Find the clue, the Toolbox Memo, on a table in room 107; the safe is at the motel reception. Opening it gives you the Gate Key.
Where to find the safe and its clue
The safe is at the Jacks Inn motel reception. To reach the clue, break the glass beside room 108, then break through the wall into room 107. Inspect the table in room 107 to find the Toolbox Memo. Its wording depends on your puzzle difficulty.

Light
The memo’s phrases map to the digits 0, 4, 5, and 1, in that order. Enter 0451.
Standard
Apply the memo’s changes in order: 1 − 1 = 0, 3 + 1 = 4, 8 − 3 = 5, and 0 + 1 = 1. Enter 0451.

Hard
The guide interprets the highlighted clue as 8 × 2 × 33 + 5 = 533, then uses the four X marks to make it a four-digit combination by adding a leading zero. Enter 0533. This is the guide’s interpretation of the clue, not an explanation attributed to the developers.
Use the Gate Key
The safe contains the Gate Key. Collecting it triggers Maria’s attack; respond to the encounter, then use the key on the motel gate to continue through Western South Vale.

These combinations are for the 2024 remake and vary by puzzle difficulty. Light and Standard share a code; Hard uses a different one. Do not assume they work in the original Silent Hill 2: the available puzzle guide treats the original game’s puzzles separately from the remake’s.
