If you want to preserve optional interactions, consider leaving Shah alive: one guide reports he may be a later shop contact, though that consequence is not firmly confirmed.
What the choice is really about
King of the Hill is part of Varan’s storyline in the Garbage region. Varan presents Shah and Roosevelt as rival leaders to eliminate, making the mission look like a forced choice between the two. Walkthroughs describe other routes, however, and the consequences reported for the targets are limited: the available guides do not establish a unique main-story advantage for killing either one.

Prima Games reports that after Skif obtains the relevant PDA and tries to leave, Varan orders his men to attack. That is walkthrough-reported quest behavior, not a statement from the game’s publisher. It means carrying out Varan’s request should not be treated as a way to secure his lasting trust.
Compare the available routes

Which route should you choose?
- For the most cautious optional-content choice: leave Shah alive if you want to retain the possibility of his reported later shop. The shop consequence is a secondary-guide claim, not a confirmed publisher statement.
- If you want to follow Varan’s target request: choose based on the fight you prefer, not an assumed ending or loyalty reward. Prima Games warns that Roosevelt may be the tougher encounter.
- If you do not want to kill either rival: the guides report payment and direct confrontation as alternatives. The payment route costs 20,000 coupons; confronting Varan starts hostilities immediately.
Do not miss the quest item
Prima Games identifies the Unusual PDA found on The Last One as important for the quests that follow, and reports that taking it advances the mission. If you want to continue the quest chain, make sure you collect it rather than treating the target decision as the only objective.
