smmsetup.dll is a genuine Microsoft file associated with the Windows 95/98 Dial-Up Networking Session Management Module. On Windows 10 and Windows 11, a missing smmsetup.dll message usually points to an obsolete application or startup entry, not a missing modern Windows runtime.
The safest repair is to identify which program is requesting the file, then repair or remove that program. Do not download smmsetup.dll from a random DLL website and copy it into System32.

What smmsetup.dll does
smmsetup.dll means Dial-Up Networking Session Management Module Setup. Historically, it was part of Microsoft Dial-Up Networking components for Windows 95 and Windows 98.
The file helped configure Session Management Modules and modify Dial-Up Networking registry information during installation. Historical Windows setup routines called its exported functions through Rundll32.exe.

That role is important because smmsetup.dll is not a normal modern dependency for:
- Visual C++ Redistributables
- DirectX
- .NET
- Modern game runtimes
- Current Windows 10 or Windows 11 networking
- A current printer or graphics driver
Microsoft’s later dial-up documentation treats Session Management Module errors as obsolete in Windows Vista and later. There is no reliable basis for assuming that Windows 10 or Windows 11 normally includes this DLL in C:WindowsSystem32 or C:WindowsSysWOW64.
First, check the full error and file path
Before changing Windows, record exactly when the error appears and which path is named.
Look for details such as:
C:WindowsSystem32smmsetup.dllC:WindowsSysWOW64smmsetup.dll- An old Windows directory
- A program folder under
C:Program Files - A folder under
C:Program Files (x86) - A deleted or moved application directory
- A command involving
rundll32.exe
The path often identifies the correct repair.
If the error names an application, repair that application first. If it appears immediately after signing in and names only rundll32.exe, investigate startup entries and scheduled tasks. If it appears inside a Windows 95/98 virtual machine, repair the historical Dial-Up Networking installation instead of applying modern Windows fixes.
Fix 1: Repair or reinstall the program requesting the DLL
Time needed: 10 to 30 minutes
On Windows 10 or Windows 11, an old application’s stale reference is the most useful explanation to investigate first.
If the error names a program
- Press Windows key + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program named in the error.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Restart Windows and launch the program again.
If there is no Repair button:
- Open Settings.
- Select Apps.
- Find the affected program.
- Choose Uninstall.
- Restart the computer.
- Reinstall the program from its original installer or the software publisher’s official source.
If the program is very old, its installer may not support modern Windows. In that case, reinstalling may reproduce the same error. Do not solve that situation by placing an unrelated copy of smmsetup.dll in a Windows folder.
If the program is no longer needed
Uninstall it from Settings > Apps > Installed apps. Then restart Windows and check whether the message has disappeared.

How to tell whether this fix worked
The repair worked if:
- The application starts without the DLL message.
- The error no longer appears when Windows starts.
- The old program no longer appears in startup diagnostics.
- No new missing-DLL message replaces the original one.
If the program still requests smmsetup.dll, continue with startup investigation rather than copying the file manually.
Fix 2: Remove a stale startup entry or scheduled task
Time needed: 10 to 20 minutes
A missing-DLL message that appears every time you sign in often comes from software that was uninstalled incompletely. The visible program may no longer exist, while Windows still tries to run its old command.
Check Task Manager startup entries
- Press Ctrl + Shift + Esc.
- Select Startup apps.
- Look for entries with:
- An old application name
rundll32.exe- A blank or missing publisher
- A path pointing to a deleted folder
- Right-click a suspicious entry.
- Select Open file location if available.
- If the folder no longer exists, return to Startup apps.
- Right-click the entry and select Disable.
- Restart Windows.
Disabling an entry does not delete the application. It only prevents that startup command from running automatically.

- Press the Windows key.
- Type Task Scheduler.
- Open Task Scheduler.
- Select Task Scheduler Library.
- Review tasks that launch at sign-in or startup.
- Double-click a suspicious task.
- Select the Actions tab.
- Check whether it launches
rundll32.exe, an old application, or a deleted path. - If the task clearly belongs to removed software, right-click it and select Disable.
- Restart Windows.
Do not disable a task merely because its name is unfamiliar. Confirm its action and file path first.

Use Autoruns for a deeper check
Microsoft Sysinternals Autoruns can show startup locations that Task Manager does not display. Download it only from Microsoft’s official Sysinternals page, then:
- Run Autoruns as administrator.
- Select Options.
- Enable Hide Microsoft Entries.
- Search for
smmsetup,rundll32, or the old application name. - Review the Image Path and Publisher columns.
- Clear the checkbox beside a confirmed obsolete entry.
- Restart Windows.
If the error disappears after disabling the entry, uninstall or repair the parent application when possible. Leaving a broken startup reference disabled is safer than supplying a replacement DLL from an unknown source.
Fix 3: Check Windows Security quarantine
Time needed: 5 to 15 minutes
If the file existed previously and the error began after an antivirus event, Windows Security may have quarantined it. This is more relevant to a historical installation or an application folder than to a normal Windows 10 or Windows 11 system copy.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Select the relevant detection to expand its details.
- Confirm the original file path, detection name, and originating program.
- Restore the file only if you can verify that it came from trusted original media and the detection is a false positive.
Do not restore a file just because its name is smmsetup.dll. A file with that name in an application directory could be unrelated or malicious.
If the file was quarantined from an obsolete program, reinstall the program from its original trusted installer instead of restoring the isolated file. After restoration, run a full scan and confirm the file’s publisher and path where Windows provides those details.
Fix 4: Repair Windows component corruption with DISM and SFC
Time needed: 15 to 45 minutes
DISM and System File Checker are appropriate when several Windows components are failing, Windows Update is damaged, or system files are reported as corrupted. They are not a proven way to recreate a historical Windows 95/98-only DLL that is not part of the current component store.
Microsoft recommends running DISM first and SFC second.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the program again.
Do not close the window while either scan is running. The commands can take time and may appear to pause.
If DISM reports that source files cannot be found, use a repair source that matches the installed Windows version:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:\serverc$windows /LimitAccess
The source must come from a compatible Windows installation. A mismatched source can produce another repair failure.

The repair is relevant if:
- SFC reports that it found and repaired corrupted files.
- Other Windows components also begin working normally.
- The original error involved a current Windows component.
- The application starts after the restart.
If the same smmsetup.dll message returns on an otherwise healthy Windows 10 or Windows 11 system, stop repeating SFC and DISM. The requesting application or startup entry is more likely the problem.
Fix 5: Install pending Windows updates
Time needed: 10 to 30 minutes, plus restart time
Updates will not normally add a historical Dial-Up Networking DLL to Windows 10 or Windows 11, but installing pending updates can repair broader system servicing problems.

- Press Windows key + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Return to Windows Update and check again.
- Test the affected application.
If the error began immediately after restoring a disk image or rolling back Windows, updates may not address the old application reference. Continue with the startup and application checks above.
Fix 6: Update or reinstall a related driver only when the path identifies one
Time needed: 15 to 30 minutes
A driver is not the expected owner of this historical DLL, so do not install a random network driver merely because the file once belonged to Dial-Up Networking. Use Device Manager only when the error also identifies a failing network device or the application depends on a specific legacy adapter.
- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Right-click the affected device.
- Select Update driver.
- Select Search automatically for drivers.
- Install a compatible driver if Windows finds one.
- Restart Windows.
For a clean reinstall:
- Open Device Manager.
- Expand Network adapters.
- Right-click the device.
- Select Uninstall device.
- Confirm only if you have a replacement driver or Windows Update can reinstall it.
- Restart Windows.
- Install the driver from the computer or adapter manufacturer.

How to tell whether a driver was involved
A driver repair is relevant only if:
- Device Manager showed an error symbol.
- The network adapter stopped working at the same time.
- The error names a program that depends on that adapter.
- The message disappears after reinstalling the correct driver.
If none of those conditions applies, return to the requesting executable and startup path.
Fix 7: Repair a genuine Windows 95/98 installation
Time needed: 30 minutes to several hours
This is the correct direction for an actual Windows 95 or Windows 98 computer, or an appropriately configured virtual machine running one of those systems.
The historical component was associated with Dial-Up Networking, including the Dial-Up Networking 1.3 package. Use the original Windows media or a verified archival copy that matches the installed Windows release.

Do not mix files from different Windows 95 or Windows 98 releases.
The exact installation screens vary by release, but the safe process is:
- Back up the virtual machine or create a disk image.
- Confirm whether the system is Windows 95 or Windows 98.
- Use matching Windows installation media.
- Open Control Panel.
- Open Add/Remove Programs.
- Select the Windows Setup tab.
- Select the communications or Dial-Up Networking components.
- Remove and reinstall the affected component when the installer provides that option.
- Restart the system.
- Reinstall the matching Dial-Up Networking package if the original component remains incomplete.
- Restart again and test the dial-up configuration.
Do not copy the DLL into a modern System32 or SysWOW64 folder. A Windows 9x-era component may use a different architecture and installation structure from current Windows. A 32-bit DLL is not automatically interchangeable with a 64-bit DLL, and this particular file is associated with software older than the Windows 10 loader environment.
Why regsvr32 is not the right repair
Do not run:
regsvr32 smmsetup.dll
regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer. It is not a universal missing-DLL repair command.

Avoid arbitrary commands involving:
regsvr32 /u
regsvr32 /i
rundll32.exe smmsetup.dll,...
Use the original installer that knows which setup functions and registry data are required.

A DLL download site may provide:
- The wrong historical release
- The wrong architecture
- A file modified by a third party
- A file with no trustworthy chain of custody
- A file that does not match the requesting program
- A file that leaves the broken startup or installation reference untouched
Copying it into System32 or SysWOW64 can also create a loader conflict. The safe sources are the original Windows installation media, a verified matching legacy package, or the official installer for the application that requested the file.

If a game launcher reports the error, use its verify or repair function only when the launcher actually owns the affected program. There is no established basis for treating smmsetup.dll as a normal dependency of a modern game.

If the error began after restoring an old disk image, the restored startup entry may point to a path that no longer exists. If it began after uninstalling software, remove the leftover startup command. If it began after moving an application, reinstalling it is safer than editing DLL paths manually.
When to use System Restore
Time needed: 20 to 60 minutes
Use System Restore when the error began after a recent software installation, removal, driver change, or system configuration change and a suitable restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore is not guaranteed to recover files outside its coverage or changes made before the available restore points. It also does not replace repairing the application that continues to request the file.
When to retire the old software
Stop trying to force the DLL into Windows when:
- The program only works on Windows 95/98.
- Reinstallation still produces the same legacy dependency.
- The application has no current installer or vendor support.
- The error appears on every boot from a program you no longer use.
- The software cannot run correctly under modern Windows compatibility settings.
At that point, remove its startup entry and uninstall it. If the software is necessary, run it inside an appropriate Windows 9x virtual machine with a backed-up virtual disk.

Is smmsetup.dll a legitimate Microsoft file?
Yes. It is a real Microsoft DLL associated with the Dial-Up Networking Session Management Module for Windows 95 and Windows 98.
Does Windows 11 include smmsetup.dll?
There is no evidence that Windows 11 normally ships this historical DLL in System32 or SysWOW64. A Windows 11 error usually comes from an old application or stale startup reference.
Should I copy it into System32?

Usually not. First identify the requesting program, repair or remove its startup entry, and run DISM and SFC only when broader Windows corruption is present. Reinstalling Windows will not necessarily provide a historical Dial-Up Networking DLL.
