SEGA’s September 17, 2026 Tokyo Game Show presentation introduced opening-scene footage for Stranger Than Heaven and highlighted three of its five settings: Kokura, Fukuoka; Kure, Hiroshima; and Minami, Osaka. The footage and accompanying details connect these distinct city eras to exploration, local activities, character growth, combat, and show-business gameplay. The game is scheduled for January 15, 2027. SEGA’s TGS announcement
What the trailers show in Kokura and Kure
SEGA presents the two cities as different snapshots of industrial Japan, separated by 14 years. Kokura is set in 1915, with ironworks, factory chimneys, trains and trams among older streets. Kure, set in 1929, is shaped by its naval port, shipbuilding, slopes and waterways, alongside a growing leisure culture. These are depictions of the game world, not evidence that every detail is historically documentary.
| Setting | Era | SEGA’s description | Activities and context shown |
|---|---|---|---|
| Kokura, Fukuoka | 1915 | A busy laboring city where older streets sit alongside ironworks, factory chimneys and modern transport. | Shops and facilities, arm wrestling, menko, beigoma, exploring homes, fishing and riding trams. |
| Kure, Hiroshima | 1929 | A naval-port city associated with shipbuilding and naval culture, with slopes, waterways and an emerging leisure scene. | Many activities also found in Kokura, plus a public bath and tehonbiki, a gambling game. |
| Minami, Osaka | 1943 | An entertainment district under wartime strain, with shortages and controls contrasting with bright streets and dark alleys. | Show business becomes a focus for Makoto, including finding performers and producing shows. |
The locations are not limited to scenery: SEGA ties the city visits to activities and systems that shape Makoto’s progress. Its TGS presentation names the activities and city details; the historical setting should be understood as the publisher’s designed version of these places.
How the three cities fit the larger story
Stranger Than Heaven spans five eras and cities, from 1915 to 1965. SEGA describes the setting as an imagined “Japan that might have been.” The protagonist, Makoto Daito, is a teenager born to an American father and Japanese mother who leaves San Francisco for Japan after being treated as an outcast. SEGA’s overview introduces the character and premise, while the official game site lists the settings:

A hands-on preview notes that the demo carried a disclaimer saying the game is “in no way a reproduction of actual history.” That qualification is important: the locations evoke specific periods and real cities, but the work is framed as an imagined version of Japan rather than a documentary reconstruction. Activities, progression and combat
SEGA says everyday actions such as exploring, eating and spending time in town contribute to Makoto’s development and unlock skills. Alongside the local diversions in Kokura and Kure, the TGS presentation describes fishing, home exploration and travel by tram, giving the cities more to do than simply move through their streets.
