The first act is set in Kokura, Fukuoka, a steelmaking city where Makoto’s journey in Japan begins after a life-changing encounter at sea. SEGA has not published an official transcript or shot list for this specific trailer, so the reliable explanation is based on the game’s announced story and setting rather than an invented scene-by-scene reading.
What is the Act 1: Kokura trailer about?
Act 1 takes place in Kokura, Fukuoka, in 1915. SEGA describes the city as home to one of the world’s largest steelworks and crowded with hardworking laborers. That industrial setting establishes the social world Makoto enters: a rapidly changing Japanese city shaped by heavy industry, dangerous work and sharply divided fortunes.

The wider story covers 50 years and five eras and cities. Kokura is the starting point, followed by Kure in 1929, Minami in Osaka in 1943, Atami in 1951 and Shinjuku in 1965. The trailer title therefore identifies both the first chapter and the historical period in which Makoto’s long journey begins.
Who is Makoto Daito?
Makoto is a teenager born to an American father and a Japanese mother. After both parents die, he travels to Japan, his mother’s homeland. SEGA’s story description opens in San Francisco in 1915, where a young man slips aboard a suspicious ship at night. A fateful encounter during the voyage changes his life and leads into the Kokura chapter.
#1 Best Overall
- Face Down Fate: San Francisco, 1915. Orphaned and persecuted for his mixed American and Japanese heritage, young Makoto Daito sneaks aboard a mysterious ship. Rejected by the United States, he risks everything to seek belonging in his mother’s homeland: Japan.
- 5 Eras, 5 Cities: The story unfolds across a version of Japan that may have existed in another life, immersing you in 5 sprawling cities: 1915, Kokura, Fukuoka; 1929, Kure, Hiroshima; 1943, Minami, Osaka; 1951, Atami, Shizuoka; and 1965, Shinjuku, Tokyo.
- Extreme Violence: Experience this struggle through the raw brutality of an evolving combat system that feels alive. You won't just control Makoto Daito, you'll become him—moving his left and right sides independently to attack, defend, and force your way to victory.
- Life of a Showman: Early on, Makoto's guide and mentor discovers his hidden talent for music, and before long, Makoto finds himself not only singing a tune or two but stepping into the role of a showman, producing a variety of incredible acts throughout all of Japan.
- Collector's Edition includes: STRANGER THAN HEAVEN Base Game (Xbox Series X|S or PlayStation 5), Deluxe Upgrade & Pre-Order Bonus DLC Codes, Exclusive SteelBook Case, Exclusive 12-Inch Vinyl Record, and Exclusive Collector’s Edition Box
The official synopsis deliberately leaves key questions open: what Makoto finds in Japan, who he meets and how his journey develops across five decades. The trailer should be read as a story setup, not as confirmation of unannounced plot twists.
Where is Kokura in STRANGER THAN HEAVEN?
Kokura is in Fukuoka Prefecture on Japan’s northern Kyushu island. In the game’s 1915 setting, its identity is closely tied to steel production. That gives Act 1 a distinct environment from the later locations: the city is presented as an industrial center bustling with laborers rather than a generic historical backdrop.

How combat works in the opening chapter
Makoto’s fighting system is built around independent control of his right and left arms. SEGA says players can combine quick jabs with charged strikes, tackle vulnerable opponents, catch incoming attacks for instant counters and use weapons including knives, hammers and swords.
Core combat actions
- Independent arms: control Makoto’s right and left attacks separately.
- Jab-to-charge chains: link rapid punches into heavier charged blows.
- Tackles: exploit enemies who are left vulnerable.
- Attack catches: intercept an incoming strike to trigger an immediate counter.
- Weapons: fight with knives, hammers and swords alongside hand-to-hand attacks.
SEGA characterizes the combat as visceral street fighting carried across turbulent historical eras. The announced mechanics suggest that timing, positioning and switching between bare-handed attacks and weapons are central to Makoto’s encounters.

Music and city-making beyond the fights
Makoto is also portrayed as a showman. He searches for singers and musicians, then creates songs from sounds found in each city. The examples given by SEGA include brooms, trains, snoring, animals and brawls. This system ties the changing locations to the soundtrack: everyday noise becomes material for performance, giving the historical cities an interactive musical identity.
