Which South Park characters were announced for the Shop?
Epic named Stan, Kyle, Cartman, Kenny and Butters as characters coming to the Fortnite Shop. The announcement did not state their prices, and it does not establish whether they are available in the Shop now. The free quest pass and Shop characters were separate parts of the announcement; the free pass did not mean the outfits were free.

Yes. The Stick of Truth was also the name of an item in the Fortnite collaboration, but South Park: The Stick of Truth is a separate action/adventure RPG. Ubisoft lists the game as released on March 3, 2014, and includes Nintendo Switch among its platforms in its official product information. Buying or owning that game was not an announced requirement for the Fortnite event.
