mdminst.dll is a legitimate Microsoft Windows system file called Modem Class Installer, not a game, Visual C++ runtime, DirectX file, or .NET component. If mdminst.dll is missing or cannot load, repair Windows first, then investigate the modem or device-driver installation that triggered the error.
What this file actually does
Windows uses mdminst.dll when it installs or configures hardware in the Modem device setup class. A modem driver package uses Windows SetupAPI and an INF file, while the class installer handles modem-specific installation work.

On 64-bit Windows, System32 contains native 64-bit system files. Despite its name, SysWOW64 normally contains 32-bit system files. Do not swap files between those folders.

Microsoft identifies the Modem device setup class with the GUID {4d36e96d-e325-11ce-bfc1-08002be10318}. The class installer entry point associated with this file is ClassInstall32, which is why you may see that name in driver-installation logs.
This is not a general-purpose application library. A generic error mentioning mdminst.dll does not prove that a game or ordinary desktop application officially requires it.

Generic DLL websites often display these messages as examples. They are not authoritative proof that a specific game or application needs mdminst.dll.
Fix 1: Install Windows updates and restart
Pending updates can repair protected Windows components and replace files through normal servicing.
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Repeat the check after restarting if updates were installed in stages.
Try the action that originally produced the error. If the same message returns, continue with DISM and SFC. Windows Update is useful, but it does not guarantee that every damaged file will be restored automatically.
Fix 2: Repair Windows with DISM and SFC
This is the safest general repair for a genuinely missing or corrupted copy of mdminst.dll.
DISM repairs the Windows component source. SFC then checks protected system files and replaces damaged copies from that repaired source.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window because progress may pause for a while.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Try the affected application, modem, or installer again.
Microsoft’s repair procedure is documented in its System File Checker guidance.
If SFC reports “Windows Resource Protection did not find any integrity violations,” Windows did not find a damaged protected file. The problem may instead be a modem driver, a missing dependency, antivirus quarantine, or software that is looking in the wrong location.
If SFC reports “Windows Resource Protection found corrupt files and successfully repaired them,” restart and test again.
If SFC reports “Windows Resource Protection found corrupt files but was unable to fix some of them,” run DISM again, restart, and run SFC a second time. If the result does not change, continue to the repair-source section below rather than downloading a replacement DLL.

Fix 3: Check whether Windows Security quarantined the file
Security software can remove or quarantine a system file after a detection. Do not restore a quarantined DLL automatically, because the original detection may have involved malware or a tampered file.
- Open the Start menu.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections involving
mdminst.dll. - Expand a detection and examine its path, detection name, and action.
- Run a Quick scan. If the result is unclear, run a Full scan or an Microsoft Defender Offline scan.

Only consider restoring or allowing the file after confirming that:

- Its Microsoft signature and properties are consistent with a Windows system file.
- A current malware scan does not identify the system as infected.
- DISM and SFC show a repairable Windows component rather than an active threat.
If malware removed or modified the file, use Defender scanning and Windows repair commands. Do not replace it with a download from an unverified source.

Fix 4: Repair a modem or Device Manager installation
The error “Windows could not load the installer for Modem” points more strongly to a modem installation problem than to an application runtime problem.
This can happen with:
- USB modems
- PCI or internal modem hardware
- Legacy dial-up devices
- Specialist telephony equipment
- A modem supplied by a business communications application
- An old device entry left behind after hardware was removed
Remove and reinstall the modem device
- Press Windows + X.
- Select Device Manager.
- Expand Modems.
- Right-click the affected modem.
- Select Uninstall device.
- If Windows offers Attempt to remove the driver for this device, select it only when you intend to reinstall the correct manufacturer package.
- Select Uninstall.
- Disconnect the USB modem if it is external.
- Restart Windows.
- Reconnect the modem.
- Install the current driver package supplied by the modem or computer manufacturer.
If the device appears under Other devices, Ports (COM & LPT), or Universal Serial Bus controllers, inspect those entries as well. A modem does not always appear under the expected heading when its driver installation is incomplete.
Use the manufacturer’s support page for the exact model and Windows architecture. A driver for a similar-looking modem may contain a different INF file, firmware package, or installation sequence.

I recommend Outbyte Driver Updater when identifying an old modem driver among many stale device entries becomes the difficult part; its free scan shows reported driver issues, while driver installation is handled by the full version, and the hardware manufacturer remains the preferred source for a model-specific package.
Check for hidden stale devices
- In Device Manager, select View.
- Select Show hidden devices.
- Expand Modems, Ports, and Other devices.
- Look for greyed-out entries belonging to removed hardware.
- Uninstall only entries you can confidently identify as obsolete.
- Restart Windows and install the correct driver again.
Do not delete random devices or registry entries to force the message away. If the modem belongs to a specialist telephony application, check that application’s documented driver package and installation order.
Fix 5: Determine whether the file exists
Checking the expected path helps distinguish a missing file from a file that exists but cannot load.
- Press Windows + E.
- Enter
%windir%System32in the address bar. - Search for
mdminst.dll. - On 64-bit Windows, also check
%windir%SysWOW64. - Right-click any matching file and select Properties.
- Review the Details and Digital Signatures tabs.
The presence of the file does not prove that it is healthy. It may have the wrong architecture, a damaged signature, a mismatched Windows build, or a missing dependency. Let DISM and SFC repair protected Windows files instead of copying a replacement over the existing one.
Known public inventories contain build-specific examples from several Windows releases, including Windows 7, Windows 8, Windows 8.1, and Windows 10. These examples are not a complete current version catalogue. Matching only the filename is not enough.
Fix 6: Do not use regsvr32 for this file
regsvr32 is commonly suggested for DLL errors, but it is not the normal repair method for mdminst.dll.
A registerable COM or ActiveX DLL normally exposes a DllRegisterServer entry point. mdminst.dll is associated with the device-class installer entry point ClassInstall32, not that COM registration entry point. Running a command such as:
regsvr32 mdminst.dll
may produce “DllRegisterServer was not found.” That message does not repair the Windows component or the modem driver.

Fix 7: Do not download a replacement DLL
Random DLL download sites create several problems:
- The file may contain malware or have been modified.
- The version may belong to another Windows build.
- The architecture may be wrong.
- A dependency may still be missing.
- The application may be looking at a stale or incorrect path.
- Replacing a protected Windows file can create further servicing problems.
Do not copy mdminst.dll beside a game or application, and do not replace a 64-bit file with a 32-bit copy. Safe sources are Windows Update, DISM, SFC, a matching Windows installation source, and the modem or PC manufacturer’s official driver package.
Manual replacement is an advanced recovery step only when the source is a known-good, matching Windows installation image and the SFC results have been reviewed. It is not the normal first fix.

Do not guess a source path or use files from a different Windows edition, build, or architecture. The source must match the installed Windows environment. If you do not have a suitable source, use supported Windows recovery options instead of copying individual DLLs.
After repairing the image, run:
sfc /scannow
Restart and test again.
Fix 9: Use System Restore after a recent change
If mdminst.dll errors began immediately after a driver installation, cleanup operation, update, or application change, System Restore may reverse the relevant system-file and configuration changes.
- Open the Start menu.
- Search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the problem began.
- Review the affected programs and drivers.
- Select Finish to start the restoration.
System Restore rolls back system files, drivers, and settings. It does not normally remove personal documents, but review the restore summary before proceeding. Microsoft lists this and other recovery choices in its Windows recovery options.

Consider an in-place Windows repair when:
- DISM cannot repair the image with a valid source.
- SFC repeatedly reports unrepaired corruption.
- Windows has several unrelated system-file errors.
- Updates fail or Windows components are broadly damaged.
- The file remains invalid after malware removal and repair scans.
Back up important files first. Use Microsoft’s supported recovery or installation process for the installed Windows edition and architecture. A repair installation is preferable to destructive reinstallation when it is available and appropriate, but follow the options shown by your Windows setup media carefully.
Why Windows Features usually does not fix mdminst.dll
Turning random Windows Features on or off is not a repair for this file. mdminst.dll is a Windows device-class installer, not an optional .NET, DirectPlay, Media Feature Pack, or Visual C++ component.
You may check Settings → System → Optional features or Control Panel → Programs → Turn Windows features on or off when a separate application specifically requires an optional feature. Do not enable unrelated features as a substitute for DISM, SFC, or a modem-driver reinstall.
How to identify the real failure
By this point, the context should identify the cause:
- System32 or SysWOW64 file is missing, and SFC repairs it: Windows system-file corruption or deletion.
- The file exists, but Device Manager fails during modem setup: modem driver, INF, firmware, or hardware compatibility problem.
- Protection History shows quarantine: antivirus removal or a possible malware incident.
- DISM and SFC cannot repair Windows: component-store damage or a damaged Windows installation.
- Only one old application reports the error and no modem exists: stale software, failed uninstall, or an application-specific dependency.
- The problem began after a recent system change: System Restore may be appropriate.
For persistent cases, inspect Event Viewer and Windows SetupAPI logs for the exact device, INF package, and path being loaded. If only one Windows user profile is affected, testing a new profile can help separate profile corruption from system-wide damage. Run an offline malware scan if the file keeps disappearing.
Frequently asked questions
Is mdminst.dll a legitimate Microsoft file?
Yes. It is identified as Modem Class Installer, part of Microsoft Windows Operating System. Verify the path and signature rather than trusting a filename alone.
Is it part of Visual C++, DirectX, or .NET?
No evidence supports treating it as one of those runtimes. Installing those packages is not the normal remedy.
Does every mdminst.dll error mean I have a modem?
No. The file belongs to the modem device class, but a stale installer, old telephony software, failed uninstall, malware cleanup, or broader Windows corruption can produce the message.

Should I register it with regsvr32?
No. regsvr32 is generally inappropriate because this is a device-class installer, not a normal COM registration DLL.
Can I copy it from another computer?
Not safely unless the source is a verified, matching Windows build and architecture. Use DISM, SFC, Windows installation media, or supported recovery instead.
What if the modem is obsolete?
Uninstall the obsolete device and its associated software if you no longer need it. If specialist telephony software still depends on it, obtain the correct driver and installation instructions from that software or hardware vendor.
What if SFC says it could not repair the file?
Run DISM first, restart, and run SFC again. If it still fails, use a matching repair source or Windows repair option. Do not download an unrelated copy of mdminst.dll.
