In Vernworth, chase the hooded man who flees when you approach and use the grab or tackle action to catch him—do not attack him with a weapon. The man is Bermudo. Accepting his offer reportedly ends the quest for 5,000 gold; refusing it leads to an arrest and a later Brant follow-up with a reported 4,000-gold reward. Complete the quest before starting Feast of Deception, which can make it unavailable.
When to look for The Arisen’s Shadow
The quest takes place in Vernworth and is tied to Captain Brant’s objectives. PowerPyx says to complete Seat of the Sovran and at least one other Brant objective before looking for it; GameSpot describes it more generally as becoming active while doing Brant’s quests. Check your quest journal if it has not appeared, and prioritize it before advancing the main story to Feast of Deception: PowerPyx reports that the quest becomes unavailable once that main quest begins.

How to find and catch Bermudo

Search around Vernworth’s marketplace or Merchant Quarter for a hooded man who keeps his distance from other townspeople.

Approach him. He will run; follow him toward the dead-end area east of the Merchant Quarter described by PowerPyx.

When you are close enough, use the in-game grab or tackle action to apprehend him. The exact controller prompt varies by platform.
Do not try to stop him with ordinary weapon attacks. GameSpot warns that attacks can draw the guards’ attention, and Prima Games also recommends tackling him rather than trying to talk first.

Once you have apprehended Bermudo, ask about his identity and mission. The choice is whether to accept his offer or refuse it. The outcomes below are reported by walkthroughs, not independently tested here.

Accepting is the faster route and gives the larger reported immediate payment. Refusing takes longer but follows Brant’s interrogation path and, according to Game8, reveals more about Bermudo and his sponsor.
How to finish the refusal path

Refuse Bermudo’s offer and let Brant take him into custody. Avoid killing Bermudo before Brant can intervene. Game8 warns that killing him may require using a Wakestone to revive him before proceeding.

After three in-game days, return to the Stardrop Inn at night, according to Game8.

Select Brant’s “Tell me of the captured agent” dialogue option. If the timing or dialogue differs in your game, follow the quest journal.
Game8 also reports that this choice affects the later Border Entry Permit: allowing Brant to interrogate Bermudo results in a permit that works regardless of race, while accepting the offer or leaving the quest incomplete yields a Beastren permit. This permit detail is reported by Game8 alone among the walkthroughs cited here, so treat it as less firmly corroborated than the quest’s chase and reward outcomes.
