There is no decisive proof in the quest that Saadia or Kematu is telling the truth. Saadia says she is being hunted for opposing the Aldmeri Dominion; Kematu says she betrayed Hammerfell and must face justice. Your choice is a judgment call, not a way to uncover a confirmed answer—and either ordinary route pays 500 gold.
What are Saadia and Kematu accusing each other of?
Saadia tells you she is a Hammerfell noble who opposed the Aldmeri Dominion and that the Alik’r warriors pursuing her are assassins. Kematu says she betrayed her people and should be returned to Hammerfell to face justice. The quest lets you hear both accounts, but the available quest evidence does not decisively resolve their dispute. Neither character’s claim is confirmed as the truth.
That makes this a role-play decision: help Saadia if your character believes her account of political persecution, or side with Kematu if your character accepts his accusation and considers returning her for justice legitimate. The choice is not settled by a better ordinary gold reward.
What happens if you side with Saadia?
Find Kematu at Swindler’s Den, refuse his appeal, and fight him and his warriors. You can first visit Dragonsreach Dungeon: the Alik’r prisoner can reveal Kematu’s location after you pay a 100-gold fine. That detour is optional; you can go directly to Swindler’s Den. Once Kematu is dead, return to Saadia to complete the route and receive 500 gold.

Report Saadia’s location to the Alik’r in Rorikstead, then tell her at the Whiterun Stables that she is in danger and that a horse is ready. Kematu paralyzes her and captures her; he then pays you 500 gold. The described outcome is her capture. The quest material does not establish a guaranteed later fate for her.

What if “Enter Alik’r Hideout” will not complete?
Bethesda Support says the objective credit is not required to finish the quest: “You can continue this quest by playing through the dungeon and killing Kematu; obtaining credit for this objective is not necessary to complete the quest.” Continue through the dungeon and kill Kematu to progress.
