The operating system did not decide raw performance on its own: the handheld’s APU, power limit, cooling, display, drivers, battery, and game settings often mattered more.
This is a retrospective 2025 buying guide. Features and official hardware support have continued to change, so do not treat a 2025 verdict as a current statement about every handheld or later SteamOS release.

The simplest summary is: SteamOS was the better handheld gaming interface; Windows 11 was the more universal PC gaming platform.

SteamOS is Valve’s Linux-based operating system, designed around Steam Deck-style controller use. It runs many Windows games through Proton, a compatibility layer. Windows 11 is Microsoft’s general-purpose desktop operating system, adapted by manufacturers with software such as Armoury Crate SE, Legion Space, and similar control centers.

They are not equally supported on every device. Steam Deck is the reference platform for SteamOS. Valve’s SteamOS page listed Steam Deck and Legion Go S as officially supported hardware at the time of the cited listing, rather than promising universal support for every AMD handheld. A community Linux distribution such as Bazzite may provide a SteamOS-like experience on additional devices, but it is not the same product or support arrangement as Valve’s SteamOS.
Why SteamOS felt better on a handheld
SteamOS boots into a controller-friendly gaming interface instead of presenting a small Windows desktop. The Steam library, downloads, controller layouts, screenshots, performance controls, per-game settings, and community configurations are integrated into one environment.
Its Game Mode is designed for a handheld. You can usually navigate with sticks and buttons, change frame-rate or power settings, and return to games without reaching for a mouse. Desktop Mode remains available for browsing, file management, Linux applications, and installing non-Steam software.

SteamOS also offered a more coherent suspend-and-resume experience. That is a design advantage, not a guarantee: online games may disconnect, and some games fail to resume cleanly on either operating system.
Valve reported more than 18,000 compatible titles on its SteamOS page when it was crawled. That is a dated, changing snapshot—not a permanent promise that every Steam game works. SteamOS uses Proton because most Windows PC games do not have native Linux versions.
Why Windows 11 remained the safer universal platform
Windows runs native Windows PC games and has the fewest compatibility layers. It was the safer choice for PC Game Pass downloads, Windows-only launchers, specialist utilities, many competitive games, and heavily modded titles.
Windows also remained the better fit when the handheld doubled as a small computer. Office software, VPN clients, creative applications, browser extensions, peripherals, external displays, docks, and enterprise tools generally target Windows first.

The cost was friction. A Windows handheld may require Windows Update, graphics-driver updates, firmware updates, manufacturer control software, Steam, Xbox, Epic, EA, Ubisoft, Battle.net, and several overlay or input systems. Its touchscreen desktop can be awkward for file management, notifications, launchers, and settings.
Microsoft and ASUS announced the ROG Xbox Ally line in 2025 with an Xbox-oriented full-screen experience, aggregated game access, and handheld-focused Xbox features. Xbox said the interface could surface games from Steam, Xbox, Battle.net, and other PC storefronts. Those improvements were particularly associated with the ROG Xbox Ally hardware and evolving software rollout; they did not mean every Windows 11 handheld automatically had the same interface.
Game compatibility: Windows wins breadth, SteamOS can be excellent
Windows 11 was the straightforward choice if your priority was “install the PC version and troubleshoot as little as possible.” SteamOS could run a large portion of the Steam catalog, but compatibility depended on Proton, the game’s launcher, DRM, codecs, controller support, and anti-cheat configuration.
Valve’s Steam Deck labels were:
- Verified: works without configuration changes under Valve’s criteria.
- Playable: works, but may require manual configuration or touchscreen and keyboard input.
- Unsupported: not currently considered playable on the device.
- Unknown: not tested or lacking enough information.
Verified does not mean perfect. A game can pass the rating and still have small text, a troublesome launcher, poor performance, controller-glyph problems, or later updates that change its behavior. Playable and Unknown titles deserve an individual check before purchase.

SteamOS can also run non-Steam applications from Desktop Mode and add them to Steam, as explained in Valve’s Steam Deck FAQ. That is not equivalent to the standardized installation and update experience on Windows.
Anti-cheat is the most important SteamOS check
Do not assume that all multiplayer games fail on Linux. Some Easy Anti-Cheat and BattlEye configurations work through Proton when the developer or publisher enables and configures support.
However, Valve states that kernel-space anti-cheat solutions are not currently supported in Proton, and some providers remain unsupported. This makes Windows 11 the safer option for live-service shooters, competitive multiplayer, and games with frequently changing anti-cheat systems.

Before choosing SteamOS, check every important multiplayer game individually. A game that launches successfully in single-player may still reject online play.
PC Game Pass: a clear Windows advantage
For downloadable PC Game Pass games, choose Windows 11. Microsoft’s PC Game Pass requirements specify Windows 10 or 11 version 22H2 or later for the PC app.
SteamOS does not provide the same native PC Game Pass installation experience. You can instead use Xbox Cloud Gaming in a browser, stream from another Windows PC or Xbox, or attempt workarounds. Those are separate from installing PC Game Pass games locally and depend on subscription availability, region, network quality, and the particular title.
Xbox Play Anywhere ownership also does not automatically make a game a native SteamOS installation. Availability depends on the title and service.
Battery life and performance: avoid universal claims
SteamOS could feel more efficient because its supported hardware, power controls, frame limiting, scaling, and game interface were closely integrated. That does not prove that SteamOS always delivered longer battery life or higher frame rates.

Battery life depended on:
- APU and memory configuration
- Power or TDP mode
- Battery capacity
- Screen resolution, refresh rate, and brightness
- Frame-rate cap and graphics settings
- Game engine and background processes
- Drivers and firmware
Windows could perform competitively when properly configured, and could be faster when a game had a native Windows implementation, better Windows drivers, or required vendor features. A faster Windows handheld could also outperform a slower SteamOS device.
When comparing results, separate average frame rate from 1% lows, stutter, input latency, shader compilation, battery efficiency, setup time, and reliability after updates. Without controlled testing on identical hardware and settings, claims that one operating system is always faster or uses a fixed percentage less battery are not reliable.

Updates, troubleshooting, and maintenance
SteamOS
SteamOS uses a curated, image-based approach that keeps much of the operating system controlled by Valve. Additional desktop applications are commonly handled through Flatpak. This reduces routine desktop maintenance, but it does not remove troubleshooting: Proton versions, shader caches, game updates, compatibility tools, and community fixes can still matter.
Valve’s support guidance recommends checking for system updates and restarting when dealing with instability, and warns that third-party applications can create problems. A game-specific fix may stop working after an update.
Windows 11
Windows offers broader software support and can be easier to diagnose because games and utilities target it directly. It also creates more maintenance points: Windows updates, AMD or Intel graphics drivers, firmware, manufacturer utilities, launchers, overlays, and controller software.
Windows background processes, notifications, duplicated launchers, and conflicting input tools can affect the handheld experience. Its advantage is breadth; its disadvantage is that you may need to manage that breadth.

Windows 11 was generally better for Epic, GOG, EA, Ubisoft, Battle.net, mod managers, ReShade, trainers, save editors, capture tools, hardware monitoring, and utilities that expect Windows paths or registry entries.
SteamOS could support many of these through Proton, manual installers, compatibility prefixes, launch options, Linux-native alternatives, or Flatpak permissions. The process was less standardized. Launchers might not update reliably, controller mappings could require extra work, and anti-cheat limitations remained even after installation.
If you heavily mod games, depend on a specific Windows utility, or regularly use several PC storefronts, Windows is usually worth the additional interface and maintenance friction.

Docking and desktop use
Windows was the safer recommendation for a handheld intended to replace a laptop. It offered the broadest support for productivity applications, VPNs, accessories, creative tools, external displays, and peripheral configuration.
SteamOS was better when docking meant connecting the handheld to a television, monitor, or keyboard occasionally and then returning to a console-like game interface. Desktop Mode is capable, but Linux software compatibility and permissions can add work.
Hardware-specific caveats
Installing a different operating system can remove manufacturer features. Lenovo states that Legion Space is available only on Windows models and not on configurations shipped with SteamOS. Before replacing Windows on a third-party handheld, verify:

- Sleep and wake behavior
- TDP controls, fan curves, and performance profiles
- Buttons, rear paddles, gyro, and controller mapping
- SD-card behavior and external displays
- USB-C dock compatibility
- Firmware updates and recovery tools
- Biometric hardware and manufacturer utilities
Also confirm that the manufacturer provides a recovery image or activation method before formatting a Windows device. Most Windows handhelds ship with Windows preinstalled, but licensing details can differ on imported, barebones, or gray-market models.
Who should choose each operating system?
Choose SteamOS if you:
- Buy most games through Steam.
- Want a console-like interface and controller-first navigation.
- Play mostly single-player, indie, or offline games.
- Value quick suspend and resume.
- Dislike desktop maintenance.
- Are prepared to check Proton and anti-cheat compatibility.
- Own a Steam Deck and have no Windows-only requirement.
Choose Windows 11 if you:
- Use downloadable PC Game Pass.
- Play competitive games with strict anti-cheat.
- Use Xbox, Steam, Epic, EA, Ubisoft, Battle.net, or other launchers.
- Rely on mods, mod managers, overlays, or Windows utilities.
- Want the handheld to replace a laptop.
- Need broad peripheral, dock, or accessory support.
- Prefer native Windows compatibility over a compatibility layer.
Should you dual-boot?
Dual-booting can combine SteamOS’s handheld interface with Windows access, but it is not maintenance-free. Partitioning mistakes can make one operating system temporarily inaccessible. You must maintain two update systems, duplicate settings, separate shader caches and launcher data, and potentially different drivers and controller behavior.
Consider dual-boot only if you understand recovery procedures and have a specific reason to use both systems. It is a poor solution for someone who simply wants a hassle-free handheld.
Decision tree
- Need PC Game Pass downloads? Choose Windows 11.
- Play competitive games with strict anti-cheat? Choose Windows 11 unless every key title is confirmed to work on SteamOS.
- Mostly play Steam single-player games? Choose SteamOS.
- Use several launchers or heavy mods? Windows 11 is simpler overall.
- Mostly emulate or play indie games? Either can work; SteamOS is usually more console-like, while Windows offers broader tool compatibility.
- Buying a third-party AMD handheld? Compare official SteamOS support with the manufacturer’s Windows drivers, recovery image, and control software before changing the OS.
Bottom line
For a Steam-first handheld gamer in 2025, SteamOS was the better overall experience: simpler navigation, integrated controller features, convenient suspend/resume, and less desktop clutter. For a buyer who needed PC Game Pass, competitive multiplayer, multiple launchers, heavy modding, Windows utilities, or laptop-like use, Windows 11 was the safer and more capable platform.
Choose the operating system according to the games and services you actually use. Do not choose based only on battery claims, a compatibility-label color, or the assumption that SteamOS is universally faster or Windows is universally unpleasant.
