The safest repair is to update Windows, run DISM followed by System File Checker, and then repair or reinstall the application that displays the error.
Error messages this guide covers
You may see one of these messages when Windows starts an application:
- “The program can’t start because secproc_isv.dll is missing from your computer.”
- “The code execution cannot proceed because secproc_isv.dll was not found.”
- “secproc_isv.dll could not be loaded.”
- “secproc_isv.dll is either not designed to run on Windows or it contains an error.”
- “Cannot find secproc_isv.dll.”
- “The procedure entry point … could not be located in secproc_isv.dll.”
These messages identify a loading failure, not necessarily the root cause. The file may be missing, damaged, quarantined, the wrong architecture, or blocked by another missing dependency.
What secproc_isv.dll is
Microsoft documents Secproc_isv.dll as the client lockbox for the pre-production hierarchy of Active Directory Rights Management Services, or AD RMS. It is also associated with the Windows Rights Management Desktop Security Processor. The related production client lockbox is secproc.dll. Microsoft’s AD RMS lockbox documentation describes the role directly.

AD RMS lets compatible applications create, publish, and use rights-protected content through the Msdrm.dll client API. The AD RMS client has been included in Windows beginning with Windows Vista, although support for older Msdrm.dll-based software may vary in later Windows releases. This is not a Visual C++ Redistributable, DirectX, .NET, graphics-driver, or ordinary game-runtime DLL. An older specialist application may call it because that application uses AD RMS functionality. The error appears beside that program because the program is the caller, even when Windows originally supplied the file.
The filename alone does not prove that a copy is genuine. Check its location and Microsoft digital signature before trusting it.
Why the error appears
The most likely causes are:

A “file not found” message can also mean that a dependency used by secproc_isv.dll is missing. Do not assume that copying this one filename will solve every loading error.
Fix 1: Update Windows and run automatic component repair
This is the correct first repair when more than one application is affected, the error began after an update, or the file is missing from its normal Windows location.
Install updates
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Try the affected application again.
If the error remains, repair the Windows component store.
Run DISM and SFC
- Select Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress pauses.
- Run System File Checker:
sfc /scannow
- Restart Windows after both commands complete.
- Launch the application again.
DISM repairs the Windows component store, while SFC checks protected system files against that repaired source. Microsoft recommends this order in its System File Checker repair instructions.

Success usually means that the application opens without the secproc_isv.dll message. SFC may report that it found and repaired corrupt files. If DISM reports that the source could not be found, run Windows Update again and repeat the commands. Microsoft also documents using a matching Windows repair source:

Replace the example path only with a known-good repair source that matches the installed Windows release. Do not use a DLL downloaded from an arbitrary website as the source.

Fix 2: Check whether antivirus quarantined the file
Windows Security or another security product may have removed a damaged-looking or falsely detected system file.
- Open Start and select Settings.
- Select Privacy & security.
- Select Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions for
secproc_isv.dll. - Open the detection details and note the original file path and detection name.
Restore the file only when all of these checks support a false positive:

- The file has a valid Microsoft digital signature.
- The security product’s detection details do not indicate malware or tampering.
- You have updated the security product and reviewed the detection carefully.
Microsoft explains these decisions in its Protection History guidance.
If the path is unusual, the signature is missing or invalid, or the detection indicates malicious activity, do not restore or whitelist the file. Update Windows Security, run a full scan, and allow Windows repair tools to replace the protected component. You can also scan with Microsoft Defender Offline if Windows Security recommends it.
Fix 3: Repair the application that shows the error
If only one older program fails while other applications work, the application is the next place to investigate. It may have an incomplete installation, damaged private dependencies, or an outdated AD RMS integration.

Use the built-in Repair option
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Restart the application.
The exact options vary by application. If there is no Repair button, open the program’s official launcher and look for Repair, Verify files, or Scan and repair.

Reinstall from the official source
- Back up the application’s settings or saves if necessary.
- Uninstall the affected application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application’s official Microsoft Store page or vendor site.
- Install the current version.
- Start the program once using Run as administrator if it requires elevated setup.
- Test it again normally.
Do not copy secproc_isv.dll into the application folder unless the application’s vendor gives a documented, version-matched recovery procedure. For a program that specifically uses AD RMS, repairing or reinstalling that program remains the definitive application-side fix.
Fix 4: Check 32-bit and 64-bit architecture
Windows keeps separate locations for 64-bit system components and 32-bit components on a 64-bit installation. A 32-bit application may look for its 32-bit dependency under C:WindowsSysWOW64, while a 64-bit application uses the appropriate 64-bit system location.
Do not replace one architecture with the other. A file with the same name but the wrong architecture can produce a different load error or make the application less stable.
To identify the application architecture:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Details.
- Right-click a column heading and choose Select columns.
- Enable Platform, where available.
- Check whether the affected process is 32-bit or 64-bit.

- Right-click the file.
- Select Properties.
- Open Details to review its description and version.
- Open Digital Signatures and verify Microsoft as the signer.
Known Windows servicing generations include both 32-bit and 64-bit variants, and exact versions vary by Windows release and servicing level. Do not use an online version table as permission to download a similarly named file. Windows Update, DISM, SFC, or the official application installer should supply the matching binary.
Fix 5: Do not use regsvr32 for this error
regsvr32 registers COM or ActiveX DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose command for installing missing DLL files.

There is no verified Microsoft instruction requiring secproc_isv.dll to be registered. Running commands such as these is therefore not a normal repair:
regsvr32 secproc_isv.dll
regsvr32 C:WindowsSystem32secproc_isv.dll
They may simply report that the entry point is missing, or they may distract from the actual Windows or application problem. Microsoft explains the limited purpose of regsvr32 and its common errors in its regsvr32 troubleshooting guide.

A graphics or chipset driver does not normally provide secproc_isv.dll. Driver work is appropriate only if the application began failing immediately after a driver change, Windows reports broader hardware problems, or the application has additional driver-related errors.
To check drivers:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device and select Properties.
- Open the Driver tab.
- Note the driver provider, date, and version.
- Use Update Driver or obtain the correct driver from the hardware manufacturer.
- Restart Windows and test the application.
Avoid replacing drivers merely because this DLL is missing. It is not a substitute for repairing Windows or reinstalling the application that calls secproc_isv.dll.
Fix 7: Use recovery options for a recent system change
If the failure began directly after a Windows update, software installation, or configuration change:
- Open Settings.
- Select Windows Update.
- Open Update history and review recent updates.
- Use Windows recovery options to remove a problematic update only when the timing and symptoms clearly match.
On supported Windows 11 installations, you may also see:
- Open Settings.
- Select System.
- Select Recovery.
- Choose Fix problems using Windows Update.
- Select Reinstall now, if offered.
This reinstalls the current Windows version while preserving apps, files, and settings according to Microsoft’s repair reinstall instructions.
System Restore is appropriate when a suitable restore point predates the failure:

- Press Windows + R.
- Enter
rstrui.exe. - Select Next.
- Choose a restore point from before the problem began.
- Review the affected programs.
- Select Finish and allow Windows to restart.
System Restore normally rolls back system files, registry settings, and installed programs without removing personal files. Microsoft lists this and other choices in its Windows recovery options.
If SFC cannot repair the file
If SFC says it found corruption but could not repair everything:
- Restart Windows.
- Run DISM again from an elevated Command Prompt.
- Run
sfc /scannowagain. - Review the repair details in:
%windir%LogsCBSCBS.log
If the issue continues, use the matching repair-source form of DISM, a Windows repair reinstall, or System Restore. Manual copying from another computer can install the wrong architecture or servicing version and can interfere with future Windows repairs.
Should you install Visual C++, DirectX, or .NET?
Not for secproc_isv.dll specifically. There is no evidence that those packages restore this Windows Rights Management component. Install or repair one of those runtimes only when the complete error names a different runtime DLL or the application’s official requirements call for it.

Is secproc_isv.dll malware?
The legitimate file is a Microsoft Windows component, but the filename alone proves nothing. Verify the path, Microsoft signature, and security scan results. A copy in an unusual application or temporary directory deserves investigation.
Should I download secproc_isv.dll?
