Steam Free-to-Play vs. Free-to-Keep Games: What’s the Difference?

Steam free-to-play titles, free-to-keep promotions, and free weekends grant different kinds of access. Here’s how to tell which one an offer provides.

Free-to-play games can be downloaded and played without paying for access to the base game; a limited-time free-to-keep offer requires you to add the game to your Steam account before a deadline. A free weekend is different again: it grants temporary access, not a lasting account license. “Keep” describes an account entitlement, not legal ownership of the game.

How the three Steam offers differ

Free-to-keep promotion Add the game to your account during the offer’s stated claim window. The promotion may provide an ongoing account license after the claim period, as specified by the publisher. The current announcement’s deadline and any region, edition, or eligibility terms. Publisher announcements on Steam are a place to check; confirm the details on the actual offer page.
Free weekend Play a normally paid game during a specified event. Access is temporary and ends with the event unless you separately buy the game or receive another entitlement. The announced end time; a sale may be offered separately. Steam announcements include historical examples of these events.

Steam’s free-games discovery page is useful for finding titles listed as free, but it is a changing catalog, not a list of limited-time promotions. Check the individual game and current announcement for the type of access being offered.

What “free-to-play” means on Steam

Valve’s Steam Support FAQ defines free-to-play games as available to download and play without a subscription or credit card. That describes access to the game; it does not promise that every item, feature, or service within it costs nothing. Steam notes that individual games can set limitations, and their store pages provide the relevant details.

For example, Steam’s current free filter displays games including Counter-Strike 2, Warframe, Dota 2, and Team Fortress 2. These are examples from a live catalog, not a complete or permanent list. Check the store page for the title you are considering to see what is free and whether optional purchases or other requirements apply.

What “free to keep” means—and whether it is yours forever

A free-to-keep promotion is time-limited at the point of claiming: you must add the game to your account within the stated window. If the promotion says the title remains in your account afterward, that means Steam records an account license or entitlement. It does not mean you acquire legal ownership independent of Steam.

Valve’s Steam Subscriber Agreement says, “The Content and Services are licensed, not sold.” For that reason, “added to your Steam account” or “account license” is more precise than saying the game is yours to own outright. The actual promotion announcement determines the claim deadline and any conditions.

How to claim a limited-time free-to-keep game

  1. Open the publisher’s current Steam announcement and verify that the promotion is still active. Old deal articles and past announcements may describe expired offers.
  2. Check the exact deadline, time zone if stated, region or eligibility restrictions, and the edition included. A promotion for one edition does not necessarily include a different edition.
  3. Follow the announcement to the specific Steam product page and use its free claim or add-to-account option before the deadline.
  4. After claiming, check your Steam account’s library to confirm the game appears there. Keep the announcement’s terms in mind if it describes any conditions.

Examples that show the difference

Catch Me!: a deadline, then an account entitlement

ByteRockers’ Games announced that Catch Me! could be claimed “for free to keep forever” within a 48-hour period. Its announcement referred to a July 15–17 offer; that historical window has expired, so it is an illustration of how a claim deadline works, not a current deal. The publisher’s wording describes the offer, while Valve’s account terms still govern the license. Read the publisher’s Steam announcement.

Metro: Last Light: the edition matters

A May 18, 2023 Steam announcement offered the original Metro: Last Light Complete Edition free to keep if claimed before May 25, 2023, and distinguished it from the paid Redux version. That offer has expired. It illustrates why readers should check exactly which edition a promotion covers rather than assuming that similarly named versions are included. PAYDAY 2: a free weekend is not a free-to-keep claim

Valve’s announcement archive includes PAYDAY 2 notices for both permanent-to-account free promotions and separate free-weekend play windows. Those historical events show that a game can be offered under more than one access model at different times; an event granting temporary play does not itself add the paid game permanently. Can you play a free-weekend game after the weekend?

Assume not: a free weekend is temporary access that ends at the announced time. To continue playing, you generally need to buy the game unless the announcement explicitly grants another entitlement. A discount offered during the event is a separate purchase offer, not proof that the game has been added to your account.

Where to verify an offer before acting

  • For a free-to-play title, use its Steam store page to check restrictions, paid content, and any account requirements.
  • For a free-to-keep promotion, rely on the publisher’s current announcement and linked product page for the deadline and included edition; do not treat a historical offer as live.
  • For a free weekend, check the event’s end time and whether the announcement separately offers a purchase discount.
  • For any offer, confirm its availability on the actual Steam page. Region-specific availability and deadlines can differ.
