Should Video Games Be Banned? What the Evidence and U.S. Law Say

Research reports associations between violent-game exposure and several aggression-related measures, but does not establish that games cause criminal violence. Learn how U.S. law and ESRB ratings frame the debate.

No blanket ban is justified by the evidence covered here. Research has reported associations between violent-game exposure and several aggression-related measures, but it does not establish that violent games cause criminal violence. In the United States, the Supreme Court also struck down California’s restriction on sales of violent games to minors. Ratings and age-appropriate family choices are narrower ways to address concerns than banning games outright.

What does the evidence say about violent games and aggression?

The American Psychological Association’s 2017 Task Force review reported associations between exposure to violent games and higher scores on composite aggression measures, aggressive behavior, aggressive thoughts and feelings, desensitization, reduced empathy, and physiological arousal. These are aggression-related outcomes; they are not the same as proving that games cause criminal violence.

The Task Force said there were insufficient studies to examine a possible connection with delinquency or criminal behavior. The APA’s 2020 resolution went further on the causal question: it said scientific evidence is insufficient to support a causal link between violent video games and violent behavior, and cautioned against attributing mass shootings to game use. Read together, these statements support a careful conclusion: associations with some measured aggression-related outcomes have been reported, while a causal claim about criminal violence is not established by these sources.

The UK government’s Video Games Research Framework maps questions that still merit study, including learning, health, social and behavioral impacts, monetisation, online safety, and regulation. It is a research agenda, not proof that games are either beneficial or harmful. The sources here do not settle every question about every game, player, or regulatory approach.

What does “ban video games” mean?

A ban can mean very different policies, with different effects on players and expression. Before judging one, identify what it would cover and who would enforce it:

  • Scope: Would it ban all games, restrict a particular content category, or limit access by age?
  • Decision-maker: Would the rule come from government, a platform, a retailer, or a family?
  • Targeted harm: What specific harm is the policy intended to reduce, and how strong is the evidence connecting the proposed restriction to that harm?
  • Access and expression: How would it affect adults’ access and the protection given to expressive works?
  • Narrower options: Could ratings and parental decisions address the concern without a general ban?

A restriction on violent content for minors is not equivalent to banning all games. Likewise, platform rules or family limits are not the same as a government prohibition.

What did the U.S. Supreme Court decide?

In Brown v. Entertainment Merchants Association, 564 U.S. 786 (2011), the U.S. Supreme Court struck down a California law that restricted the sale or rental of violent video games to minors. The Court held that law unconstitutional under the First Amendment. The ruling concerned that California restriction in the United States; it is not a global rule or a judgment about every possible form of game regulation. The sources here do not establish the current law in every other country.

How can ratings and family choices address concerns?

The Entertainment Software Rating Board (ESRB) describes a three-part system that can help families make more informed choices. ESRB is an industry self-regulatory system, not a general government ban.

Content descriptors Content that contributed to the game’s rating.
Interactive elements Information about features such as online interactions, purchases, location sharing, and internet access.

ESRB says its system is voluntary overall, although console makers and some retailers and storefronts require ratings for games they carry. For boxed games, ESRB says ratings are based on the consensus of at least three trained raters. Ratings provide information for a decision; they do not guarantee a particular response from a player or replace a family’s judgment.

Does gaming disorder mean ordinary gaming should be banned?

No. The World Health Organization’s ICD-11 definition describes a persistent pattern involving impaired control over gaming, gaming taking priority over other interests and daily activities, and continuation or escalation despite negative consequences. Diagnosis requires significant impairment in important areas of functioning, normally evident for at least 12 months. WHO says gaming disorder affects only a small proportion of people who game. These criteria concern a pattern of behavior with impairment, not gaming in general.

So, should video games be banned?

For a general ban, no: the evidence summarized here does not establish that violent games cause criminal violence, and the U.S. Supreme Court rejected California’s restriction on minors’ access to violent games under the First Amendment. Where the concern is a particular player’s age, content exposure, online interactions, or spending, ratings and informed family choices are more targeted responses. Different countries and different kinds of regulation require separate legal and evidentiary analysis.
