Steam downloads are not always slow because your internet connection is slow. The first thing to check is whether you are comparing the same units: internet plans usually use megabits per second (Mb/s or Mbps), while Steam may show megabytes per second (MB/s). Because one byte contains eight bits, a 10 MB/s Steam download is roughly 80 Mb/s before normal overhead and local limitations.
Once the units are correct, work through the checks below in order. The fastest fix may be removing a Steam bandwidth limit, changing to a less busy nearby download region, or switching temporarily from Wi-Fi to Ethernet. If Steam’s network activity drops while disk activity remains high, the bottleneck may be your storage drive rather than your connection.

1. Check whether Steam is actually downloading slowly
Before changing settings, compare Steam’s displayed speed with your real internet service under similar conditions.
- Pause other large downloads, video streams, cloud backups, and game updates on the network.
- Run a reputable internet speed test on the same computer.
- Open Steam’s Download Manager and observe the download rate for several minutes rather than judging it from a brief dip.
- Compare the units carefully.
For a rough conversion, divide your internet speed in megabits per second by eight:

- Wide Compatibility: With the RJ45 Connector, network cable can be perfectly compatible with computers, laptops, modems, routers, PS5, X-Box and other networking devices. It can also be fully backward compatible with Cat7, Cat6e, Cat6, Cat5e, Cat5
| Advertised connection | Approximate theoretical rate in MB/s |
|---|---|
| 100 Mb/s | 12.5 MB/s |
| 300 Mb/s | 37.5 MB/s |
| 500 Mb/s | 62.5 MB/s |
| 1,000 Mb/s | 125 MB/s |
These are ceilings, not promises. Protocol overhead, Wi-Fi conditions, router performance, internet routing, Steam content-server load, other users, and disk processing can all reduce the sustained rate. A Steam rate of 10 MB/s is therefore approximately 80 Mb/s—not 10 Mb/s.
The link speed shown in Windows for a Wi-Fi or Ethernet connection is also not the same as your internet speed. It describes the connection between your computer and the local network, not necessarily the speed provided by your ISP.
2. Remove or adjust Steam’s download limit
A limit left over from an earlier setting is one of the simplest causes of a consistently low Steam rate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Open Steam.
- Select Steam > Settings.
- Open Downloads.
- Inspect Limit Download Speed.
- Disable the limit if you want Steam to use the available connection, or choose a higher value that suits your network.
Pay attention to whether the limit is expressed in bits or bytes. A limit of 10 MB/s is approximately 80 Mb/s. If the download repeatedly stops at almost exactly the same rate, a configured limit is more likely than a random server or Wi-Fi problem.
While you are in the Download Manager, check for:
- paused downloads or updates;
- games waiting in a queue;
- scheduled download restrictions;
- another game updating at the same time; and
- downloads being reordered or repeatedly paused.
Steam’s Download Manager lets you monitor, reorder, schedule, pause, and resume downloads. A queue or schedule can make a download appear broken when Steam is simply following its current instructions.
3. Test a different Steam Download Region
Steam uses geographically distributed content servers and normally selects a region based on your location. The nearest region is a sensible starting point, but it is not guaranteed to be the fastest at every moment. Server demand, maintenance, and routing conditions change.
- Open Steam > Settings > Downloads.
- Find Download Region.
- Select your actual region or a nearby region.
- Restart or resume the download and watch the rate for several minutes.
- If it remains poor, test one or two other nearby regions.
Do not automatically choose a distant country because someone reported a high speed there. Test nearby alternatives briefly and keep the region that produces the most stable result for your connection. A region that is fast today may be congested later.

4. Read the Download Manager’s network and disk activity
Steam may be downloading, allocating, unpacking, patching, or writing files at different times. That means a low or briefly zero network rate does not always indicate an internet problem.
If Steam’s network activity falls while disk activity remains high, investigate the destination drive:
- Confirm that it has sufficient free space for the download and installation process.
- Open Windows Task Manager and check whether the drive is at or near 100% active time.
- Look for another game, file copy, backup, indexing task, or security scan using the same drive.
- Check whether the drive is unusually slow, reporting errors, or approaching failure.
- If another suitable drive is available, test the installation there.
Steam supports moving an installed game or Steam library to another available drive through its storage-management tools. Moving a library can help when the original drive is the bottleneck, but it is not a universal Steam speed fix. A faster internet connection cannot make a heavily occupied or slow disk write data faster.
Newer Download Manager behavior can also distinguish overall update progress from the portion currently being downloaded. An update may therefore appear to pause while Steam performs local allocation or processing.

5. Clear Steam’s download cache if the client is stuck
Clear the cache when Steam shows failed, stuck, or abnormal download behavior—not as the first response to every ordinary slow connection.
- Open Steam > Settings.
- Select Downloads.
- Choose Clear Download Cache.
- Confirm the operation.
- Sign in to Steam again when prompted, then retry the download.
Steam states that clearing the download cache does not remove installed games. It does, however, sign you out, so make sure you know how you will sign back in before using it.
6. Compare Wi-Fi with a wired Ethernet connection
A wired test is one of the most useful ways to separate a Steam problem from a wireless-network problem. Ethernet removes much of the variability caused by distance from the router, interference, signal strength, wireless congestion, and roaming between access points.

- Connect the computer directly to the router with Ethernet.
- Pause and resume the same Steam download.
- Compare the sustained rate with the earlier Wi-Fi result.
- If possible, repeat the internet speed test over Ethernet.
If Ethernet is consistently much faster, investigate the Wi-Fi link, router placement, wireless channel congestion, or adapter drivers rather than changing Steam settings repeatedly. If Ethernet is no faster, the cause may be the ISP connection, router, Steam region, Steam limit, security software, or storage drive.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A Cat 6 Ethernet cable is a practical accessory for this comparison. It is useful as a diagnostic tool, not a guaranteed speed upgrade: the cable cannot make a slow ISP plan or congested Steam server faster. If your laptop or desktop has no Ethernet port, a USB-to-Ethernet adapter can provide the same kind of wired test, provided it is compatible with the computer’s USB port and operating system.
7. Restart the Steam client, modem, and router
Before making advanced changes, perform a clean restart:
- Exit Steam completely. Check the notification area and Task Manager if Steam remains open in the background.
- Restart the computer if Steam or Windows networking appears abnormal.
- Unplug the modem and router, wait briefly, reconnect them, and allow them to finish starting up.
- Retry the download after the internet connection is stable.
To isolate a router problem, Steam’s router guidance supports testing the computer directly against the modem when that is practical and safe. If direct modem access works substantially better than the normal router connection, investigate the router, its firmware, configuration, or capacity. Do not leave a computer permanently connected in an unsafe or unsupported arrangement simply to chase a download benchmark.
8. Check firewall and router behavior
Firewall and router configuration can interfere with Steam’s connectivity. If Steam is blocked, partially permitted, or using stale application rules, downloads may behave inconsistently.
Windows firewall and security rules
- When Windows or your security product asks whether to allow Steam, approve the legitimate Steam application on the appropriate network profile.
- Remove stale or duplicate permissions for Steam executables, then allow the current installation again if necessary.
- Restart the computer and test Steam.
- If you temporarily disable a firewall or security product for diagnosis, do so only briefly, test, and immediately restore protection.
Do not permanently disable antivirus, firewall, or other security software. If a security product is the cause, create a narrowly scoped exception only when the vendor’s documentation supports it.
Router features
Steam identifies features such as stateful inspection, dynamic packet filtering, Quality of Service (QoS), and UPnP as possible sources of problems in some configurations. Advanced users can test one suspected feature at a time, record the original setting, and restore it if the test makes no difference.
Do not use a DMZ as a Steam speed fix. Steam’s guidance does not support connecting through a network DMZ, and exposing a computer directly to the internet creates unnecessary security risk. Do not open arbitrary ports just because a forum post claims they improve download speed.

9. Temporarily test software that uses bandwidth or intercepts traffic
Other software can compete with Steam or interfere with its network and disk operations. Common candidates include:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- VPN applications;
- peer-to-peer or torrent clients;
- cloud backup and file-synchronization tools;
- FTP or web servers;
- download managers and “network accelerator” utilities;
- IP-filtering tools;
- antivirus and other security products; and
- spyware-protection software.
Close or pause one suspected application at a time, restart Steam, and retest. This controlled approach tells you which change mattered. Peer-to-peer software is especially important because it can consume substantial upload and download bandwidth even when its window is not prominent.
A VPN can make performance better or worse depending on its server, route, and congestion. It is not a general Steam optimization. If Steam is faster with the VPN off, leave it off for the download or investigate the VPN route; if Steam is slower with it off, do not assume the VPN will remain beneficial under different conditions.

Changing DNS is frequently advertised as a way to speed up Steam, but DNS mainly handles the translation from a hostname to an IP address. It can help when name resolution is failing or returning an incorrect cached result; it does not normally increase sustained content-download throughput by itself.
On Windows, open Command Prompt and use these checks:
Recommended Free Tools
ipconfig /all
Review the network adapter’s IP configuration, default gateway, and DNS servers. Then test basic reachability:
ping <default-gateway-address>
Replace <default-gateway-address> with the gateway shown by ipconfig /all. If the gateway cannot be reached, investigate the local Wi-Fi, Ethernet, or router connection before focusing on Steam.

To test name resolution, use:
nslookup store.steampowered.com
To clear a potentially incorrect local DNS cache, use:
ipconfig /flushdns
These commands are diagnostic tools, not guaranteed speed improvements. Do not change DNS servers merely because a gaming guide recommends it. For a general Windows Wi-Fi issue, use the Windows Network and Internet troubleshooter. If ordinary websites and speed tests work but one application does not, a specific app rule, firewall, or security product may be responsible.
11. Diagnose the pattern instead of applying every “fix”
| What you observe | Most useful next checks |
|---|---|
| Every device on the network is slow | Test the ISP connection, modem, router, and service outage status. |
| Only Steam is slow; other downloads are normal | Check Steam’s limit, Download Region, cache, firewall/security rules, and Steam-side server conditions. |
| Steam network activity drops while disk activity is high | Check free space, drive utilization, drive health, background scans, and another storage location. |
| Ethernet is much faster than Wi-Fi | Investigate wireless signal, interference, router placement, adapter behavior, and Wi-Fi configuration. |
| Speed is capped at an exact repeatable value | Check Steam’s download limit, scheduled restrictions, QoS, and other bandwidth controls. |
| Speed is fast at some times and poor at others | Consider Steam-region congestion, ISP congestion, household usage, and time-of-day variation. |
When a router or PC-maintenance tool is justified
A replacement router is reasonable only if testing implicates the router or wireless network—for example, Ethernet through the same router is reliable while Wi-Fi is consistently poor, or a direct modem test is substantially better. A “gaming router” is not automatically faster for Steam, and replacing hardware will not fix a busy Steam content server, an ISP limit, or a slow installation drive.
Likewise, a general Windows maintenance tool such as Outbyte PC Repair may be relevant if the investigation finds broader symptoms: persistent disk-space problems, excessive background processes, or general Windows performance issues. It should be treated as optional PC maintenance, not as a proven fix for Steam content-server speed, ISP throughput, or a congested Wi-Fi link. Try the targeted Steam, network, and disk checks first, and review the product’s current features and terms before installing any maintenance software.
What not to do
- Do not compare MB/s directly with an ISP’s Mb/s figure.
- Do not assume a distant Steam Download Region is better than a nearby one.
- Do not change DNS expecting a guaranteed download-speed increase.
- Do not buy a VPN solely because it is marketed for gaming downloads.
- Do not delete installed games as a routine speed fix.
- Do not permanently disable antivirus or firewall protection.
- Do not open arbitrary ports or place the computer in a DMZ.
- Do not use registry cleaners or driver-cleaning utilities without evidence that Windows itself is damaged.
- Do not replace the router until a wired, direct, or comparative test points to it.
A concise order of operations
- Convert the units and compare Steam with a matching speed test.
- Remove or adjust Steam > Settings > Downloads > Limit Download Speed.
- Check the Download Manager queue, schedules, and competing downloads.
- Test your local or a nearby Steam Download Region.
- Watch whether the bottleneck is network activity or disk activity.
- Clear Steam’s download cache if the download is stuck or abnormal.
- Restart Steam, the computer, modem, and router.
- Compare Wi-Fi with Ethernet.
- Check firewall, router, VPN, peer-to-peer, security, and background software.
- Use Windows diagnostics and contact the ISP or Steam Support when the evidence points outside the client.
Frequently Asked Questions
Why does Steam show a lower number than my internet plan?
Your ISP usually advertises megabits per second (Mb/s), while Steam may show megabytes per second (MB/s). Divide the advertised megabit rate by approximately eight before comparing it with Steam, then allow for overhead, Wi-Fi, server load, and disk activity.
Should I change Steam’s Download Region?
Yes, if the current region is unusually slow. Start with your actual or nearest region, then briefly test one or two nearby alternatives. Keep the region that provides the most stable result; a distant region is not automatically faster.
Windows Errors? Fix Them Before They Spread

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchCan changing DNS make Steam download faster?
Usually not. DNS can resolve name-resolution problems, but sustained download throughput is more often limited by routing, content-server conditions, bandwidth, Wi-Fi, or disk processing. Use DNS troubleshooting only when the symptoms indicate a resolution problem.
Why does Steam stop downloading while the update is still progressing?
Steam may be allocating, unpacking, patching, or writing files. If network activity is low while disk activity is high, check the destination drive’s free space, utilization, health, and competing processes.
Will an Ethernet cable increase Steam download speed?
It can improve consistency when Wi-Fi is the bottleneck, but it cannot exceed the limits of your ISP, router, Steam’s server, or storage drive. Its most reliable benefit here is allowing a useful wired-versus-Wi-Fi diagnostic comparison.
Should I use a gaming VPN or gaming router?
Neither is a universal fix. Test the existing connection first. Consider a router replacement only when comparative tests implicate the router or wireless network, and consider a VPN only for a specific routing or access problem—not as a guaranteed Steam-speed upgrade.
The Bottom Line
The reliable way to fix slow Steam downloads is to identify the bottleneck rather than apply a universal tweak. Correct the MB/s-versus-Mb/s comparison, remove Steam’s own limit, test a nearby Download Region, distinguish network activity from disk activity, and compare Wi-Fi with Ethernet. The result of those tests tells you whether to investigate Steam, the storage drive, the router, Windows, or the ISP.
