The best horror game of all time is Silent Hill 2. It is the rare game in which story, symbolism, sound, monsters, level design, and multiple endings all express the same psychological horror. For most new players, the 2024 remake is the right starting point; the original remains historically essential and has a meaningfully different atmosphere.

This is a ranking of the 25 greatest horror games as of August 10, 2026, judged by the quality of their horror design, overall game quality, atmosphere, storytelling, influence, longevity, and ability to be experienced today. It is not simply a list of the 25 games most likely to produce jump scares. A game can be frightening but mechanically weak, or less immediately scary while being artistically and historically more important.

Remakes are discussed alongside their originals rather than counted as separate entries. Hybrids are labeled openly: Bloodborne, Resident Evil 4, The Last of Us, and Pathologic 2 qualify because horror meaningfully shapes their systems, worlds, themes, or encounters.

This is a ranking of the greatest complete horror experiences, not a leaderboard of jump scares. The editorial weight is distributed across horror design, overall game quality, atmosphere and sound, lasting influence, and practical longevity. Availability matters, but it is a tiebreaker rather than a reason to erase historically important games.

The list is current to August 10, 2026. Individual games are ranked once, so an original and remake share an entry when they are versions of the same essential work. The recommended edition is identified separately because a remake can improve controls and access without replacing the original’s historical or aesthetic value.

1. Silent Hill 2 — 2024 remake recommended; original essential for history

Verdict: The most complete union of psychological horror, symbolism, sound design, monster design, environmental storytelling, and player interpretation ever put into a horror game.

Why it belongs: Silent Hill 2 makes every major element serve the same emotional purpose. The town’s empty streets, oppressive fog, distorted interiors, monsters, music, camera language, and multiple endings all reflect the protagonist’s inner life. Its horror is not merely about surviving enemies; it is about gradually understanding why the world feels wrong. The 2024 remake expands exploration and modernizes combat while preserving the central ambiguity and emotional weight.

Best version: The 2024 remake is the practical starting point for most new players and is available on PC through Steam. The original remains worth seeking out for its distinct visual rhythm, fixed-camera sensibility, pacing, and historical importance. A remake is not automatically a replacement.

Main caveat: Its themes include grief, suicide, abuse, sexual trauma, and disturbing depictions of violence. It is a poor choice if those subjects are outside your tolerance.

2. Resident Evil 2 — 2019 remake

Verdict: The finest modern expression of classic survival horror, balancing vulnerability, combat, puzzles, exploration, and pursuit.

Horror type: Survival horror, body horror, action horror.

Why it belongs: The police station is an interconnected puzzle box that changes as the player unlocks routes, spends resources, and learns which threats can be fought or avoided. Mr. X creates sustained tension through sound and uncertainty: his footsteps can be heard long before the player knows whether escape is possible. The remake is more readable and accessible than the 1998 original while preserving its core structure.

Main caveat: The scenario structure is more complicated than the marketing suggests. The two character routes are not equally distinct in every detail, and later sections are less consistently tense than the police station.

3. Alien: Isolation

Why it belongs: The Alien is not simply a boss or a sequence of scripted attacks. Its presence changes how the player navigates every corridor. The motion tracker offers information but never complete safety; knowing something is close can be more frightening than not knowing anything. Sound design, lighting, the industrial setting, and limited tools produce an unusually sustained form of dread.

Why it belongs: The early Baker-house sections combine exploration, sound, pursuit, limited resources, and a setting that feels physically contaminated. The first-person perspective makes the family’s violence and the house’s decay unusually immediate. The campaign becomes more conventional later, but its opening is among the strongest starts in modern horror.

Main caveat: The latter half is more action-oriented and less consistently claustrophobic than the Baker-house material.

Why it belongs: The underwater setting is oppressive, but the game’s deepest achievement is narrative. Exploration gradually changes the meaning of what the player sees and does. Questions about memory, continuity, identity, and what makes a person human remain frightening after individual encounters are over.

Why it belongs: The Camera Obscura is both weapon and vulnerability. To defeat ghosts, the player must face them and often wait for the most dangerous moment before taking a photograph. Why it belongs: Its sanity effects can make players question whether the game, save file, console, or television is malfunctioning. An unusual structure spanning characters and historical periods builds a memorable mythology while repeatedly destabilizing the player’s assumptions.

Why it belongs: Slow-motion firefights are still satisfying, but Alma’s appearances and fractured spaces undermine the sense of control that combat creates. The game’s horror works because action and fear are not cleanly separated into different modes.

Best version: The Windows PC edition, with the official PC manual documenting the original structure and technical requirements.

Main caveat: Modern PC compatibility and storefront availability should be tested rather than assumed. Legacy console versions are not necessarily the easiest current route.

Verdict: A top-down survival-horror masterpiece that creates fear through anticipation, limited visibility, and the approach of night rather than jump scares.

14. SIGNALIS

Horror type: Retro survival horror, psychological, science-fiction horror.

Why it belongs: Inventory management, limited ammunition, puzzles, hostile spaces, and a fractured narrative create pressure without requiring constant spectacle. Its retro presentation is not cosmetic; it gives the game’s technological and emotional decay a coherent visual language.

Horror type: Psychological, Japanese, body horror.

Why it belongs: Set in 1960s Japan, the game brings cultural, historical, and visual influences into the series’ psychological-horror framework. Capcom describes it as a survival-horror title, and contemporary coverage has treated it as a significant current release. Verdict: A horror-adjacent character drama whose infected encounters, scarcity, darkness, and sound design frequently function as survival horror.

Horror type: Grounded apocalypse horror, stealth-action hybrid.

Why it belongs: Clickers turn sound into a survival mechanic, while limited ammunition, darkness, stealth, and human violence create sustained vulnerability. The game’s emotional drama is dominant, but its most effective encounters are built around fear of being detected, surrounded, or forced into close combat.
