Steam generated an estimated $4.3 billion in game revenue in 2017, according to SteamSpy creator Sergey Galyonkin’s presentation at GDC 2018. The estimate was not an audited figure reported by Valve. The same presentation was reported to find that the top 100 games accounted for about half of that estimated revenue—a striking concentration, but one that needs to be read alongside SteamSpy’s methodological limits.
What did Steam make in 2017?
SteamSpy estimated Steam game revenue at $4.3 billion for 2017. Game Developer reported the figure from Galyonkin’s GDC 2018 presentation. It describes an estimate of revenue generated on the store from game sales; it is not Valve’s reported accounting, Valve’s net income, Valve’s share of sales, or a verified audited gross total. Game Developer’s March 22, 2018 report attributes the figure to Galyonkin and SteamSpy.
The estimate is historical: it concerns 2017 and should not be treated as a measure of Steam’s present-day revenue or the current distribution of sales.
How much did the top 100 games account for?
Reporting on the SteamSpy presentation said the top 100 games generated about 50% of estimated Steam game revenue in 2017. Galyonkin characterized the finding this way: “Half of all the money is made by a small subset of games,” as quoted by Game Developer. The presentation reportedly counted 21,406 games on Steam at the time, including 7,696 released during 2017; the top 100 were roughly 0.5% of that 21,406-title total.

That concentration is an estimate from SteamSpy’s data, not a Valve-published breakdown of revenue by title. It indicates how the estimated store revenue was distributed across games, not how much each developer or publisher ultimately kept.
Why PUBG stood out
Galyonkin was reported as estimating that PlayerUnknown’s Battlegrounds (PUBG) sold close to 28 million copies and generated about $600 million in revenue. Compared with SteamSpy’s $4.3 billion estimate, $600 million is roughly 14%. That percentage is arithmetic based on two estimates reported from the presentation, not a separately reported or audited share.

PUBG was one of the 12 titles in Valve’s Platinum tier for 2017, but Valve’s ranking does not confirm either the $600 million figure or SteamSpy’s overall total. The two sources used different measures and did not publish matching revenue totals.
What Valve’s official 2017 list does—and does not—show
Valve published its own Steam “Best of 2017” retrospective. Its top-seller ranking included revenue from game sales, in-game transactions, and downloadable content (DLC). Valve divided the top 100 into rank bands rather than disclosing precise revenue for each game:

Valve’s list is useful for seeing which games ranked highly by its broader revenue measure, but it cannot be used to verify SteamSpy’s $4.3 billion estimate. SteamSpy’s reported estimate covered game sales and excluded DLC and in-app purchases, while Valve included sales, in-game transactions, and DLC. The scopes differ, and Valve did not publish title-level revenue figures.
Among the games reported in Valve’s Platinum tier were Ghost Recon: Wildlands, Grand Theft Auto V, Ark: Survival Evolved, Rainbow Six Siege, Divinity: Original Sin II, Warframe, PUBG, The Witcher 3, Dota 2, H1Z1, Counter-Strike: Global Offensive, and Rocket League. These names illustrate the range of top-ranked titles; the list does not provide a financial breakdown for them.

How SteamSpy produced its estimate—and its limits
Game Developer reported that SteamSpy sampled around 800,000 Steam user profiles per day and used a three-day sample to estimate game ownership through Steam’s API. Galyonkin reportedly warned that the data were not real-time and could take several days to catch up. The method estimated owners and players rather than directly measuring completed purchases.
- It could not identify where a copy came from. A profile’s game ownership did not tell SteamSpy whether the game had been bought on Steam, acquired elsewhere, or obtained for free.
- It did not track refunds. Ownership estimates therefore could not fully reflect refunded purchases.
- Small games were particularly difficult to estimate. Game Developer reported that SteamSpy’s figures were very inaccurate for smaller titles.
These limits matter when interpreting both the total and the concentration estimate. The figures are useful as a snapshot of the scale and skew suggested by SteamSpy’s sample, not as exact store accounting or a precise ledger of sales by game.

How to read the headline figure
The clearest answer to “Did Steam make $4.3 billion in 2017?” is: SteamSpy estimated that Steam game sales generated that amount, and contemporary reporting said about half came from the top 100 titles. Valve’s own retrospective confirms that a set of games ranked above others under a broader revenue measure, but it neither confirms the estimate nor reveals exact earnings. All these figures describe 2017, not today’s store.
