Tencent on the U.S. Section 1260H List: What the Pentagon’s Listing Means

Tencent was named on the Pentagon’s Section 1260H list in 2025 and remained listed in a 2026 update. Here’s what that means—and what it does not establish for U.S. gamers.

The U.S. Department of Defense added Tencent Holdings Limited to its Section 1260H list of Chinese military companies in January 2025, and a June 2026 update continued to name the company. This is a Defense Department listing with defense-procurement implications—not, on the evidence cited here, a general U.S. ban or a sanctions designation. Tencent disputes the decision and says its inclusion is a mistake.

What happened to Tencent?

On January 7, 2025, the Department of Defense published a Federal Register notice naming Tencent Holdings Limited among the entities it determined qualify as Chinese military companies under Section 1260H. The January 2025 notice says the law requires the Secretary of Defense to identify and publish the list annually through December 31, 2030, including its unclassified portion in the Federal Register.

A later notice, published June 10, 2026, again names Tencent. It states that Tencent is “indirectly affiliated with the PLA (Section 1260H(g)(2)(B)(i)(I)).” The 2026 notice gives that statutory rationale, but the cited passage does not detail the evidence specific to Tencent.

Why was Tencent listed?

The public 2026 notice gives the government’s stated basis as an indirect affiliation with the People’s Liberation Army (PLA), under the cited clause of Section 1260H. The Department of Defense describes the broader list as part of efforts to highlight and counter China’s Military-Civil Fusion strategy. The public rationale cited for Tencent does not provide further company-specific detail, so it does not support speculation about the underlying evidence. The department’s explanation of the list describes the wider policy context.

Tencent rejects the designation. In its January 7, 2025 announcement, the company said it was “neither a Chinese military company nor a military-civil fusion contributor to the Chinese defense industrial base” and called its inclusion a mistake. That is Tencent’s position, not a government reversal or an independently established finding. Tencent’s announcement said it would seek reconsideration and discussions with the Department of Defense; the Associated Press reported that the company also reserved the possibility of legal measures.

Does the listing ban Tencent in the United States?

No general consumer ban is established by the cited notices. Section 1260H is a Defense Department list with procurement implications. Tencent said its inclusion relates to U.S. defense procurement and does not affect the group’s business generally. The Associated Press likewise distinguished this list from U.S. sanctions and export-control measures, and reported a procurement restriction taking effect in June 2026. The AP report provides that context.

That distinction matters: calling Tencent “sanctioned” or saying the listing bans its services would overstate what these sources establish. The listing alone does not show that ordinary consumers are barred from using Tencent services, including WeChat or Tencent games. Nor does the general procurement framing settle how a particular affiliate, contract, or transaction is treated; those questions depend on the applicable rules and circumstances.

What does the list mean for gamers and Tencent services?

The cited material concerns the company’s inclusion on a defense-related list, not a consumer restriction on games, WeChat, or other Tencent services. It therefore does not establish that players in the United States must stop using Tencent games or that those services are being removed from sale. Any claim about a specific product or transaction would require separate, current evidence.
