No. GOG states that Galaxy is optional for Cyberpunk 2077 and offers a fully offline installer. You can download the installer and install the GOG version without using Galaxy. GOG store page

What if you are buying the PC boxed edition?
GOG’s support information says the Cyberpunk 2077 PC boxed edition contains a game code and no discs. The code is redeemed through a GOG account; GOG says retail codes cannot be redeemed on another platform or exchanged for a code for that platform.
