Ubisoft’s October 2024 first-half FY2024-25 results were more explicit about the game: “This quarter saw the release of Star Wars Outlaws™, which underperformed sales expectations.” Ubisoft’s H1 FY2024-25 release
Those statements compare the game’s performance with Ubisoft’s expectations. They do not say that it sold fewer copies than Avatar: Frontiers of Pandora, and they do not disclose a comparable unit-sales total for either title.

A September 2024 report relaying GamesIndustry.biz head Christopher Dring’s UK launch comparison said physical launch sales for Star Wars Outlaws were 15% higher than for Avatar: Frontiers of Pandora. Game World Observer’s report on the UK comparison
The comparison is limited to physical sales in the UK during the launch period. The report noted that digital-sales data had not yet been released. It therefore cannot establish which game had higher digital sales, worldwide sales or lifetime sales.

What sales figures are available?
The cited Ubisoft financial releases do not provide comparable title-level unit totals for Outlaws and Avatar. Ubisoft’s company-level financial figures should not be treated as copies sold for either game: revenue, net bookings, player counts and sales against an internal target are different measures. So, did Star Wars Outlaws sell worse than Avatar?
It depends on what “sell worse” means. Ubisoft said Outlaws underperformed its expectations; the reported UK physical launch comparison put it ahead of Avatar. The sources cited here do not establish which game has sold more copies worldwide or over its lifetime.
A defensible comparison needs to specify geography, sales channel and time period. The 15% figure is only a UK physical launch comparison, not a global or lifetime verdict.
