If a Steam download is paused, stuck at “Starting download,” or keeps stopping, first check the Downloads queue and available space on the drive that holds the game. Then match the fix to the symptom: a zero network reading with disk activity may mean Steam is processing files, while a disk error or one game repeatedly failing points toward the library, storage, or that game’s files. Work through the least disruptive steps first; clearing the cache or switching regions cannot fix a full or failing drive.
First, identify what Steam is doing
Open Steam > Downloads and look at the item’s status, error text, and network and disk activity. A low or zero network rate does not always mean the download has failed: Steam may be unpacking, decrypting, applying, or verifying data already on the drive.
- Paused or queued: Resume the game and check whether another download or update is ahead of it.
- Network at 0 B/s, disk active: Give Steam a little time to process files and watch whether disk activity or progress changes before interrupting it.
- Network and disk both idle: Check for a pause, queue, bandwidth limit, schedule, connection issue, or client problem.
- Stops at the same percentage: Check free working space, library write access, security-software events, and drive health.
- Only one game fails: Start with that game’s library and installed files. If every title fails, investigate Steam, the network, and security software first.

Try the low-risk checks first
- In Steam > Downloads, resume the affected item. Pause or cancel other downloads temporarily and check whether another title is installing or updating first.
- Read the message beneath the progress bar, if there is one. A disk or content-file error calls for storage troubleshooting, not just a network reset.
- Check free space on the drive containing the Steam library. Updates can need extra temporary room to unpack or apply files, and the amount varies by game and update.
- Review Steam’s download limits and schedule. Make sure an unintended bandwidth cap or schedule is not holding the download; labels and placement may differ between client versions. A bandwidth limit more often slows a download than stops it entirely.
- Exit Steam using Steam > Exit, then reopen it. If Steam does not close on Windows, check Task Manager for a remaining
steam.exeprocess. Restart the computer too if Steam or the operating system recently updated.
Check whether the problem is Steam, the game, or your connection
Try a small download from another Steam title, if available, and try an ordinary download in a browser. If practical, test the Steam account on another network or try a different library drive. Check whether other devices or applications are using the connection. These comparisons help narrow the cause; a browser download working does not rule out Steam-specific network filtering, a library problem, or a content-server issue.

Do not assume Steam is experiencing an outage because one download stalls. Check Steam’s official support channels and community announcements for current service information; a general troubleshooting article cannot establish a live outage.
Reset Steam’s download cache
Use this when a queue is stuck, Steam remains at “Starting download,” or the client appears to be retrying a download without progress. It resets locally cached download-related configuration so Steam can reacquire it from its servers. It is not a repair for a full drive, failed storage, inaccessible library, or blocked Steam connection.
- Open Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if Steam asks, then retry the download.
Steam describes this option in its [installation and update troubleshooting guide](https://help.steampowered.com/en/faqs/view/21F5-8D5D-0141-7A5E). It clears download-related cached data; it is not a command to remove installed games.

Try a nearby download region
A selected content server can be congested or malfunctioning. Testing another nearby region can help distinguish that from a local client or storage fault, but the farthest region is not automatically faster and a change may worsen performance or latency. Switch back after the test if it does not help.
- Open Steam > Settings > Downloads.
- Under Download Region, choose another nearby region.
- Restart Steam if prompted and retry the download.
Steam’s [support guide](https://help.steampowered.com/en/faqs/view/21F5-8D5D-0141-7A5E) recommends changing regions as a troubleshooting step for a slow or malfunctioning server.
Repair the library that contains the game
If Steam cannot write to its library, downloads and updates can fail even when the connection is fine. Current clients commonly manage libraries under Settings > Storage, rather than the older “Steam Library Folders” location some guides describe.

- Open Steam > Settings > Storage.
- Select the drive or library containing the affected game.
- Open its three-dot menu and choose Repair Folder or Repair Library, depending on the client’s label.
- Wait for the repair to finish, then retry the download.
Steam’s [installation and update troubleshooting guide](https://help.steampowered.com/en/faqs/view/21F5-8D5D-0141-7A5E) explains library write-access troubleshooting. Avoid broadly granting “Everyone” full control or permanently weakening security settings to work around a permissions problem.
- If the library is on an external drive, confirm it is connected, powered, mounted, and has the same drive letter or mount point Steam expects.
- Steam installations and updates can be unreliable on network shares compared with a local drive.
- If the filesystem or mount permissions do not allow Steam to write, fix the underlying issue or use a compatible local library.
When Steam reports a disk or content-file error
For Disk write error, Disk read error, or Content file locked, follow a storage-focused branch before rebuilding files. These errors can result from low space, permissions, security software, a disconnected drive, filesystem problems, or another process holding a file. Persistent read errors deserve particular caution: back up important data if the drive is slow, disconnects, or repeatedly reports errors.

- Exit Steam and restart the computer.
- Check antivirus or endpoint-security notifications, quarantine, and blocked-event history. If a product identifies Steam or a game file as blocked, use a narrow exception only when appropriate.
- Confirm the drive is connected and writable. If possible, test the game in another library or on another drive.
- Use the operating system’s disk-health and filesystem-checking tools. Back up important data before repeated repair attempts if the drive shows signs of trouble.
For Content file locked, a restart can release a file another process has held. If the same file locks again, inspect its path and security-software history rather than deleting unrelated Steam folders. If just one game or update is stuck
Verify an installed game’s files
- Open Library and right-click the game.
- Select Properties > Installed Files > Verify integrity of game files.
- Let verification finish; if Steam replaces missing or damaged files, allow the additional download to complete.
File verification is most useful for an installed game with damaged or missing files, not as a general fix for a connection problem. It can trigger further downloads and may remove files that differ from the expected installation, including some modifications. Rebuild only the affected download
If the same title still fails, pause and resume it once, restart Steam, clear the cache, and repair its library before considering a reinstall of the game. If Steam identifies corrupt update files, prefer Steam’s own uninstall and reinstall controls over manually deleting folders. Preserve relevant save data and configuration files, and check whether saves are synchronized through Steam Cloud before removing game content. Antivirus, ransomware protection, third-party firewalls, VPNs, proxies, parental controls, corporate filtering, and some overlay or storage utilities can interfere with a download or file write. Treat these as possible causes, especially when Steam reports a write or locked-file error, not as a default explanation.

- Check security software’s blocked and quarantined-event history first.
- If a product identifies Steam as blocked, consider a narrowly scoped exception for the affected Steam program or file.
- For a brief test, disconnect a VPN or proxy, retry, and reconnect it immediately afterward if it does not help.
- Do not leave protection disabled, and do not download Steam files from unofficial mirrors.
Platform-specific checks
Windows
Check Windows Update, Windows Security and firewall event history, ransomware-protection notifications, and the destination drive’s error status. Confirm which drive contains the Steam library, particularly if Steam itself and the games are installed on different drives. Do not run broad permission-changing or file-deletion commands as a first fix.
macOS
Install macOS updates when troubleshooting system-level issues; macOS drivers are not updated separately in the way they commonly are on Windows. Disk Utility’s First Aid can help check filesystem issues, but back up important data first. Steam’s [support guidance](https://help.steampowered.com/en/faqs/view/21F5-8D5D-0141-7A5E) includes operating-system-specific troubleshooting.
Linux and Steam Deck
Confirm the library’s filesystem is mounted and writable, and check space on both the library and relevant home or storage partition. On Steam Deck, distinguish internal storage, microSD, and external drives. Trying a different Proton compatibility tool is relevant to launch problems after a download, not a normal fix for a download that will not complete. Avoid applying Windows paths or permissions instructions unchanged to Linux or SteamOS.
Reinstall Steam only after the targeted fixes
Reinstalling can replace damaged client files, but it will not fix a failing drive, full disk, blocked network, or one broken game depot. Before proceeding, confirm the issue is not limited to one game or library, back up saves that are not in Steam Cloud, and note any custom library locations. Preserve the steamapps folder if you want to avoid downloading its game content again, and verify the exact uninstall procedure for your setup: uninstalling Steam can remove game content depending on the method and library location. When to contact Steam Support
Contact Steam Support if every title still fails after the client, region, network, and library checks; if you cannot authenticate or download content you own; if availability appears limited to your account or region; or if a healthy, writable drive still produces the same content error. Include the exact error text, whether one game or all games are affected, which library drive is involved, and which troubleshooting steps changed the behavior.
