windows files, answer these questions:

- Does it happen when Windows starts, or only when you open one application or game?
- Did the problem begin after uninstalling, updating, cleaning, restoring or quarantining an older program?
- Is the affected application 32-bit or 64-bit?
- Does the application have a Repair, Verify files or reinstall option?
- Does the error name only
rtcres.dll, or does it also mention another missing DLL?
This information determines whether you need to repair an application, restore an RTC installation, check antivirus quarantine or repair Windows itself.

rtcres.dll is described by Microsoft as an RTC Resource DLL. It is a dependent assembly of Rtcdll.dll in the Microsoft RTC Client API, alongside Dxmrtp.dll. Microsoft’s RTC Client API documentation describes an older communications technology for voice and video calls, instant messaging, presence, application sharing and whiteboard features.

RTC means Real-Time Communications. It was intended for software that integrated communications features rather than being a modern general-purpose Windows runtime.
Microsoft documents RTC Client API versions 1.0 through 1.3 for legacy Windows releases:
- RTC API 1.0: Windows XP and Windows Server 2003 family
- RTC API 1.01: Windows XP SP1 and Windows Server 2003 family
- RTC API 1.2: Windows 2000, Windows XP and Windows Server 2003
- RTC API 1.3: Windows 2000 SP4, Windows XP and Windows Server 2003
That history matters. A current Windows 10 or Windows 11 computer normally does not need rtcres.dll merely because Windows is installed. If the error appears today, an old application, compatibility layer or damaged legacy installation is probably requesting it.
Microsoft’s RTC DLL installation documentation identifies RtcApiSetup.exe as the SDK setup package and also documents an application installer merge module named Rtcclnt.msm. Some applications could install the RTC files as part of their own setup process.
What the error messages mean
You may see one of these Windows loader messages:
- “The program can’t start because rtcres.dll is missing from your computer.”
- “There was a problem starting rtcres.dll. The specified module could not be found.”
- “Error loading rtcres.dll. The specified module could not be found.”
- “The code execution cannot proceed because rtcres.dll was not found.”
- “rtcres.dll is either not designed to run on Windows or it contains an error.”
These are common loader variants, not RTC-specific Microsoft diagnostic messages.
“ The specified module could not be found” can mean either that rtcres.dll is absent or that another DLL required by rtcres.dll cannot be loaded. Replacing the named file without checking its parent application can therefore leave the actual problem untouched.
Fix 1: Identify and repair the application that needs rtcres.dll
This is the best first fix when one old program fails but Windows otherwise works.

- Close the error message.
- Note the name of the program shown in the window title or behind the message.
- Open Settings from the Start menu.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected application.
- Select its three-dot menu on Windows 11, or select the application and choose Advanced options where available.
- Choose Repair if Windows provides that option.
- Start the application again.
If Repair is unavailable or does not help, return to the application entry and choose Uninstall. Restart Windows, then reinstall the application from its original installer or the original vendor’s trusted installation media.
Do not uninstall first if you still need saved data, profiles or activation information. Check the application’s documentation or back up its data before removing it.
If the program is a game or launcher
Open the game launcher and look for a function named one of the following:
- Verify files
- Verify integrity
- Repair
- Scan and repair
- Validate installation
Run that operation, then restart the launcher and test the game. A launcher can restore files in the application’s own installation and may also correct an incomplete update.

If the launcher does not repair the installation, use the original installer. Do not download rtcres.dll separately and place it beside the game executable. A game or launcher may use a manifest, a side-by-side assembly or a specific 32-bit build. A file with the correct name can still be the wrong binary.
If the application explicitly uses Microsoft RTC
If the application’s documentation or original installer identifies Microsoft RTC Client API, look for the RTC component on the original installation media. Microsoft documents these installation mechanisms:

Run the original RTC setup package or rerun the parent application installer and select Repair. The relevant Microsoft guidance is in Installing the RTC DLLs.
The current Microsoft pages do not provide a modern standalone rtcres.dll download. Availability of an old SDK installer should be confirmed through the original application vendor or trusted installation media.
How to tell whether this fix worked
The repair succeeded if:
- The application opens without the
rtcres.dllmessage. - The same feature that previously failed now starts.
- No new missing-DLL message appears.
- The application’s repair or verification process reports completion without missing files.
If the error changes to a different DLL, record that name. It may reveal another missing dependency rather than a failure of the RTC repair itself.
Fix 2: Check whether antivirus quarantined the file
Security software can remove or quarantine a legitimate file after an application update or during a cleanup operation.
Check Microsoft Defender quarantine
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Look for an entry associated with the affected application or an RTC file.
- Expand the entry and inspect the file path.
Restore a quarantined file only when all of these conditions are true:
- The path belongs to the expected application or Microsoft installation.
- The application itself came from trusted installation media.
- The file is digitally signed or can be verified through the original installer.
- A full malware scan does not identify a broader compromise.
If the file came from a temporary folder, an unknown download or an unexpected startup location, do not restore it simply because its name is rtcres.dll. Remove or reinstall the parent application instead.

Fix 3: Check 32-bit and side-by-side compatibility
A 64-bit version of Windows can run a 32-bit application. That does not mean the application can use any copy of a DLL found on the computer.
An older program may expect:
- A 32-bit RTC assembly
- A particular RTC API version
- A specific application folder
- A side-by-side assembly selected by a manifest
- A policy that redirects one RTC version to another
Microsoft documents that RTC 1.3 side-by-side policies can redirect older RTC versions to version 5.2.1002.3. It also warns that removing RTC 1.3 binaries while leaving the policy installed can cause applications to fail to load.
This is why copying a file to C:WindowsSystem32 or C:WindowsSysWOW64 is not a reliable repair. Those folders are not interchangeable destinations, and a manifest may not search either folder for the assembly it needs.

- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- Start the affected application if it launches far enough to appear.
- Right-click the column headings and choose Select columns if needed.
- Enable Platform where available.
- Check whether the process is 32-bit or 64-bit.
Windows versions display this information differently, so the absence of a Platform column is not itself an error. You can also inspect the original installer or application documentation.
Do not use an unverified version record as a compatibility guide. Third-party file catalogs may list several 5.2.4949.x records, but the public Microsoft documentation reviewed for RTC does not establish those records as universal or current versions for every application.
The correct solution is to reinstall the matching application or RTC package so that its files, architecture, manifest and policy are restored together.

Fix 4: Reinstall after an incomplete update or uninstall
A failed update can remove rtcres.dll while leaving the application’s executable, manifest or policy behind. An incomplete uninstall can create the reverse problem: a startup entry continues launching a program whose files have been removed.
Repair a failed installation
- Open Settings.
- Select Apps.
- Open Installed apps or Apps & features.
- Select the affected application.
- Run Repair if available.
- Restart Windows.
- Test the application.
If Repair does not work:
- Back up application data if necessary.
- Uninstall the application.
- Restart Windows.
- Install it again from original media.
- Apply the application’s own updates.
- Test before installing unrelated DLL files.
If the error appears at every boot
An error at startup after uninstalling an old application may indicate an orphaned startup entry.
- Press
Ctrl+Shift+Esc. - Open Startup apps in Task Manager.
- Disable an entry clearly belonging to the removed program.
- Restart Windows.
- If the error stops, uninstall or clean up the parent application using its original installer rather than deleting random registry values.
If the entry is unknown, do not disable system services indiscriminately. Note its name and file path first.
Fix 5: Use Windows repair tools only when Windows itself may be damaged
rtcres.dll is associated with the legacy RTC component, so Windows system repair is not the first choice when only one application fails. SFC may not restore an application-private copy, and a clean SFC result does not prove that the application’s RTC assembly exists.
Use DISM and SFC when several Windows components are failing, system files are damaged, or the problem began after broader Windows corruption.
Microsoft recommends running DISM before SFC.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish.
- Restart Windows.
DISM normally uses Windows Update as its repair source. The command can take time and may appear to pause. Do not close the window merely because progress is temporarily unchanged.
Run SFC
After DISM completes:
- Open an elevated Command Prompt again.
- Enter:
sfc /scannow
- Press Enter.
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected program.
If SFC reports that it found and repaired corrupted files, test the application after restarting. If it reports no integrity violations, focus again on the application installer, RTC package, manifest or dependency.
If DISM cannot obtain repair files through Windows Update, Microsoft also documents an offline-source form:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a verified repair source that matches the Windows installation. Do not invent a source path or use an unrelated Windows build.
Repeating SFC and DISM without recording what changed is unlikely to repair an application-private RTC assembly. Fix 6: Install Visual C++ Redistributable only for a separate VC error
rtcres.dll is not verified as a Visual C++ Redistributable file. Microsoft identifies it as an RTC Client API dependent assembly, while Visual C++ packages provide separate runtime libraries.
Do not install VC++ Redistributable just because an application reports rtcres.dll.
Install a Microsoft Visual C++ package only if the error also names a VC runtime file such as:

Use Microsoft’s official Latest supported Visual C++ Redistributable downloads. Choose the architecture that matches the application, not simply the architecture of Windows. A 32-bit application may require the x86 package on 64-bit Windows.

After installing the appropriate package, restart Windows and test again. If the only error remains rtcres.dll, return to repairing the application’s RTC component.
Fix 7: Do not use regsvr32 for this file
regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. Microsoft documents its purpose in the regsvr32 command reference.
There is no verified Microsoft evidence that rtcres.dll is a self-registering COM DLL. Running this command is therefore not a general repair:
regsvr32 rtcres.dll
It may produce an error such as a missing entry point, or it may encourage you to place the DLL in the wrong folder. A resource assembly selected through an application manifest is not repaired by registering it.
Use the application installer or the matching RTC setup package instead.

A standalone DLL download can contain:
- Malware or tampering
- The wrong RTC API version
- The wrong architecture
- An invalid signature
- A file that requires other missing dependencies
- A binary incompatible with the application’s manifest or policy
Even a clean file with the right name may not fix the loader error. It can also conceal the reason the original file disappeared.
Use these safer sources instead:
- The affected application’s original installer
- Its built-in Repair or Verify files function
- Original vendor installation media
- The Microsoft RTC SDK installer when the application explicitly requires it
- Windows repair media for confirmed Windows system corruption
Microsoft’s SFC repair guidance also describes manual replacement only after reviewing SFC results and obtaining a verified file from the same Windows build or trusted installation media. That is an advanced recovery procedure, not a reason to download rtcres.dll from an unrelated source.

Updating drivers is usually not the answer
A missing RTC resource assembly is not normally a device-driver problem. Updating graphics, audio or network drivers will not recreate an application’s missing rtcres.dll.
Driver troubleshooting becomes relevant only when the application also reports device failures, crashes in a multimedia subsystem or hardware initialization errors. Use Settings > Windows Update > Advanced options > Optional updates for available driver updates, or use Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
Do not uninstall a device merely because rtcres.dll is missing. That can create a second problem without restoring the RTC component.

What to do if the error remains
If reinstalling the application does not help, check these possibilities in order:

The wrong application was repaired.
Confirm the executable named in the error or identify which startup item launches it. -
A dependency is missing.

The application has a broken manifest or policy.

The installer is incomplete.
Obtain the original installer or installation media again. -
The security product is removing the file.
Review Protection history and perform a full scan before restoring anything. -
The application is incompatible with current Windows.
Microsoft’s RTC technology is legacy, and older Rendezvous controls are unavailable in Windows Vista and later. Compatibility settings may help some programs, but they cannot supply a missing vendor-specific installation. -
The startup entry is orphaned.

System Restore can be considered as a last resort when the problem began immediately after a known installation or removal and no original installer is available. Create a backup first and understand that restoring Windows does not guarantee restoration of an application-private RTC assembly.
FAQ
Is rtcres.dll legitimate?
Yes. Microsoft documents rtcres.dll as a dependent assembly of Rtcdll.dll in the Microsoft RTC Client API. Its description is RTC Resource DLL and its publisher is Microsoft. That does not mean every current Windows installation should contain it.
Is rtcres.dll a Windows system file?
It belongs to the Microsoft RTC component, but the relevant API is legacy. A modern Windows 10 or Windows 11 installation should not automatically be expected to have an active rtcres.dll in System32. An older application may install and load it in an application-specific or side-by-side context.
Which program installed it?
The filename alone cannot identify the program. Find the application that displays the error, appears at startup, or contains the missing reference. Then repair that application or inspect its original installer for the RTC component.

Should I copy it to System32 or SysWOW64?
No. The correct location depends on the application architecture, manifest and side-by-side policy. Copying a 32-bit or 64-bit DLL into a guessed Windows folder can make the installation less consistent.
Is this a Visual C++ problem?
Usually not. Install Visual C++ Redistributable only when the application also names a Visual C++ runtime DLL. rtcres.dll is documented as part of the Microsoft RTC Client API.
Does regsvr32 repair rtcres.dll?
There is no verified evidence that rtcres.dll is a self-registering COM DLL. regsvr32 is not a general DLL repair command and should not normally be used for this file.
Will SFC restore it?
Only if the missing or damaged file is part of the protected Windows component store being checked. SFC may not restore a private copy installed by an older application. If only one program fails, repair that application first.
What if Windows says the module cannot be found even though rtcres.dll exists?
The loader may be unable to load one of rtcres.dll’s dependencies, or the application may be binding to an incompatible version through a manifest or side-by-side policy. Reinstall the matching component rather than replacing the visible filename.
What is the safest fix?
Identify the parent application, run its Repair or Verify function, and reinstall it from original media if necessary. If that application explicitly requires Microsoft RTC Client API, restore the matching RTC installer component with it.
