serialui.dll is a genuine Microsoft Windows component, not a normal third-party application file. If Windows says serialui.dll is missing, not found, or could not be loaded, repair Windows rather than downloading a replacement DLL.
What serialui.dll is and where it belongs
The file is described as Serial Port Property Pages. It provides the Windows interface used to configure serial and COM-port settings. It is associated with Windows serial-port functionality, including physical ports and USB-to-serial adapters.

On 64-bit Windows, System32 normally contains 64-bit Windows system binaries. SysWOW64 contains 32-bit Windows-on-Windows components. The correct location depends on the Windows architecture and the process using the file. Do not copy a random x86 or x64 DLL into either folder.
The file is not a Visual C++ runtime, DirectX component, .NET assembly, or ordinary serial-port driver.

Errors caused by a missing or unusable file
You may see messages such as:
- “The program can’t start because serialui.dll is missing from your computer.”
- “serialui.dll Not Found.”
- “The code execution cannot proceed because serialui.dll was not found.”
- “There was a problem starting serialui.dll. The specified module could not be found.”
- “Error loading serialui.dll.”
- “serialui.dll is either not designed to run on Windows or it contains an error.”
These messages do not always prove that serialui.dll itself is defective. “The specified module could not be found” can also mean that a dependency is missing or incompatible. The problem may also be a damaged application, a broken serial-port driver, antivirus quarantine, or Windows component corruption.
Fix 1: Install Windows updates, then repair system files
This is the safest first repair when the error affects Windows tools, several applications, or a COM-port property page.
1. Install pending updates
On Windows 11:
- Open Start and select Settings.
- Select Windows Update.
- Click Check for updates.
- Install everything offered.
- Restart the computer, even if Windows does not insist on restarting.
On Windows 10, open Settings > Update & Security > Windows Update, select Check for updates, install the available updates, and restart.
2. Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish. Do not close the window if progress appears to pause.
- Restart if DISM requests it.
DISM repairs the Windows component image that Windows uses as a source for protected-file repairs.
3. Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent. Then interpret the result:
- Windows Resource Protection did not find any integrity violations: protected system files appear intact. Continue with the application, driver, and dependency checks below.
- Windows Resource Protection found corrupt files and successfully repaired them: restart Windows and test the affected program again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat
sfc /scannow. If it still fails, continue to Windows recovery options.
The normal sequence is DISM first and SFC second. Running SFC repeatedly without repairing the component store usually does not add useful information.

Fix 2: Check whether Windows still has the file
Use the following commands to locate the file without downloading anything.

Open Command Prompt as administrator and run:
where /r "%windir%" serialui.dll
Then check the normal 64-bit path:
dir "%windir%System32serialui.dll"
If the file is missing from the expected location, do not copy one from another computer or download site. Run the DISM and SFC sequence above. Windows should restore the correct component from its own servicing sources.
If the file exists but an application still reports it as missing, the named file may not be the real cause. A dependent module may be missing, the application may be using the wrong architecture, or the application installation may be damaged.
Fix 3: Verify the file’s Microsoft signature
A genuine Windows copy should have Microsoft provenance.
- Open File Explorer.
- Browse to
%windir%System32. - Right-click
serialui.dlland select Properties. - Open the Digital Signatures tab.
- Select the available Microsoft signature and click Details.
- Confirm that Windows reports the signature as valid.
Also check the file location. A copy found in a download folder, temporary folder, user profile, or an unrelated application directory deserves scrutiny.

If Windows Security quarantined the file, open:
- Start > Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review the detection and its file path.
Do not restore a quarantined file automatically. First confirm that the detected file was the Microsoft-signed Windows copy and determine why it was flagged. If Windows removed a legitimate system component, use DISM and SFC to restore it rather than trusting a downloaded replacement.
Fix 4: Repair the affected application
If only one older program reports the error while Windows and other programs work normally, the application may be damaged or incorrectly installed.
Try these steps:
- Open Settings.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair.
- Restart the application and test it.
If there is no Repair option, uninstall the program and reinstall it from the developer’s official installer. Use the version intended for your Windows architecture and obtain any required updates from that developer.

Fix 5: Update or reinstall the serial-port driver
serialui.dll is a Windows interface component, not normally the driver for your COM port. A driver problem is more likely when the error appears only while opening the properties of a physical serial port or USB-to-serial adapter.
- Connect the serial device.
- Right-click Start and open Device Manager.
- Expand Ports (COM & LPT).
- Right-click the affected device.
- Select Properties and check the General and Driver tabs.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test the port.
If the device has a warning icon or the update does not help:
- In Device Manager, right-click the device.
- Select Uninstall device.
- If offered, select the option to remove the driver package.
- Restart the computer.
- Reconnect the device.
- Install the current driver from the hardware manufacturer’s official support page if Windows does not reinstall it.
If you replaced a USB-to-serial adapter, install the driver made for that exact adapter and Windows version. Do not treat a driver reinstall as a substitute for DISM/SFC when the Windows DLL itself is missing.

Fix 6: Check 32-bit and 64-bit compatibility
A 32-bit application and a 64-bit application do not load Windows components in the same way. On 64-bit Windows, do not infer the correct replacement from the name SysWOW64, and do not move files between System32 and SysWOW64.
Instead:
- Confirm whether the affected application is 32-bit or 64-bit from its documentation or publisher.
- Confirm whether Windows is 32-bit or 64-bit by opening Settings > System > About and checking System type.
- Repair Windows with DISM and SFC so Windows selects the correct component.
- Repair or reinstall the application if only that program fails.
Public file inventories contain builds from different Windows releases and architectures. A file that matches one Windows installation is not necessarily correct for another.

Fix 7: Use System Restore after a recent change
Use System Restore when the problem began immediately after a driver installation, cleanup utility, update, or other system change and normal servicing has not resolved it.

- Open it.
- Select System Restore.
- Choose a restore point dated before the problem began.
- Review the affected programs and drivers.
- Select Finish and allow Windows to restart.
System Restore normally rolls back system files, drivers, and settings without removing personal documents. It cannot help if no suitable restore point exists.
On supported Windows 11 installations, another escalation path is:
- Open Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings where the feature is available.

Do not download serialui.dll from a DLL website
Random DLL downloads can contain malware, the wrong Windows build, or the wrong architecture. Even a clean-looking file may not match your component store and may leave the actual corruption untouched.

Do not copy a file into System32 or SysWOW64
Manual copying can create version mismatches and interfere with Windows servicing. It also does not repair dependencies, permissions, component-store corruption, or application files.

Do not routinely run regsvr32
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. The documented exports associated with serialui.dll are serial configuration functions, not a normal self-registration entry point. Running regsvr32 serialui.dll is therefore not a routine fix and may produce an entry-point error.
Do not disable antivirus protection to force a file back
Investigate the detection in Protection History first. Restoring a file without verifying its provenance can expose the system. Repair the Windows component through DISM and SFC instead.
FAQ
Is serialui.dll legitimate?
Yes. serialui.dll is a genuine Microsoft Windows system DLL associated with Serial Port Property Pages. A copy in an unexpected folder or without a valid Microsoft signature should not be assumed legitimate.
Is serialui.dll a serial-port driver?
No. It provides Windows serial-port configuration and property-page functionality. The actual device driver belongs to the serial device or USB-to-serial adapter.
Should I register serialui.dll?
No. regsvr32 is generally the wrong remedy for this file. Repair Windows with DISM and SFC.
Why does the message say “specified module could not be found” when the file exists?
The message can refer to a missing or incompatible dependency rather than the named DLL. It can also indicate an application architecture mismatch or a damaged application installation.
Will reinstalling Visual C++ fix it?
Not normally. serialui.dll is not a Visual C++ runtime. Use Windows servicing first and install other runtimes only when the complete application error identifies them.
What if SFC cannot repair the file?
Run DISM again, restart, and repeat SFC. If the result remains unrepaired, use System Restore or Windows repair reinstallation. A damaged component store or dependency may require recovery beyond SFC.
Do I need to use a physical COM port?
No. The file belongs to Windows serial-port support whether you currently use a physical serial port, a USB-to-serial adapter, or an application that exposes serial-port settings. Its presence does not mean a hardware fault exists.
The safest path is to repair Windows first, then separate the remaining possibilities: a quarantined file, a damaged application, a driver problem, or an incompatible dependency.
