Buying a Steam key elsewhere can add the same kind of license to your account, but the outside seller—not Valve—handles the purchase and most problems. Before paying, verify that the listing is specifically for Steam, works in your region, and comes from a seller whose support and refund terms you can accept.
What is a Steam game key?
A Steam key is a unique, single-use alphanumeric code that you activate on Steam to add a product license to your account. Valve provides keys to developers for distribution through retail and other stores, as well as for purposes such as testing and press access. An outside key is therefore not automatically illegitimate—but the fact that Steam keys exist for third-party sales does not certify every seller or listing. Valve’s Steamworks documentation describes how keys are issued and distributed.
Steamworks also warns that fraudsters have impersonated journalists or storefronts to obtain keys for resale. That is a risk category Valve identifies, not evidence that all third-party keys are fraudulent. The relevant question is whether the exact key and seller are appropriate for your purchase.
Steam Store vs. an outside Steam key

Valve’s standard refund window is not an unconditional guarantee: exceptions and category-specific rules apply, and Steam may review requests outside the usual criteria. Its published policy was last updated 23 April 2024, so check the live Steam refund policy before relying on it. The policy also notes that consumers in some jurisdictions may have additional rights if a game is faulty.

How to check a Steam key before buying
- Confirm Steam activation. The listing or delivery information should say that the product is for Steam registration. Steam Support says this should be identified on the retail packaging or in the email that delivers a digital key. A code intended for another platform can return an “Invalid Product Code” error. See Steam Support’s retail CD key guidance.
- Check region and conditions. Look for region restrictions, activation requirements, and any stated platform or client limitations. Do not assume that a low price means the key will activate in your country or is equivalent to the Steam Store offer.
- Check the publisher’s retailer guidance. If the publisher identifies retailers for the specific game, use that information to assess the store. Steamworks documentation confirms that developers can distribute keys elsewhere; it does not verify every seller.
- Read the seller’s refund and support terms. Find out who handles a code that is invalid, already used, or later revoked, and what evidence or deadlines the seller requires. The seller’s rules—not Steam’s Store refund window—govern an outside purchase.
- Compare the full offer. Compare the final price and applicable region, plus when the key can be activated. Steamworks says standard release keys may unlock only when the game releases on Steam, so a key listing is not necessarily an early-play offer.
Refunds: where to ask for your money back
If you bought directly from Steam
Steam’s standard refund rule for eligible games and software applications bought on the Steam Store is a request within two weeks of purchase and with less than two hours of playtime. You can still submit a request outside those limits for review, but the standard criteria are not a promise that every purchase will qualify. Use Steam’s live refund policy for the current details and any category-specific exceptions.
If you bought a key elsewhere
Valve states, “Valve cannot provide refunds for purchases made outside of Steam (for example, CD keys or Steam wallet cards purchased from third parties).” Start with the seller’s refund policy and support channel. Steam Support likewise directs buyers with an unregistered retail or digital key to the retailer, and its revoked-key guidance points third-party purchasers to the seller.

What if a Steam key is invalid or revoked?
Invalid or already-used code
First make sure the code is intended for Steam and that you entered it in the correct place. If Steam reports an invalid product code and you are certain the key has never registered successfully, Steam Support says to contact the retailer for a replacement. For a digital purchase, that means the seller from whom you bought it; retain the order confirmation and the exact error message.
Revoked key
A publisher can revoke a key—for example, if it was time-limited or the publisher determines it was obtained fraudulently. Steam says revocation removes the game license from the account but does not restrict the account. If you bought the key from a third party, Steam directs you to contact the seller to request a refund. Read Steam Support’s revoked CD key guidance.

Is it better to buy a Steam key or buy directly?
Buying directly is the simpler choice if you want Steam to be the seller and to use Steam’s refund process. An outside key may be a reasonable alternative when the exact offer is clearly for Steam, fits your region and activation needs, and the seller’s refund and support terms are acceptable. A discount by itself cannot establish a seller’s authorization, key provenance, or suitability for your region. If you cannot verify those details, choose the Steam Store or a retailer the game’s publisher identifies for that title.
