The safest fix is to identify the program named in the error, repair or reinstall that program, then install the matching official SQL Server Compact 4.0 SP1 runtime if the application requires it. Do not download an isolated copy of the DLL from a random website.
What sqlcese40.dll is
SQL Server Compact 4.0 was an embedded database engine used by Windows desktop applications, ASP.NET websites, WebMatrix projects, utilities, developer tools, and some games or launchers. The application uses the engine to open or update a local database, commonly an .sdf file.
Microsoft distributes separate runtime packages for different processor architectures:

The version numbers sometimes shown in file inventories, such as 4.0.14393.1 or 4.0.10586.1, are not universal requirements. The correct version is the one supplied by the application or its required runtime package.
SQL Server Compact supports private deployment. That means an application can keep its own SQL Compact files in folders such as x86, amd64, or another vendor-specific directory instead of relying on a system-wide installation. The runtime also includes companion files such as sqlceme40.dll, sqlceca40.dll, sqlceqp40.dll, sqlcecompact40.dll, sqlceoledb40.dll, and localized error files.

What the error messages mean
Common messages include:
- “The program can’t start because sqlcese40.dll is missing from your computer.”
- “The code execution cannot proceed because sqlcese40.dll was not found.”
- “The specified module could not be found.”
- “Error loading sqlcese40.dll.”
- “sqlcese40.dll is either not designed to run on Windows or it contains an error.”
.NETor SQL Compact errors such asError not specified [ sqlcese40.dll ].- IIS errors such as
Unspecified error [ 5,sqlcese40.dll ].
“Specified module could not be found” does not always mean that sqlcese40.dll itself is absent. Windows may have found that file but failed to load one of its companion DLLs or another native dependency.

The filename tells you which database component failed, not necessarily the complete cause.
Fix 1: Repair or reinstall the program named in the error
This is the most likely fix, especially when the error appears after an application update, antivirus event, failed uninstall, or interrupted installation.
Find the owning program
- Read the complete error dialog and note the application name.
- Right-click the program’s shortcut.
- Select Properties.
- Check Target to see the executable path.
- Open that installation folder in File Explorer.
- Look for
sqlcese40.dll, anx86folder, anamd64folder, or other SQL Compact files.
If the error appears when opening a particular utility, game, launcher, or business application, that program is the starting point. If the error appears under IIS, note the website or application pool instead.

Repair the application
- Press Windows key + I.
- Select Apps.
- Select Installed apps in Windows 11, or Apps & features in Windows 10.
- Find the affected application.
- Select the three-dot menu in Windows 11, or select the application in Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Start the program again.
If there is no Repair option:
- Download the installer from the application vendor’s official website or use the application’s original installer.
- Close the application.
- Run the installer.
- Choose Repair if offered.
- Otherwise uninstall the application, restart Windows, and install it again.
- Start the program and test the operation that previously failed.
For a game or launcher, use its built-in Verify, Scan and repair, or equivalent file-validation command before reinstalling the whole game. These functions restore the application’s complete private runtime layout rather than replacing one DLL.

A successful repair normally lets the application start and open its database without the missing-file dialog. If the same error returns, the application may require the official SQL Compact runtime or a specific private deployment folder.
Fix 2: Install the official SQL Server Compact runtime
Use Microsoft’s SQL Server Compact 4.0 SP1 download page. Microsoft provides separate installers named SSCERuntime_x86-ENU.exe and SSCERuntime_x64-ENU.exe.
Choose x86 or x64 correctly
Do not choose only by the Windows version.
- A 32-bit application on 64-bit Windows needs the x86 SQL Compact files.
- A 64-bit application needs the x64 files.
- A 32-bit application cannot load a 64-bit native SQL Compact DLL.
- A 64-bit application cannot load a 32-bit native SQL Compact DLL.
To check an installed application:
- Open Task Manager with Ctrl + Shift + Esc.
- Select Processes or Details.
- Start the application if it can open far enough to appear.
- In some Windows versions, a 32-bit process is marked with a suffix such as (32 bit).
- Check the application vendor’s documentation or installation folders when Task Manager does not identify the architecture.
When uncertain, repair the application first. A vendor installer may place private x86 or x64 files that a global runtime installation does not provide.
Install the package
- Open the official Microsoft download page.
- Select the package matching the application architecture.
- Download the installer.
- Right-click the downloaded file and select Run as administrator.
- Follow the setup prompts.
- Restart Windows if the installer requests it.
- Start the affected application again.
Installing SQL Server Compact 4.0 does not upgrade SQL Server Compact 3.5. Microsoft supports side-by-side installation of those runtime generations, so an older program may still need its own 3.5 files.

Fix 3: Check antivirus quarantine
A security product may have removed a file from the application directory. This is not proof that every detection is false, so verify the original program and source before restoring anything.

Windows Security steps
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Open the relevant quarantined item.
- Confirm that the path belongs to the affected application.
- Restore the file only if the application came from a trusted official installer and the file is expected there.
- Reinstall or repair the application if the file is still missing.
If the file is quarantined again, do not create a broad exclusion. Obtain a fresh installer from Microsoft or the application vendor and investigate the detection. A complete reinstall is safer than copying back one DLL.
Fix 4: Correct IIS bitness and permissions
If the error occurs only on an ASP.NET or IIS-hosted application, check both architecture and folder access.

- Open IIS Manager.
- Select Application Pools.
- Locate the pool used by the website.
- Right-click it and select Advanced Settings.
- Find Enable 32-Bit Applications.
- Set it to True for a 32-bit application, or False for a 64-bit application.
- Select OK.
- Recycle the application pool and test the site.
The application’s SQL Compact deployment folder must match the process architecture. Installing only the x64 runtime does not fix a 32-bit IIS worker process.
Check database-folder permissions
- Locate the website’s application directory and
.sdfdatabase directory. - Right-click the data folder and select Properties.
- Open the Security tab.
- Identify the IIS application-pool identity used by the site.
- Grant only the permissions required by the application, including read and write access where the database must be updated.
- Apply the change and recycle the pool.
Do not grant Full Control to the entire drive. If the error remains, check whether the connection string points to the correct database and whether the .sdf file is damaged. A database-access problem can produce an SQL Compact error even when sqlcese40.dll is present.
Fix 5: Repair broader Windows component corruption
SFC and DISM are secondary fixes for this file. They can repair protected Windows components or broader image corruption, but they will not reconstruct a privately deployed SQL Compact folder inside an application directory.
- Open Start.
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application.
Success means the commands complete without reporting an unrepaired problem and the original application now loads. If the error remains, repair the owning application instead of assuming Windows should contain this DLL.

Fix 6: Install pending Windows updates
Windows Update is not a replacement for the application’s installer, but it can resolve general servicing or compatibility problems.

- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the computer.
- Test the application again.
Do not expect Windows Update to supply a vendor’s private SQL Compact deployment.
Fix 7: Check drivers only when the failure is broader
A driver is not the normal cause of a missing sqlcese40.dll, and updating a graphics or storage driver will not replace an application DLL. Consider this step only if the application also crashes with device-related errors or Windows reports wider hardware problems.

- Expand the device category related to the reported problem.
- Right-click the device.
- Select Update driver.
- Select Search automatically for drivers.
- Restart Windows if prompted.
You can also visit the hardware manufacturer’s official support page for the exact model. What not to do
Do not download the DLL by itself
Random DLL download sites sites can provide malware, the wrong architecture, or a version that does not match the application. Copying an isolated file often leaves companion DLLs, manifests, or Visual C++ dependencies missing.
Use the official Microsoft runtime or the application’s official installer instead.
Do not copy it into System32
The filename does not prove that sqlcese40.dll belongs in C:WindowsSystem32. Private deployment is common for SQL Server Compact, and forcing a copy into a system folder can create version conflicts or cause the wrong process to load it.
Do not run regsvr32 on sqlcese40.dll
regsvr32 is intended for DLLs that provide the DllRegisterServer entry point. sqlcese40.dll is a storage-engine runtime DLL, not a standard self-registering repair target.
SQL Compact components such as sqlceca40.dll or sqlceoledb40.dll may have separate registration or manifest requirements in specialized deployments. That does not make this command a normal fix:

regsvr32 sqlcese40.dll
Only use regsvr32 when the application’s official deployment instructions explicitly require it and name the correct component.
Do not use System Restore first
Use System Restore only when the problem clearly began after a recent change and a suitable restore point exists. It is a recovery option, not the normal solution for a missing application runtime.
If none of the fixes work
Collect these details before contacting the application vendor:
- The application name and executable path
- The complete error text
- Whether Windows is 32-bit or 64-bit
- Whether the application process is x86 or x64
- The folder where the application expects SQL Compact files
- Whether the program is a desktop app, game, launcher, or IIS site
- Any recent antivirus quarantine or Windows update event
- Event Viewer entries from the same time
- Whether
sqlcese40.dllexists and which companion files are beside it
A dependency trace can show which module Windows failed to load, but the application vendor may ultimately need to rebuild or migrate the program. SQL Server Compact 4.0 reached extended-support end on July 14, 2021, so it is legacy software even though Microsoft’s download page remains available. Microsoft records that status in its SQL Server Compact 4.0 lifecycle information.

Is sqlcese40.dll a Windows system file?
No. It is a Microsoft SQL Server Compact 4.0 storage-engine component used by applications. It may be installed globally, but it may also be stored privately beside the program that needs it.
Should I install x86 or x64?
Match the package to the application process. A 32-bit program on 64-bit Windows generally needs the x86 runtime.
Why did reinstalling SQL Server Compact not help?
