Spare Ygwulf if you want the better outcome for the Paradis rebels and a Writ of Passage that helps you through resistance-controlled areas. Kill him if you want the unique Blackwing Armor and accept a harder outcome for the resistance. Persuading him to confess leads to his execution, retaliation against Garryck, and no unique reward, making it the least rewarding option unless it fits your role-play.
Where the Ygwulf choice happens
Ygwulf is the assassin who attacked the Envoy. You confront him during An Untimely End in Dawnshore, after tracking him to the rebels beneath the Temple to Ondra in Paradis. You can spare him, attack him, or persuade him to confess to the Steel Garrote.
What happens if you spare Ygwulf?
Stecg gives you a piece of adra and a Writ of Passage as you enter Emerald Stair. The writ helps you pass through resistance-controlled areas, including Riverside Cave.
The rebels return to their homes and free settlements in a positive epilogue. Aedyr disapproves, according to quest guides, but that disapproval has no reported negative gameplay consequence.
