Can you kill, hurt, or rob friendly NPCs?
According to a hands-on preview report published by GamesRadar on August 11, 2024, players cannot kill or steal from friendly civilians. That report is the direct support for the restriction; it describes preview information rather than a comprehensive current specification of every NPC interaction.

The reported restriction is specifically about friendly civilians. It does not establish what happens with every non-hostile character, nor does it document each possible way a player might try to hurt or rob an NPC. Ubisoft’s reviewed official sources do not fill in those details.
Combat and theft still have a place in the game
The civilian restriction does not mean Kay is unable to fight or steal. Ubisoft’s official game page describes Kay as fighting, stealing, and outwitting enemies, with missions involving valuable goods and syndicate infiltration. Its framing places those actions in hostile or mission-related situations.

Ubisoft’s accessibility spotlight also says that Nix can be ordered to automate pickpocketing and attacks, and discusses his interactions with enemies and loot. It does not say that every friendly civilian can be targeted by those actions.
What changed in the post-launch combat update?
Ubisoft’s post-launch developer update gave players more room to take a combat-first approach in some situations around syndicate territories. The update concerns combat freedom and quest restrictions; it does not state that friendly civilians became valid targets. It therefore should not be treated as evidence that the reported civilian restriction was removed.

Nix is a separate case
Friendly civilians and Kay’s companion Nix are distinct cases. In an interview with StarWars.com, Massive Entertainment creative director Julian Gerighty said: “We decided very early on that we weren’t going to hurt Nix. He’s a bulletproof companion.” That statement addresses Nix specifically, not a general rule for all friendly NPCs.
