Steam’s UK Credit-Card Age Check Targets Some Mature-Content Games—not Every PEGI 18 Title

Steam has begun asking users in the UK to add a valid credit card before viewing certain mature-content game pages and community hubs. The rollout, reported from 29 August 2025, is linked to Valve’s response to the UK Online Safety Act—but it does not mean every PEGI 18 game is blocked.

Steam has begun asking users in the UK to add a valid credit card before they can view certain mature-content game pages and associated community hubs. The change was reported from 29 August 2025 and is Valve’s response to the UK’s new online-safety age-assurance obligations.

That headline needs an important qualification: the evidence does not show that every PEGI 18 game is blocked, or that every UK adult needs a credit card to buy or play mature-rated games. Testing reported so far points mainly to listings associated with sexually explicit or adult content. Many conventional PEGI 18 action, horror and violent games have reportedly remained searchable and accessible without the same prompt. (PC Gamer’s testing and report)

What is changing on Steam in the UK?

When the requirement appears, a UK user must be signed in to an active Steam account, opt in to viewing mature content through the account settings, and add a valid UK credit card for age assurance. The reported requirement is that the card remains stored on the account; the available evidence does not show that the user must make a purchase with it.

In practical terms, the age gate can prevent access to:

  • some Steam store pages for sexually explicit or otherwise adult-content games;
  • associated community hubs and related content; and
  • potentially other listings that Steam classifies within the affected mature-content categories.

It is not currently possible to give a reliable, official title-by-title list. Valve’s public-facing explanation, as reproduced in reporting, does not define every affected category or identify every game covered by the rollout.

Does this apply to every PEGI 18 game?

No—not according to the evidence currently available. “Mature content” is a broad description. It can include sexual content, graphic violence, strong language, drug use and other material. The reported Steam restriction appears narrower in practice than the phrase might suggest.

Testing described by PC Gamer found that the gate was particularly associated with games labelled “Adult Only” or otherwise connected with sexual content. Conventional PEGI 18 titles, including mainstream violent or action games, reportedly remained available without the same credit-card check.

That does not guarantee that a particular PEGI 18 game will always be accessible. Steam’s behaviour may depend on the game’s content descriptors, the account’s region and configuration, and changes to Valve’s implementation. The safest description is that UK users may need a valid credit card to access certain mature or sexually explicit Steam pages and community hubs.

What kind of card does Steam require?

A Steam Wallet code, gift card or prepaid code is not the same thing as a credit card. Nor should users assume that an ordinary debit card will satisfy the check.

Ofcom’s age-assurance guidance distinguishes a credit card from a debit card. A credit card is tied to borrowed funds and, in the UK, generally requires the holder to meet an age threshold. A debit card draws on a current account, and the account holder does not necessarily have to be 18. For that reason, Ofcom says debit-card checks alone are not capable of meeting the relevant highly effective age-assurance standard.

Some users have reported that particular debit cards worked for them. Those reports are anecdotal and may reflect account history, card issuer, region or an implementation detail that Valve has not documented. They should not be treated as a dependable workaround. The same applies to Steam Wallet cards and prepaid payment codes: they can fund purchases, but there is no evidence that they satisfy this age check.

Will the card be charged?

The available reporting indicates that the card is being stored as an age-verification signal, not that users must buy a game. There is no evidence that adding the card automatically purchases anything.

Users should still read Steam’s on-screen confirmation carefully before submitting payment details. As with any stored payment method, the normal risks apply: unauthorised account access, fraud, accidental purchases and the need to remove outdated cards. Never give a Steam password, card number or security code to a third-party “age-verification” website.

Why is Valve doing this?

The background is the UK Online Safety Act 2023. From 25 July 2025, platforms came under duties to protect children online, including using highly effective age assurance where necessary to prevent children from accessing pornography and certain other primary-priority harmful content.

The Act does not literally say that Steam must require a credit card. It creates legal duties and a regulatory framework overseen by Ofcom. Valve chose the payment-card approach as its way of demonstrating adulthood for the relevant content. The distinction matters: the government set the compliance obligation; Valve selected the mechanism.

Ofcom’s guidance lists credit-card checks among methods that can be highly effective in establishing that someone is an adult. However, its later review also explains that a credit-card check cannot distinguish a 16- or 17-year-old from an adult. If a service needs to make that finer distinction, it needs a different method. That broader regulatory point does not establish that Steam currently offers another UK verification option. (Ofcom’s age-assurance review)

Valve says the approach is more private than face scans or identity documents

Valve’s reported rationale is privacy minimisation. Instead of asking users to send a passport, identity card or facial scan to a separate age-verification company, Steam can use payment information that it already processes for purchases. Valve says payment providers will not receive the user’s content preferences through the age check, and that the process does not disclose which mature games the user is viewing to those providers or other third parties. (Valve’s explanation as reported by PC Gamer)

That is Valve’s stated design rationale, not an independent security audit. Keeping identity documents and face scans away from an external verifier may reduce the amount of sensitive information that users submit to another company, but storing payment credentials still creates ordinary account-security, fraud and data-retention considerations. Ofcom says services must consider privacy and data-protection obligations when operating age assurance, including when systems are outsourced.

Can users still play games they already own?

The evidence does not establish a universal rule that the gate prevents launching every already-purchased game. Reporting and user accounts suggest that some people could continue playing games in their libraries while being unable to view particular store pages or community hubs.

That distinction is important. A store-page restriction is not necessarily a purchase restriction, and neither is automatically a game-launch restriction. Steam may handle those parts of the service separately. Exact behaviour can vary by account, region and content classification, so users should check the specific message shown by Steam rather than assume that ownership has been revoked.

What should UK users do if the prompt appears?

  1. Confirm that you are on the real Steam client or Steam website. Do not enter payment details into a link sent by an unknown account or displayed on an unofficial site.
  2. Check the game’s classification. A PEGI 18 rating alone does not prove that the title is covered by this particular gate.
  3. Review the account settings prompt. Steam’s reported flow asks the signed-in user to opt into mature-content access before adding the card.
  4. Use only a card you are authorised to use. Do not assume that a gift card, prepaid code or debit card will meet the requirement.
  5. Do not buy a credit card solely as a workaround without considering the implications. The requirement is controversial precisely because it can exclude adults who do not have, or do not want to store, a credit card.
  6. Contact Steam Support if the result seems inconsistent. Include the account region, the exact title and the wording of the prompt, but never send your full card number or security code in a support message.

What remains unclear?

Valve has not published a complete public list of affected games or a fully detailed definition of “mature content” for this rollout. It is also not established that the requirement behaves identically across every UK account, store region, account location or future Steam client version.

There is also no confirmed promise that Valve will permanently use credit cards as its only UK method. The company could add another age-assurance option, change which categories are gated or adjust the flow as regulatory expectations develop. Until Valve documents those details, claims that every PEGI 18 game is blocked—or that a particular payment product definitely bypasses the check—go beyond the evidence.

The practical takeaway

For UK Steam users, the new rule is best understood as a targeted age gate rather than a blanket ban on PEGI 18 games. Since late August 2025, some adult-content store pages and community hubs have required a valid stored credit card as proof of adulthood. The requirement arises from Valve’s chosen response to the Online Safety Act, not from a law specifically ordering Steam to collect credit cards.

Adults who do not have a credit card—or who object to storing one on Steam—may be unable to access some affected pages until Valve offers another verification method. A Steam Wallet card can pay for games, but it is not evidence that the account holder is an adult and should not be treated as a solution to the age-assurance prompt.

Frequently Asked Questions

Do all PEGI 18 games on Steam require a credit card in the UK?

No. Evidence so far points mainly to sexually explicit or adult-content listings. Some conventional PEGI 18 games have reportedly remained accessible without the same check.

Do I have to buy something with the credit card?

The reported requirement is that a valid card be stored on the account for age assurance. There is no evidence that users must make a purchase with it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will a debit card or Steam Wallet card work instead?

Not reliably. Ofcom distinguishes credit cards from debit cards because debit-card holders do not necessarily have to be 18. Anecdotal reports of debit cards working should not be treated as a guaranteed workaround.

Did the UK government specifically mandate credit cards on Steam?

The law requires platforms to use effective age assurance in relevant circumstances; it does not specifically order Steam to collect credit cards. Valve selected card verification as its implementation method.

Can I still play a mature game I already own?

The gate may affect access to store pages and community hubs without necessarily preventing a user from launching a game already in their library. The exact behaviour can vary by title and account.

The Bottom Line

Bottom line: UK Steam users may need to store a valid credit card to view certain sexually explicit or other adult-content pages and community hubs. The change does not currently prove that every PEGI 18 game is blocked, that users must purchase anything, or that a Steam Wallet card or debit card will work as a substitute.
