Fix them by checking every certificate name, tracing CAA from the exact hostname through its parent domains and any CNAME target, then correcting the issuer policy or the DNS infrastructure. A domain does not normally need a CAA record: when none exists, any CA can issue if all other validation checks succeed.

What a CAA record does
Certification Authority Authorization (CAA) is a DNS resource record defined by RFC 8659, published by the Internet Engineering Task Force in November 2019. It lets a domain holder specify which certificate authorities may issue certificates for that domain. CAA reduces the chance of an unintended CA issuing a certificate, but it does not prove domain control, replace certificate validation, or guarantee issuance. CAA conformance is necessary when a policy exists; the CA must still complete its normal validation and certificate-profile checks.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDigiCert explicitly states that a CAA record is not required for a TLS/SSL or Secure Email certificate. With no CAA record anywhere in the applicable DNS search, any CA may issue if its other requirements are met. A restrictive policy changes that default: only an issuer named by the policy can issue.
CAA is therefore an authorization control, not an allow-list for every step of certificate approval. A CA still has to perform domain-control validation, such as an HTTP, DNS, or email challenge, and must meet the rules for the requested certificate type. Conversely, passing a challenge does not override a CAA restriction. The two checks are independent and both must succeed.

How a CA finds the applicable policy
CAA evaluation follows DNS rules rather than simply reading the record at the hostname shown in your browser. For each requested fully qualified domain name (FQDN), the CA:
- Queries the exact name.
- If no CAA set is found, searches successive parent labels toward the DNS root.
- Stops at the first CAA set it finds. A parent policy therefore covers subdomains unless a closer subdomain publishes its own policy.
- Follows a CNAME, when present, and evaluates the target domain’s CAA policy.
Every name in the certificate request matters. A certificate with multiple Subject Alternative Names (SANs) requires an acceptable result for each SAN. A wildcard request is checked as a wildcard name and can be governed by a separate issuewild rule.

Why a parent record can unexpectedly block a subdomain
Suppose example.com authorizes one CA. A request for shop.example.com inherits that policy unless shop.example.com has a closer CAA set. Adding a record at the apex does not automatically authorize a second CA for a subdomain; you must either add that CA to the applicable set or publish an overriding set at the closer name.
This inheritance is useful for centralized certificate automation, but it can surprise teams that manage subdomains independently. A delegated subdomain may have its own authoritative zone and policy, while an undelegated name continues to inherit from the parent. Record placement should match administrative ownership: document who controls the apex, each delegated zone, and any hostname-specific override.
Why CNAMEs complicate troubleshooting
If www.example.com is a CNAME, the CA follows the alias. The target’s CAA policy can authorize the request, restrict it to another CA, or be unreachable. Inspect both the alias and its target instead of assuming the zone containing the alias controls issuance.
CDN and hosting providers commonly use CNAMEs for customer hostnames. Their target can change during a migration, so a certificate renewal may begin failing even though your local zone was not edited. Record the target returned at the time of the order and check whether the provider documents a required CAA policy in its managed zone.
CAA record syntax and tags
A CAA record has three meaningful parts: a flag, a tag, and a value. The common form is:
example.com. CAA 0 issue "ca.example"
| Part | Meaning |
|---|---|
| Flag 0 | Non-critical property. A CA can process the record normally. |
| Flag 1 | Issuer-critical property. A CA that does not understand the property must reject issuance. |
| issue | Authorizes a CA to issue ordinary certificates for the name. |
| issuewild | Controls authorization for wildcard issuance. |
| iodef | Provides a reporting destination for policy violations; it does not itself authorize issuance. |
The value is the CA identifier, not necessarily the marketing name printed on its website. For example, the documented Let’s Encrypt value is letsencrypt.org. DigiCert documentation uses digicert.com and other DigiCert issuer identifiers for particular services. Use the identifier specified for the exact certificate product and validation path.
Do not copy an identifier from an unrelated product page. A public TLS service, a private PKI service, and a Secure Email product can publish different identifiers or apply different checking rules. Confirm the current value in the CA’s technical documentation, especially after changing products, account types, or validation methods.
Ordinary and wildcard authorization
An ordinary authorization can look like:
example.com. CAA 0 issue "letsencrypt.org"
For deliberate wildcard control, publish an issuewild record naming the permitted CA, for example:

Check both tags when a wildcard fails. A policy that works for www.example.com is not proof that the requested *.example.com name is authorized.
Ordinary and wildcard orders may appear together in one certificate request. Treat them as separate authorization decisions and verify the result for each name. If your organization never uses wildcards, a restrictive wildcard policy can reduce the chance that an automated system obtains broad coverage accidentally; ensure that the policy matches your documented issuance process.
A step-by-step workflow for fixing an issuance error
1. List the CA and every requested name
Record the CA attempting issuance and the complete certificate order: the common name, every SAN, and any wildcard. Do not troubleshoot only the name visible in a control panel. One unauthorized SAN is enough for the order to fail.
Also note whether the order is a renewal, a replacement, or a new certificate. Automation may reuse an old SAN list that includes a retired hostname. Removing an obsolete SAN can fix the order without changing DNS, while adding a new SAN requires a fresh CAA evaluation.
2. Query the exact hostname and its parents
Use a DNS diagnostic tool such as dig against the exact FQDN:
dig CAA www.example.com
Then query the parent names that could supply an inherited policy:
dig CAA example.com
dig CAA com
In practice, public suffixes and registry zones are not under your control, so the useful search normally ends at the zone apex. Confirm which response is authoritative and whether a closer subdomain record overrides the apex record. Run the same checks for every SAN and wildcard name.
Use authoritative queries when possible, not only a browser-based checker. A recursive resolver can show cached data, hide which nameserver answered, or continue returning an old response during the TTL. Compare the answer section, status code, authority section, and DNSSEC indicators. An empty answer with NOERROR is materially different from SERVFAIL or a timeout.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →3. Inspect CNAME targets
Check for aliases:
dig CNAME www.example.com
If a CNAME exists, query CAA on its target and follow any additional DNS indirection. A target policy that omits your CA can block issuance even when the alias’s zone appears permissive.
Look for loops, stale targets, and targets in a different provider account. A CNAME target that is deleted or intermittently unavailable can create a timeout rather than a clear policy denial. Ask the hosting or CDN provider whether it expects customers to publish a CAA record at the customer name or whether its target zone supplies the policy.

4. Compare the policy with the CA identifier
Read each applicable issue and issuewild value exactly, including spelling and punctuation. If the policy names another CA, add a separate authorization for the intended issuer, or remove the restriction only if your security policy permits unrestricted issuance. Do not substitute a product name for the identifier documented by the CA.
If several CAA records exist in the same set, the intended CA must be represented in the relevant tag. Keep the change narrow: adding the new issuer before a migration avoids a renewal gap, while deleting all restrictions broadens authorization to every CA and should be treated as a deliberate security decision.
5. Check wildcard rules separately
For a wildcard order, query the wildcard’s base name and inspect issuewild. Make sure the requested CA is authorized for that wildcard and that no closer record changes the result. Test an ordinary SAN and a wildcard independently when both appear in one order.
6. Distinguish a policy denial from a DNS failure
A normal CAA answer can show a valid restrictive policy, while an error such as SERVFAIL, NOTIMP, or a timeout means the CA could not complete the lookup. Capture responses from each authoritative nameserver rather than relying on one recursive resolver.
A policy denial is usually repeatable and specific: the same issuer is absent from a valid CAA set. An infrastructure failure can vary by resolver, location, or nameserver. That distinction determines whether you edit records or open a DNS incident.
7. Correct the DNS infrastructure
For SERVFAIL, investigate DNSSEC validation first, then authoritative-server availability and response correctness. With DNSSEC enabled, repair broken signatures, expired keys, missing DS records, or inconsistent signing across nameservers. If DNSSEC is not in use, an authoritative server that does not implement CAA should return NOERROR with an empty answer for an unsupported CAA type; returning NOTIMP is a server-side standards problem that belongs with the DNS provider.

For timeouts, check firewalls, anti-DDoS middleware, network reachability, and whether every authoritative nameserver is online and answering CAA queries. A CA needs a usable authoritative response from the DNS service, not merely an answer from an internal resolver.
8. Wait for DNS convergence and retry
CAA records have a TTL, so recursive resolvers may retain the old policy after you edit it. Verify the new answer at the authoritative servers first, then allow the previous TTL to expire before judging recursive results. Let’s Encrypt recommends trying its staging environment to separate transient CAA failures from a persistent policy or DNS configuration error. Staging does not prove production issuance will pass; it is a safer diagnostic retry.
Do not repeatedly submit production orders while a DNS change is still propagating. Repeated failures can trigger CA rate limits or obscure the original error in a stream of retries. Save the timestamp of the edit, the configured TTL, and the first successful authoritative response so the CA’s support team can correlate its observation.
Common CAA errors and their fixes
| Error or symptom | What it usually means | Fix |
|---|---|---|
| “CAA records block issuance” | An applicable issue or issuewild record names a different CA. |
Authorize the intended CA in the correct tag, add it to the existing policy, or remove the restriction if permitted. |
SERVFAIL |
Often a DNSSEC validation failure; it can also indicate malformed authoritative behavior or an unavailable nameserver. | Validate DNSSEC and query every authoritative server for consistent, signed answers. |
NOTIMP or another DNS error for CAA |
The authoritative server mishandles an unsupported or unknown CAA type. | Escalate to the DNS provider. The expected response for an unsupported type is NOERROR with an empty answer. |
| Timeout | A firewall, middleware layer, network fault, or downed authoritative server is not answering. | Check reachability, filtering, rate limits, and nameserver uptime. |
| CNAME loop or target conflict | Alias resolution cannot reach a usable policy, or the target authorizes another CA. | Remove the loop, make the target reachable, and align the target’s CAA policy with the requested CA. |
| Wildcard mismatch | The wildcard is governed by a different issuewild policy than the ordinary name. |
Authorize the CA for the wildcard tag and verify the exact wildcard base name. |
Diagnosing SERVFAIL in detail
SERVFAIL is a DNS service failure, not a statement that your certificate request is intrinsically invalid. A recursive resolver commonly returns it when DNSSEC validation fails, but the same symptom can arise when authoritative servers disagree, return malformed data, or cannot be reached.

Check DNSSEC from the outside
- Query the name with DNSSEC data enabled, for example
dig CAA example.com +dnssec. - Compare answers from multiple public recursive resolvers and directly from each authoritative nameserver.
- Look for an expired signature, a missing or incorrect DS record at the parent, an absent DNSKEY, or one nameserver serving a different zone version.
- After repairing the chain, repeat the CAA query until validating resolvers return the same successful result.
Do not disable DNSSEC merely to hide an error unless you have assessed the security consequences and can maintain a correct unsigned configuration. A broken signed zone is worse operationally than a deliberately unsigned zone because validating resolvers may refuse all answers.
Check authoritative handling of CAA
CAA is a DNS record type. Authoritative software and managed DNS services must answer a CAA query correctly even when no CAA records are published. If the server returns NOTIMP, malformed packets, or inconsistent status codes, the CA may stop before it ever finds a policy. Supply the DNS provider with the failing query, the server address, timestamp, and response code so it can reproduce the problem.
When comparing managed DNS services, evaluate DNSSEC signing and key rollover, authoritative uptime, support for CAA and CNAME chains, TTL controls, propagation visibility, and incident response. A low-cost service that mishandles an uncommon record type can create more renewal risk than a service with stronger operational support. A DNSSEC debugger or authoritative-query tool can help verify the provider’s claims, but it does not replace testing every nameserver.
Choosing a CA and DNS arrangement
CAA troubleshooting often exposes an earlier procurement decision. Compare certificate authorities on the validation methods they support, the exact CAA issuer value they require, wildcard eligibility, account or validation-method restrictions, renewal automation, operational support, and pricing. Let’s Encrypt is commonly automated and uses letsencrypt.org; DigiCert publishes digicert.com and related identifiers for its services. Pricing, support tiers, and product requirements vary, so verify them for the certificate type you actually need rather than assuming that a familiar brand uses one universal identifier.
For DNS hosting, compare authoritative availability, DNSSEC correctness, CAA query behavior, CNAME handling, TTL controls, API quality, audit logs, and escalation support. Managed DNS is not mandatory, and a provider is not required to issue a certificate; it is simply an operational choice. If certificate renewal is business-critical, include the cost of support, monitoring, and incident recovery in the comparison instead of looking only at the per-zone fee.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Designing a safer CAA policy
Authorize only the issuers you actually use
Each additional CA in an issue or issuewild set expands the set of organizations allowed to issue. Keep the list aligned with your certificate automation, renewal process, and emergency plan. If you migrate CAs, publish the new authorization before removing the old one so an in-flight renewal does not fail.
Separate ordinary and wildcard decisions
Wildcard certificates cover many hosts, so treat their authorization as a separate decision. Publish an explicit issuewild policy when wildcard issuance needs tighter control than ordinary certificates. Test both certificate types before relying on automated renewal.
Plan for all SANs and delegated zones
Document the CAA policy for every hostname your automation may request, including delegated subdomains and names that resolve through CNAMEs. A policy at the parent can be convenient, but a closer record or a CNAME target can change the effective result.
Keep operational evidence
When changing CAA, record the old and new values, TTL, authoritative nameservers, DNSSEC status, and the intended CA identifier. This makes it possible to distinguish a stale recursive cache from a genuinely incorrect policy during the next renewal.
Coordinate policy with automation
Certificate inventory, renewal jobs, and DNS ownership should share the same source of truth. Before deploying a new automation account, verify that every hostname it may request is covered by the planned issue or issuewild policy. Include CAA checks in a pre-renewal monitor so a change in a parent zone, CNAME target, or DNS provider is detected before an expiry deadline.

When to contact the DNS provider or CA
- Contact the DNS provider when authoritative servers return
NOTIMP, malformed responses, inconsistent data, timeouts, or DNSSEC validation failures. - Contact the CA when authoritative DNS is healthy, the correct issuer identifier is present for every name, and the CA still reports a policy error. Provide the full order names, exact DNS responses, and timestamps.
- Use a staging order where available before repeatedly attempting production issuance, particularly after changing DNS or DNSSEC.
Include packet or command output with sensitive account tokens removed. The useful evidence is the queried FQDN, query type, authoritative server address, response code, answer and authority sections, DNSSEC status, and time in UTC. This lets support distinguish a policy decision from a resolver path or propagation problem.

- A staging retry succeeds before production automation is resumed.
- The certificate order contains no accidental or retired SANs.
- The CAA change, issuer identifier, TTL, and DNSSEC state are recorded for the next renewal.
Frequently Asked Questions
Does every domain need a CAA record?
No. DigiCert states that CAA is not required for TLS/SSL or Secure Email issuance. If no applicable CAA record exists, any CA may issue after completing its other validation checks. Add CAA when you want to restrict which CAs are authorized.
What CAA record should I use for Let’s Encrypt?
Let’s Encrypt documents CAA 0 issue "letsencrypt.org" for ordinary certificates. For wildcard issuance, verify the current Let’s Encrypt guidance and authorize the CA with the applicable issuewild policy.
Why does CAA return SERVFAIL?
SERVFAIL usually indicates DNS infrastructure trouble, especially a DNSSEC validation failure. It can also result from unavailable or inconsistent authoritative nameservers, malformed responses, or a timeout. Check DNSSEC, query every authoritative server, and confirm that responses are consistent.
Can a parent-domain CAA record block a subdomain?
Yes. If the subdomain has no closer CAA set, the first record found while searching from the hostname toward the root applies. Add the intended CA to that policy or publish an overriding set at the closer name.
Why does a CNAME affect certificate issuance?
CAA checking follows CNAME targets. The target’s policy can authorize a different CA, contain no usable response, or be unavailable. Query both the alias and its target, including any additional DNS indirection.
Is issuewild required for a normal certificate?
No. issue governs ordinary names, while issuewild governs wildcard authorization. A wildcard order must be checked against the wildcard policy rather than inferred from an ordinary-name result.
What does a NOTIMP response mean for CAA?
It generally means the authoritative server is mishandling an unsupported or unknown record type. An authoritative server that does not implement CAA should return NOERROR with an empty answer. Give the DNS provider the server address, query, timestamp, and response so it can correct the service.
How long should I wait after changing CAA?
Check that the authoritative servers show the new record first, then allow the previous TTL to expire so recursive caches can converge. Use a staging order where available, and avoid repeated production retries while old answers may still be cached.
The Bottom Line
CAA issuance errors have two broad causes: a valid policy that excludes the requested CA, or DNS that cannot return a trustworthy CAA answer. Check every certificate name, parent policy, CNAME target, and wildcard tag; then repair the issuer record or DNSSEC and authoritative infrastructure. After TTL-driven caches converge, verify with a staging order before resuming production renewal.
