Strategy was the top mobile-game genre by in-app purchase (IAP) revenue in Q4 2024, according to Sensor Tower’s quarter-end reporting. Six of the quarter’s ten breakout games by IAP revenue were strategy titles. That was a spending result—not a download lead: puzzle, simulation and arcade games together topped 7 billion downloads, while strategy downloads grew 26% but ranked comparatively low.
What “dominated” means in Sensor Tower’s Q4 report
The claim concerns mobile-game spending through in-app purchases. GamesBeat’s February 28, 2025 summary of Sensor Tower’s Digital Market Index coverage says strategy ranked first among gaming genres for Q4 2024 IAP revenue, ahead of RPG and puzzle. It also reports that six of the quarter’s top ten breakout games, ranked by IAP revenue, were strategy titles. The summary does not give a specific Q4 dollar total or market share for strategy, so the ranking should not be translated into an exact revenue figure.
GamesBeat’s Q4 2024 summary names Whiteout Survival, Last War: Survival and Age of Empires Mobile among the strategy games featured in the breakout results.
Strategy led revenue, not downloads
Genre rankings depend on what is measured. In the same Q4 account, puzzle, simulation and arcade games collectively exceeded 7 billion global downloads. Strategy downloads increased 26% year over year, but the genre remained comparatively low in the download ranking. That growth rate does not mean strategy was among the leading genres by installs, nor does it establish that strategy spending grew by the same amount.

Keep Q4 results separate from 2024 totals
Sensor Tower’s later full-year estimate puts global mobile-game IAP revenue at $82 billion in 2024, up 4% year over year, and identifies Strategy and RPG as the year’s top-performing global genres. That annual finding is useful context for the quarter, but it is not a Q4 strategy revenue figure or a quarter-specific ranking. Sensor Tower also estimated that 2024 players spent 3.5 trillion hours in mobile games, an 8% annual increase; sessions rose 12%, while 49 billion new game downloads were 7% lower year over year. These are whole-year market measures, not Q4 genre comparisons. Sensor Tower’s 2025 State of Mobile Gaming report provides the annual figures.
Subgenre shifts offer additional context
Sensor Tower’s August 2024 Gaming Spotlight described earlier changes in revenue share among subgenres—not a Q4 ranking of broad genres. It highlighted gains for 4X Strategy, Coin Looters and MOBA, naming Last War: Survival Game, MONOPOLY GO! and Brawl Stars as leaders in those respective subgenres. The company characterized the movements as small, measured in fractions of percentage points. They help explain which types of games were attracting spending attention earlier in the year, but should not be treated as proof of the size or cause of strategy’s Q4 lead. Why spending and installs tell different stories
A genre can generate substantial IAP revenue without leading in download volume: a download count measures installs, while IAP revenue measures purchases made inside games. The Q4 findings show that distinction clearly. Strategy’s leading revenue rank and strong breakout-chart presence coexisted with a comparatively low download position. The available Q4 summary reports rankings and selected figures, not a full genre-by-genre revenue table or detailed methodology, so it does not establish the precise gap between strategy and other genres or explain what caused it.

Sensor Tower reported that games leveraging Live Ops models accounted for 84% of global mobile-game IAP revenue in 2024. In its March 11, 2025 announcement, CEO and cofounder Oliver Yeh said the ecosystem had matured as developers focused on retention, engagement and monetization, adding that studios had adopted Live Ops and hybrid monetization amid rising user-acquisition costs. This is Sensor Tower’s explanation of the broader annual market, not a demonstrated cause of strategy’s Q4 ranking. The same full-year announcement said Last War: Survival, Brawl Stars and MONOPOLY GO! each exceeded $1 billion in consumer spending during 2024; those annual totals should not be mistaken for Q4 earnings.
