You get it as a random drop while gathering ginseng plants, so the practical approach is to harvest plants along routes such as Squall Hideout in Chapter 2 or Towers of Karma—not to look for a guaranteed chest.
What Steel Ginseng does
Steel Ginseng’s effect is immediate: using the Gourd grants a moderate amount of Focus. That is the qualitative description listed by Wukong Wiki and Gamer Guides; neither provides a verified numeric amount, so it is not possible to say exactly how much Focus it restores.

Where to find Steel Ginseng
Steel Ginseng is obtained randomly by gathering ginseng plants. Harvesting plants is the route to pursue; the cited guides do not establish a guaranteed chest pickup, fixed spawn, or drop chance.

Try the Squall Hideout route
In Chapter 2, gather the Aged Ginseng plants along the path from the Squall Hideout shrine toward the Man-in-Stone. GameSpot’s Soaks guide describes this as a place to try, not a guaranteed Steel Ginseng drop.
Try Towers of Karma
Wukong Wiki also points to harvestable ginseng plants near Towers of Karma in the Valley of Ecstasy. Gather plants as you pass through; the route is a farming suggestion rather than a promise that Steel Ginseng will appear on a particular plant.

How to use the Soak
Once you have Steel Ginseng, equip it in an available Soak slot through the game’s Gourd setup. When you use the Gourd, its effect provides Focus immediately. Your number of slots is governed by your Drink, while holding up to three copies is the maximum listed for Steel Ginseng; the sources do not establish any stacking behavior beyond those details.

Available item listings describe Steel Ginseng as a Rare Soak and reproduce its effect as a “moderate amount” of Focus. They do not establish an exact Focus value, drop probability, reset interval, or patch-specific changes. Its listed flavor text is “When energy overflows, let it flow; when energy wanes, let it grow.”
