Steam Removed Dozens of Adult Games in July 2025: What Changed

Steam’s July 2025 rule added payment-provider standards to its publishing restrictions. Valve cited payment availability when retiring games, but did not name the titles or give a final count.

Steam added a broad payment-provider clause to its publishing rules on 16 July 2025, then Valve said it was removing certain games after being notified they might violate those standards. Reports described dozens of delistings, but Valve did not name the games or publish a total. The change did not amount to a blanket ban on adult games: Steam already restricted some adult content, and the new clause focused on standards set by payment processors and related networks.

What Steam’s new adult-content rule says

On 16 July 2025, Steamworks onboarding guidance added a restriction under “What you shouldn’t publish on Steam”: “Content that may violate the rules and standards set forth by Steam’s payment processors and related card networks and banks, or internet network providers. In particular, certain kinds of adult only content.” Ars Technica reproduced the updated wording.

The clause does not name a payment processor, identify a particular standard, or list which adult themes are disallowed. Its wording is broad: it makes possible violations of payment-provider and network standards a publishing concern, while specifying that some adult-only content is particularly relevant.

How this differs from Steam’s previous restrictions

Steam already prohibited explicit images of real people, adult content that was not appropriately labeled or age-gated, and material exploiting children. The July 2025 addition brought payment infrastructure standards directly into Steam’s listed publishing restrictions; it did not create Steam’s first rules about adult content. Why Valve said it removed games

Valve told GamingOnLinux that it had been notified that certain Steam games “may violate” rules and standards set by its payment processors and related card networks and banks. Valve said it was retiring those games from sale because losing payment methods could prevent customers from purchasing other games and content on Steam. It also said affected developers were being contacted directly and would receive app credits if they had another game they wanted to distribute. GamingOnLinux relayed Valve’s statement on 17 July 2025.

That is Valve’s stated business rationale: protecting payment availability for Steam purchases generally. The statement does not establish that a named card network ordered each removal, say which standards were at issue, or confirm that any particular game violated a published rule.

How many games were removed—and what is known about them?

Contemporaneous reporting based on SteamDB observations described dozens of games disappearing. Ars Technica noted titles referencing incest and some sex games with slavery or prison imagery; Windows Central also reported dozens of sexually explicit games vanishing over roughly 48–72 hours. These reports indicate the observed scale, not an audited final count. No source reviewed provides a definitive Steam total or a complete list of affected titles. Ars Technica and Windows Central reported on the SteamDB observations.

A separate figure sometimes cited in coverage should not be confused with Steam’s removals. The Guardian reported that more than 20,000 games had been removed from itch.io’s NSFW category since 16 July; that number concerned itch.io, not Steam. The Guardian said Steam’s total remained unclear. The Guardian’s report distinguishes the platforms.

Where the campaign fits—and what it does not prove

The Guardian reported that Australian advocacy group Collective Shout campaigned against the game No Mercy and later said more than 1,000 supporters contacted payment processors after it published an open letter. Valve’s public explanation was that it had been notified by payment processors. The documented timeline places the campaign alongside the policy change, but does not establish that the campaign alone caused the rule or that the group targeted every delisted game. The Guardian reported the campaign and its chronology.

What remains uncertain

  • Valve did not publicly identify the removed Steam games or give a final removal count.
  • The clause does not specify the third-party standards or adult themes that may trigger a restriction.
  • Valve’s statement describes notification and a risk to payment availability; it does not name a processor as the source of a specific order against a specific game.
  • Steam’s rules and individual game availability may have changed since the July 2025 reporting.
