The Ultimate List of the Best City-Building Games to Play Online

Cities: Skylines is the best overall urban simulator, but Anno 1800, Foundation, Frostpunk 2, Against the Storm, SimCity BuildIt, and Townscaper serve very different players.

For most players, Cities: Skylines is the best city-building game overall. It offers the clearest mix of zoning, traffic, public services, transport, districts, policies, and creative freedom. Choose Anno 1800 for deeper production chains, Foundation for a relaxed medieval town, Against the Storm for replayable settlement runs, or SimCity BuildIt for free-to-download mobile play.

“Play online” can mean different things here. Most games below are downloadable titles purchased through Steam, Epic, console stores, GOG, or mobile app stores. They are not browser games, and many are single-player. Only some support native online multiplayer; community mod sharing and live mobile services are separate from co-op or PvP.

1. Cities: Skylines — best overall for urban planning

Choose it if: you want to design and manage a modern city rather than a medieval village, colony, or temporary settlement.

Cities: Skylines is the safest all-round recommendation because its systems directly match what many players mean by “city building”: road hierarchy, zoning, traffic flow, public transport, utilities, education, health care, police, fire coverage, districts, policies, budgets, and citizen behavior. The game supports a large PC mod and asset ecosystem through Steam Workshop, although console editions do not provide the same experience. 2. Cities: Skylines II — best for ambitious simulation, with caveats

Choose it if: you want the newer, larger-scale version of a modern city simulator and have hardware suited to its demands.

The sequel emphasizes deeper citizen simulation, lifepaths, a living economy, larger construction, pollution, seasons, dynamic weather, and more detailed urban development. Those systems make it the more ambitious option on paper, but not an automatic replacement for the original.

As observed on Steam on August 16, 2026, its English user rating was Mixed: 57% positive across 34,267 reviews. Recent reviews were Mostly Positive at 74% across 779 reviews. These are changing storefront snapshots, not permanent quality scores. The original game showed a 92% positive English rating across more than 100,000 reviews on the same date.

Verdict: choose Cities: Skylines II for its newer simulation ambitions; choose the original if you want the more established and lower-risk recommendation. Verify current performance, DLC, mod support, and platform differences before purchase.

3. Anno 1800 — best for production chains and trade

Choose it if: optimizing factories, workforce, shipping routes, trade, diplomacy, and multiple settlements sounds more appealing than designing roads.

Anno 1800 places city building inside a much larger industrial economy. You manage multi-stage production chains, workforce needs, trade routes, several regions, diplomacy, AI competitors, exploration, and warfare. It includes campaign and sandbox play, and multiplayer support depends on the edition.

This is a long-term management project rather than a quick creative session. Its historical-industrial setting also makes it a poor fit for players seeking a modern urban simulator. The large amount of DLC can make editions confusing, so compare the base game with complete bundles before buying.

Console multiplayer: the Xbox listing for Anno 1800 Console Edition identifies online PvP and co-op for 2–16 players. Confirm that the exact edition you are buying includes the desired multiplayer features.

4. Frostpunk 2 — best for political survival

Choose it if: you want a difficult post-apocalyptic society simulator built around scarcity, factions, districts, and political decisions.

Frostpunk 2 takes place decades after an apocalyptic blizzard. The challenge is not just placing buildings: you must expand districts, manage scarce resources, negotiate with competing factions, and decide what kind of society can survive.

It is not a relaxing sandbox and is less focused on freeform beautification than Cities: Skylines. Foundation uses gridless construction, organic town growth, resource management, and monument building. Its presentation and pacing make it one of the better choices for players who want a calmer experience without abandoning management entirely.

It is not a modern city simulator, and its smaller historical settlements will not satisfy players looking for dense metropolitan planning or industrial logistics. Steam has displayed an Early Access user tag despite listing a January 31, 2025 release, so check the developer and storefront status at the time of purchase rather than relying on a tag alone.

6. Manor Lords — best medieval settlement-and-war hybrid

Choose it if: you want to build a medieval settlement while managing regional logistics and commanding real-time tactical battles.

Manor Lords combines town layout, population, economy, regional development, and warfare. That makes it a strong fit for players who want a living medieval settlement, but a poor choice for anyone seeking a peaceful city-planning game.

Its development status, price, platform availability, and feature set can change. Check the current store listing before buying, especially if you want a finished campaign, particular graphics settings, or controller support.

7. Against the Storm — best for replayable settlement runs

Choose it if: you prefer many challenging settlements to one permanent city.

Against the Storm combines city building, colony management, production chains, procedural maps, multiple species, changing conditions, and roguelite progression. Each settlement is part of a broader campaign, so you repeatedly adapt rather than endlessly perfect one metropolis.

8. Banished — best minimalist survival settlement

Choose it if: you want a focused classic in which food, shelter, tools, labor, health, and population determine whether a small settlement survives.

Banished is conceptually approachable but more punishing than its simple presentation suggests. Population mistakes compound quickly, and the game offers little of the modern interface guidance found in newer builders. It is a town or settlement simulator rather than a dense city game.

It is single-player, has no official native multiplayer, and is best suited to players who accept older presentation in exchange for a focused survival loop.

9. Timberborn — best for engineering and water management

Timberborn puts beaver colonies in charge of settlements shaped by environmental constraints. Its cheerful theme hides substantial planning pressure: water storage, irrigation, elevation, food, housing, and drought preparation all matter.

It is a strong systems-engineering game, but not a realistic human city simulator. Check the current development status, price, and platform support before purchase.

10. SimCity BuildIt — best free-to-download mobile option

Choose it if: you want a casual city-building game for a phone or tablet.

SimCity BuildIt focuses on mobile sessions, city upgrades, regions, events, collectibles, and social features. EA’s page showed active live content, including a Meteorology Center announcement dated August 11, 2026.

It is free to download, but that does not mean free of timers, premium currencies, purchase prompts, or recurring live-service engagement. Availability and purchase systems can vary by country and device. It is convenient and accessible, but less open-ended than a premium PC sandbox.

11. Townscaper — best creative building toy

Choose it if: you want to make attractive villages, islands, bridges, and colorful structures without budgets or failure.

  • Time pressure: responding to droughts, disasters, seasons, or crises.
