It took a power-limit bypass, specialist hardware and 10°C coolant to do it. The results show how much frequency headroom one card could reach under extreme conditions—not that a stock 7900 XTX is generally as fast as an RTX 4090.
What the mod changed—and what it did not
In 2023, enthusiast jedi95 connected an Elmor Labs EVC2SE to the Asus TUF RX 7900 XTX’s PCB I2C bus. The device let the experimenter adjust the power value reported by the card’s VRM controller, bypassing the usual power ceiling. Tom’s Hardware characterized the approach as “shunt-like”: it changes the reported power measurement used for control, rather than making the GPU more efficient.
The setup also used an EK Quantum Vector full-cover water block with coolant at 10°C. This was not a software-only tweak to an unmodified retail card, nor a practical recipe for everyday gaming. It was a single enthusiast experiment using specialist equipment.
How far the card was pushed
In 3DMark Time Spy, jedi95 reported a 3,467 MHz peak GPU clock and a 3,333 MHz average, alongside a score of 36,971. The reported setup included an Intel Core i9-13900KS, DDR5-7400 memory, an Asus Z790 Apex motherboard, Windows 10 22H2 and AMD driver 23.4.3. Those platform details matter: benchmark results are not measurements of the GPU in isolation.

The same experiment reported 18,335 points in 3DMark Time Spy Extreme, 20,492 in Port Royal and 7,690 in Speedway. These are results from different benchmark tests and should not be treated as interchangeable measures of gaming speed.
How it compared with an RTX 4090
The clearest near-match was in the Time Spy Extreme graphics score: the modified Radeon scored 19,137, compared with 19,540 for an RTX 4090 Founders Edition in PC Gamer’s 2023 comparison. That is a close result, but the figures come from separate reports rather than a documented, controlled head-to-head run. It supports “nearly matched in this reported test,” not a general claim that the cards perform alike.

Ray tracing tells a different story. In HotHardware’s cited Port Royal comparison, the RTX 4090 had a 40% advantage over the overclocked Radeon. A strong result in a raster-focused benchmark does not erase that gap or establish equivalence across games and workloads.

What the extra power bought in games
HotHardware reported gains of 17% in Call of Duty: Warzone and 16% in Cyberpunk 2077 over the same water-cooled Radeon at stock settings. Those are uplifts from modifying this particular card, not comparisons against an RTX 4090 and not a promise that every 7900 XTX will gain the same amount.

The distinction is important: the experiment demonstrates that removing the normal power constraint can raise performance, but the game gains were much smaller than a claim of a new performance class might imply. Results will depend on the game, the card and the conditions used.
Why the stock card has a power limit
AMD advertised a 2.5 GHz boost clock and a 355 W standard power rating for the RX 7900 XTX. HotHardware described a software-adjustable limit of around 430 W. Against that context, the experiment’s 696 W peak GPU draw shows just how far outside ordinary operation the modified card went. The 696 W figure is a peak GPU-draw reading during Time Spy Extreme; it should not be treated as directly equivalent to the card’s standard board-power rating.

More power can support higher clocks, but it also means more heat to remove and a much more demanding setup. ComputerBase described the nearly 700 W, heavily cooled configuration as impractical for ordinary gaming. The result is evidence of frequency headroom in this particular Navi 31 GPU, not evidence of a free efficiency gain or a sensible everyday operating point.

No. The documented result is one enthusiast experiment from 2023, not a multi-card study or a guarantee for retail cards. Individual GPUs can differ, and the result depended on a hardware modification, an EVC2SE, a compatible full-cover water block and chilled coolant. It should not be used as a buying expectation or a modification guide.

For a prospective water-cooling build, check that any RX 7900 XTX full-cover block is explicitly compatible with the exact card model and PCB revision. The Asus TUF model used here does not establish compatibility for other 7900 XTX cards. The benchmark results are best read as an extreme demonstration of what one carefully equipped card achieved, with substantial power consumption and a clear ray-tracing disadvantage against the cited RTX 4090 comparison.
