This walkthrough follows the casino route in Persona 5 Royal: get through the staff passages, unlock the Member’s Floor, work around the rigged games, and reach the High Limit and Manager’s areas. It also marks the three optional Will Seeds and the detours needed to collect them. The detailed route evidence here is for the PS4 Royal guide; it does not establish every difference from the original Persona 5.
Route at a glance
- From the main floor, follow the staff passage route, obtain the security keycard, and defeat the monitoring-room miniboss to get the Member’s Card and map.
- Use the Member’s Floor to access the Dice Game Room and Staff Passageway, then return through the Members Lobby to the Slots Room.
- Rig the large slot machine by reaching its green and red terminals, then use the High Limit Card route to advance.
- On the High Limit Floor, use the casino activities to earn enough chips for the bridge device, then proceed toward the Manager’s Area.
The casino’s progression runs from staff areas to the Member’s Floor, then to the High Limit and Manager areas. Will Seeds are optional detours, not prerequisites for the main route. This route is based on the SAMURAI GAMERS Niijima Palace guide and the GameFAQs Persona 5 Royal walkthrough.

Main floor and staff passages
Get the security keycard
After entering the casino, the encounter with Shadow Sae leads into the staff passage route. Explore the passageways and vents, then deal with the security-keycard encounter. The card opens the route to the Red Will Seed as well as the next staff-area progression.
Defeat the monitoring-room miniboss
Continue through the staff passages to the monitoring room. Defeating its miniboss yields the Member’s Card and the map, which unlock access to the casino’s Member’s Floor.

Member’s Floor: handle the rigged games
Dice Game Room
The dealer’s starting allotment is listed as 1,000 coins in the GameFAQs Royal route. The dice game is rigged; repeated losses lead to a story intervention by Akechi. The guide says gambling here is not necessary to progress, so do not keep risking coins in an attempt to beat the rigged game.
Slots Room and the large machine
After visiting the Dice Game Room and Staff Passageway, return via the Members Lobby to the Slots Room. The large slot machine is rigged too, but its terminal puzzle provides the way through: access the green and red terminals, then operate the machine. SAMURAI GAMERS reports a reward of 50,000 chips after the puzzle. That is a gameplay-chip amount, not real-world currency; the guide’s publication year is not verified.
Once the machine is handled, follow the route to obtain the High Limit Card and continue to the High Limit Floor.

High Limit Floor: bridge and coin detours
Earn coins, then activate the bridge
The GameFAQs Royal route says the Bridge of Judgement requires 100,000 coins. It directs the player to the Battle Arena and House of Darkness to earn coins before returning to operate the bridge device. Treat this amount as the requirement reported by that guide’s Royal route, not as a claim about every edition or route.
House of Darkness is also part of the broader route toward the Manager’s Area. If you want to conserve time or avoid optional rewards, distinguish the required bridge progression from side activities; the available guides do not provide a tested time comparison between approaches.
Optional Will Seeds
There are three Will Seeds to collect. Their detours involve card access, climbing and grappling routes, and a guarded room; they are optional completion objectives.

Red Will Seed
Use the security keycard obtained in the staff passage sequence to open the route to the Red Seed. This is the earliest of the three seed routes described by the guide.
Green Will Seed
From the relevant casino passage, go up the stairs, head west and descend, then cross over a crate to reach a grappling point. Follow the traversal route to the Green Seed. This is a detour rather than part of the shortest progression route.

Blue Will Seed
On the High Rate Floor, climb around the central area, use the grappling hook, and pass through a vent to reach the Blue Seed route. A miniboss guards the access. The GameFAQs guide identifies the final seed as the Blue Jealousy Seed, guarded by Baal, and recommends Nuclear damage; Concentrate followed by Nuclear attacks is one tactic it describes, not a requirement. Party members and available skills vary.

Continue to the Manager’s Area
After crossing the High Limit Floor, follow the route through the casino’s later areas toward the Manager’s Area. The SAMURAI GAMERS outline places the High Rate Floor, Lobby, House of Darkness, and Manager’s Area in this progression. If collecting all three seeds, finish the traversal detours while those floors are accessible; otherwise, prioritize the required card, coin, and bridge steps.
Route choices: direct progress or optional rewards
- Prioritize progression: secure the keycard and Member’s Card, avoid trying to win at the rigged dice game, solve the large slot-terminal puzzle, then earn the bridge coins through the listed activities.
- Collect all Will Seeds: add the Red Seed card-access route, the Green Seed’s crate-and-grapple detour, and the Blue Seed’s High Rate Floor traversal and miniboss.
- Approach guarded areas carefully: BAI GAMING notes that some miniboss access can be approached from behind, but the detailed step sequence above follows the more granular route guides.
