For raids, the best choice depends on the boss, its typing, your Pokémon’s moves, and the ranking metric. Broad rankings can help you find candidates, but boss-specific counters are the more useful answer when you need to win a particular raid.
What “strongest attacker” means in Pokémon GO
This guide focuses on raid PvE. A ranking for raids does not automatically apply to Max Battles, gyms, Team GO Rocket, or Trainer Battles, which use different mechanics and assumptions.

Even within raids, “strongest” can mean different things: fastest damage, most damage before fainting, or the fewest trainers needed to win. Those measures can favor different Pokémon, so treat any ranking as an answer to a specific question—not a universal tier list.
Current broad rankings—and why they differ
Two current ranking snapshots illustrate why a single all-purpose list can mislead. Pokébattler’s [Best Raid Attackers in Pokémon GO (all types)] aggregates results across raid bosses. Its retrieved page puts Mega Mewtwo Y first, with Psycho Cut and Future Sight+, followed by Mega Mewtwo X with Psycho Cut and Dynamic Punch+. Mega Delphox and Mega Rayquaza also appear among the first six displayed entries. These are live snapshot placements, not permanent standings.

Pokébattler’s displayed Mega Mewtwo Y entry shows 482 matchups, an estimator of 0.58, and 5,364 points. The estimator is an estimate of trainers needed to win, not DPS or a percentage; lower is better. The number of matchups and points are ranking-table values, not a direct measure of damage against every boss.
[Dittobase’s overall attacker ranking], updated October 6, 2026, instead ranks by eDPS. With its default Level 40, 15/15/15 IV, no-weather, no-friendship, and no-Party-Power assumptions, it lists Mega Rayquaza with Dragon Tail and Dragon Ascent at 24.00 eDPS and 585.3 TDO. Under the same baseline, it lists Shadow Regigigas at 18.89 eDPS and 372.6 TDO, and Baxcalibur as the top non-Legendary, non-Ultra Beast attacker at 15.76 eDPS and 291.6 TDO. These are Dittobase’s 2026 figures under that stated setup.

The lists answer different questions. Pokébattler aggregates across raid matchups and displays matchup-oriented results; Dittobase’s eDPS ranking emphasizes sustained damage while accounting for relobby downtime. Their scores should not be combined as if they were the same measurement or a head-to-head test.
How to choose an attacker for a specific raid
- Identify the raid boss and its typing. A broad ranking is only a starting point. Use a boss-specific counter list or simulation to account for the actual matchup.
- Check the assumed moves. A species’ name alone does not tell you how it performs. Fast and charged moves, their energy and duration, and type effectiveness all affect its damage cycle. Moves that share the Pokémon’s type can benefit from the same-type bonus.
- Choose the metric that matches your goal. Use DPS or eDPS to compare damage speed, TDO to consider damage dealt before fainting, and estimator to consider approximate trainer requirements for a raid win. These values are not interchangeable.
- Review the scenario settings. Level, IVs, weather, friendship, Party Power, inclusion of Mega, Primal, or Shadow Pokémon, and dodging can change the order of a ranking.
- Account for survival and relobbying. A high-damage attacker may faint sooner. Relobby time can affect practical raid output, and Dittobase’s eDPS methodology includes relobby downtime; its relobby time can be configured.
Pokébattler recommends simulations for counters against individual opponents. Its [raid results] are simulated rather than hand-curated and can change when Niantic changes moves, stats, or the raid rotation.

Why moves and survival change rankings
Move performance is more than the charged move’s headline power. The move cycle, energy generation, and type effectiveness influence how much damage an attacker can deliver over time. Energy that is not used efficiently and damage breakpoints can also affect a matchup. Pokébattler’s [Professor Willow’s Handbook] explains these concepts; its historical numeric examples should not be treated as current universal rules.
DPS describes sustained output from the selected moves, while TDO estimates damage dealt before the attacker faints and reflects both the attacker and incoming boss damage. For team planning, survival and the time lost to relobbying can matter as much as a high short-term damage rate. The appropriate trade-off depends on the raid and the metric you are trying to improve.

Raid rankings are not rankings for every battle mode
Pokébattler documents raid parties of six Pokémon and notes that a Mega or Primal evolution can boost other trainers in the lobby. Its Max Battle teams use three Pokémon and separate attacker, healer, and tank roles. Team GO Rocket has different mechanics, including three-versus-three battles and shields, so raid counters do not transfer directly.
Trainer Battles are different again: the official [Pokémon GO Trainer Battle update] describes turn-based mechanics, including end-of-turn damage resolution and swaps resolving before damage. A raid attacker list therefore cannot establish who is strongest in PvP.

When to check rankings again
Rankings can shift after changes to moves, stats, or the active raid rotation. Pokébattler’s [release notes] record Version 8.17.58, dated September 18, 2026, and say its rankings and counter lists include the September 8 balance update. Its September 19, 2026 Version 8.17.59 note describes a fix to Max Battle attacker/tank sorting and re-simulation of affected Max Battle lists. Check the date and mode of a list before relying on its ordering.
